SPECIAL MEETING
May 10,2010
A)Call to Order -The special meeting of the Waukee City Council was called to order by Mayor
Peard at 5:14 p.m.in the Waukee City Council Chambers.
B)Roll Call -The following members were present:Mayor William F.Peard;Council Members Dan
Dutcher,Casey L.Harvey,Darlene Stanton,Mike Watts.Absent:Council Member Shane
Blanchard.
Also present:Director of Public Works John Gibson,Director of Development Services Brad
Deets,Deputy City Clerk Rebecca D.Schuett,City Attorney Steve Brick.
C)Agenda Approval -Council Member Watts moved to approve the agenda;seconded by Council
Member Stanton.Roll call:Ayes:Watts,Stanton,Dutcher,Harvey.Nays:None.Absent:
Blanchard.Motion carried 4 -0 -1.
D)Public Hearing:On the annexation of consenting and non-consenting properties by the
City of Waukee,Iowa,with consideration of the annexation taking place immediately
thereafter -Mayor Peard opened the public hearing and asked if any written correspondence
had been received;Director of Development Services Deets referenced a 05/10/2010 letter from
Chad A.Bird,City Administrator for the City of Adel,objecting to the annexation.No comments
were made by the public present.Mayor Peard declared the public hearing closed.
E)Resolution:Consideration of approval of Pre-annexation Agreements between the City of
Waukee,Iowa,and certain property owners as specified -Council Member Watts moved to
approve the resolution;seconded by Council Member Dutcher.City Attorney Brick noted the pre-
annexation agreements under consideration.Roll call:Ayes:Watts,Dutcher,Stanton,Harvey.
Nays:None.Absent:Blanchard.Motion carried 4 -0 -1.(Resolution #10-136)
F)Resolution:Consideration of approval of the voluntary annexation of property,including
non-consenting property and,providing a Transition for the Imposition of Taxes -Council
Member Watts moved to approve the resolution;seconded by Council Member Dutcher.City
Attorney Brick and Director of Development Services Deets briefly reviewed the two annexation
proposals.Roll call:Ayes:Watts,Dutcher,Harvey,Stanton.Nays:None.Absent:Blanchard.
Motion carried 4 -0 -1.(Resolution #10-137)
G)Resolution:Consideration of approval of a resolution establishing a committee to be
known as the Downtown Design Committee -Council Member Harvey moved to approve the
resolution;seconded by Council Member Stanton.Director of Development Services Deets
briefly reviewed the intent of the committee.Roll call:Ayes:Harvey,Stanton,Watts,Dutcher.
Nays:None.Absent:Blanchard.Motion carried 4 -0 -1.(Resolution #10-138)
H)Mayor's Appointment and Resolution:Consideration of approval of the mayor's
appointments of members to the Downtown Design Committee -Mayor Peard appointed
himself,Council Member Dutcher,Brian Mook,Mike Nigro,Tim Schillinger,Greg Grote,Mike
Schnoes,Cheryl Laird-Humphrey and Lyn Schafer to the committee.Council Member Watts
moved to approve the resolution;seconded by Council Member Stanton.Roll call:Ayes:Watts,
Stanton,Dutcher,Harvey.Nays:None.Absent:Blanchard.Motion carried 4 -0 -1.
