HomeMy WebLinkAbout2010-11-15-Work Session MinutesWAUKEE CITY COUNCIL MINUTES WORK SESSION MEETING November 15,2010 A)Call to Order -The work session meeting of the Waukee City Council was called to order by Mayor Peard at 7:16 p.m.in the Waukee City Council Chambers. B)Roll Call -The following members were present:Mayor William F.Peard;Council Members Shane Blanchard,Dan Dutcher,Casey L.Harvey,Darlene Stanton,Mike Watts.Absent:None. Also present:City Administrator/Clerk Jeffrey L.Kooistra,Assistant to the City Administrator McKinlee Gibson,Director of Finance Linda Burkhart,Director of Public Works John Gibson, Director of Development Services Brad Deets,Deputy City Clerk Rebecca D.Schuett. C)Agenda Approval -Council Member Stanton moved to approve the agenda;seconded by Council Member Harvey.Results of vote:Ayes:Blanchard,Dutcher,Harvey,Stanton,Watts.Nays:None. Motion carried 5 -O. D)Work Session:Street repairs -City Administrator/Clerk Kooistra noted a petition presented to the Council at an earlier meeting regarding street conditions along Waukee Ave.and Bel Aire Dr.Most of the issues noted by the presenting petitioner had been addressed by the City soon afterwards. The petition presented to the Council did not contain a statement of intent,so City staff are unsure as to what the signers are requesting of the City.City staff plan to meet with Waukee Ave.and Bel Aire Dr.residents about possible street repair options.Director of Public Works Gibson noted three options:1)milling and asphalt overlay;2)construction of a 26'asphalt street,curb and gutter;and 3) construction of a 26'concrete street,curb and gutter.There is a possible fourth option that would combine certain aspects of the other three options.There was some discussion regarding a lack of storm sewer intakes along both streets.Mr.Kooistra asked for direction from the Council regarding the options presented,as some may involve assessment.Council Member Harvey asked about the lifespan of the asphalt overlay option;Mr.Gibson replied that it may last up to ten years.Council Member Harvey noted that the resident who presented the petition stated that the streets had not been a problem in years past,just this current year,and suggested discussing a "wait and see" approach with the residents.Mr.Gibson added that next season,the City could switch to a slurry coat process instead of the seal coat used this year.He then noted that the Capital Improvements Plan included funds budgeted for such street improvements throughout the city over the course of several years. E)Comments Adjournment -Council Member Stanton moved to adjourn;seconded by Council Member Harvey. Ayes:AIL Nays:None.Motion carried 5 -O. Meeting Adjourned at 7:31 p.m. R.Schuett,Deputy City Clerk
