(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 7:05 p.m.in the Council Chambers at City Hall.

13)Ordinance:Consideration of approval of an ordinance to amend Chapter 200,Waukee
Municipal Code,by adding and enacting thereto Chapter 224E to provide for the
establishment of the South Area Trunk Sewer Connection Fee District pursuant to
Section 384.38 of the Code of Iowa [second reading]-Council Member Stanton moved to
approve the second reading of the ordinance in title only;seconded by Council Member
Harvey.Council Member Harvey expressed his discomfort with a 9%charge for this particular
connection fee district,preferring 5%over the next five years,then 9%afterwards.Director of
Public Works Gibson explained that the 9%was suggested in the hopes that the city would
more quickly be able to recoup costs associated with the project;City Administrator/Clerk
Kooistra added that 9%was the maximum legal percentage pursuant to the Code of Iowa.
Council Member Dutcher felt it made more sense to approve interest rates based on the
individual public improvement project.Council Member Watts stated that the City could not
make money on such project fees,but needed to recoup costs.Mr.Gibson spoke briefly
about fee percentages in relation to the City's bonding capacity,and clarified that the City has
historically used the 9%rate for connection fee districts.City staff will research the
percentage rate necessary to recoup the costs associated with this project.Roll call:Ayes:

14)Discussion:Cell phone use during city meetings -Council Member Stanton requested
that a formal policy be enacted requiring cell phones to be turned off during meetings.

16)Resolution:Consideration of approval of a resolution fixing the time and place for
regular meetings of the City Council of Waukee,Iowa -Council Mernber Stanton moved to
approve the resolution,setting the time for regular City Council meetings for 5:00 p.m.;
