SPECIAL MEETING
June 16,2010
A)Call to Order -The special meeting of the Waukee City Council was called to order by Mayor
Peard at 4:06 p.m.in the Waukee City Council Chambers.
B)Roll Call-The following members were present:Mayor William F.Peard;Council Members
Shane Blanchard (via telephone),Dan Dutcher,Casey L.Harvey,Darlene Stanton (via
telephone),Mike Watts.Absent:None.
Also present:City Administrator/Clerk Jeffrey L.Kooistra,Assistant to the City Administrator
McKinlee Gibson,Director of Finance Linda Burkhart,Director of Development Services Brad
Deets,Parks and Recreation Director Matt Jermier,Deputy City Clerk Rebecca D.Schuett,City
Attorney Steve Brick.
C)Agenda Approval -Council Member Watts moved to approve the agenda;seconded by Council
Member Dutcher.Roll call:Ayes:Watts,Dutcher,Harvey,Stanton,Blanchard.Nays:None.
Motion carried 5 -O.
D)Resolution:Consideration of approval of a resolution calling for special election on the
issuance (aquatic center)-Council Member Watts moved to approve the resolution;seconded
by Council Member Blanchard.Council Member Harvey stated that the Council had received a
lot of last-minute information that he would like more time to review.He favored an August
special election vote,but wanted to be certain the City could afford to operate an aquatic center if
it were built.Council Member Watts replied that it would be the City's responsibility to find ways
to finance an aquatic center if such a facility were approved by the voters.He noted that there
was time for review of the data before the August 3 election.Council Member Dutcher echoed
Council Member Harvey's statements,saying that he did not wish to delay a vote but that he
wanted to understand the City's obligation toward an aquatic center.Mayor Peard asked about
the deadline for submitting the ballot language to the county auditor;City Administrator/Clerk
Kooistra replied that it must be filed by the close of business this Friday,June 18.Mayor Peard
suggested scheduling another special meeting for Thursday,June 17,in order to allow time to
review the matter.Council Member Watts spoke against delaying the Council vote;Council
Member Blanchard agreed.Council Member Harvey clarified that the information provided would
need to be very dire in order for him to vote against the resolution.Results of vote:Ayes:
Blanchard,Dutcher,Harvey,Stanton,Watts.Nays:None.Motion carried 5 -O.(Resolution

Adjournment -Council Member Watts moved to adjourn;seconded by Council Member Harvey.
Ayes:All.Nays:None.Motion carried 5 -O.
