(A)Call to Order -The regular meeting of the Waukee City Council was called to order by City
Administrator/Clerk Kooistra at 5:30 p.m.in the Council Chambers at City Hall.
*Due to the absence of both the Mayor and Mayor Pro Tem,Council Member Harvey moved to
appoint Council Member Blanchard as presiding officer;seconded by Council Member Stanton.
Results of vote:Ayes:Harvey,Stanton,Blanchard.Nays:None.Absent:Dutcher,Watts.
Motion carried 3 -0 -2.
(B)Pledge of Allegiance
(C)Roll Call-The following members were present:Council Members Shane Blanchard,Casey L.
Harvey,Darlene Stanton.Absent:Mayor William F.Peard;Council Members Dan Dutcher,
Mike Watts.

1)On a proposed City of Waukee Fiscal Year 2012 budget -Presiding Officer Blanchard
opened the public hearing and asked if any written correspondence had been received;City
Administrator/Clerk Kooistra replied in the negative.No cornrnents were made by the public
present.Presiding Officer Blanchard declared the public hearing closed.
2)On plans and specifications,proposed form of contract and estimate of cost for
construction of the South R·22 Shoulder Stabilization Project -Presiding Officer
Blanchard opened the public hearing and asked if any written correspondence had been
received;City Administrator/Clerk Kooistra replied in the negative.No comments were
made by the public present.Presiding Officer Blanchard declared the public hearing closed.

1)Resolution:Consideration of approval of a resolution approving the City of Waukee
Fiscal Year 2012 budget -Council Member Harvey moved to approve the resolution;
seconded by Council Member Stanton.Director of Finance Burkhart briefly reviewed the
proposed budget.Results of vote:Ayes:Blanchard,Harvey,Stanton.Nays:None.Absent:
Dutcher,Watts.Motion carried 3 -0 -2.(Resolution #11-34)
2)Resolution:Consideration of approval of a resolution approving plans,specifications,
form of contract and estimate of cost (South R-22 Shoulder Stabilization Project)-
Council Member Harvey moved to approve the resolution;seconded by Council Member
Stanton.Director of Public Works Gibson briefly reviewed the project.Council Member
Harvey asked if the plans were those originally proposed and which included sheeting;Mr.
Gibson replied in the negative.Results of vote:Ayes:Blanchard,Harvey,Stanton.Nays:
None.Absent:Dutcher,Watts.Motion carried 3 -0 -2.(Resolution #11-35)

from A-1 [Agricultural District]to R-1 [Single Family Residential District](Lots 1 &2,
Replat of Gopher Hollow Lot 1)[second reading]-Council Member Stanton moved to
approve the second reading of the ordinance in title only;seconded by Council Member
Harvey.Director of Development Services Deets briefly reviewed the rezoning request.

Motion carried 3 -0 -2.The ordinance was read in title only.
4)Ordinance:Consideration of approval of an ordinance to amend Chapter 200,Waukee
Municipal Code,Section 224E.6 to reduce future escalation of the connection fee in the
South Area Trunk Sewer Connection Fee District [second,third (final)readings]-
Council Member Harvey moved to approve the second reading of the ordinance in title only;
seconded by Council Member Stanton.Director of Development Services Deets briefly
reviewed the proposed ordinance.Results of vote:Ayes:Blanchard,Harvey,Stanton.Nays:
None.Absent:Dutcher,Watts.Motion carried 3 -0 -2.The ordinance was read in title only.
5)Discussion:Possible City survey -Assistant to the City Administrator Gibson asked if the
Council was interested in moving forward with a City survey.Council Member Harvey asked
about the costs;Ms.Gibson replied that the company recommended by City staff for the
project would charge approximately $14,000.00.After some discussion,the council members
in attendance agreed that it would be better to conduct the survey next year.Council Member
Harvey also suggested establishing a pattern wherein City surveys are conducted every
certain number of years.
6)Resolution:Consideration of approval of a resolution approving a settlement
agreement between the City of Waukee,Iowa,and the City of A del,Iowa -Council
Member Harvey moved to approve the resolution;seconded by Council Member Stanton.City
Attorney Brick briefly reviewed the agreement.Results of vote:Ayes:Blanchard,Harvey,
Stanton.Nays:None.Absent:Dutcher,Watts.Motion carried 3 -0 -2.(Resolution #11-39)
