(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:32 p.m.in the Council Chambers at City Hall.
(B)Pledge of Allegiance
(C)Roll Call -The following members were present:Mayor William F.Peard;Council Members
Shane Blanchard,Dan Dutcher,Casey L.Harvey.Absent:Council Members Darlene Stanton,
Mike Watts.
Also present:City Administrator/Clerk Jeffrey L.Kooistra,Assistant to the City Administrator
McKinlee Gibson,Director of Finance Linda Burkhart,Director of Public Works John Gibson,
Assistant Director of Public Works Tim Royer,Director of Development Services Brad Deets,
City Planner Ben Landhauser,Parks and Recreation Director Matt Jermier,Deputy City Clerk
Rebecca D.Schuett,City Attorney Steve Brick.

(E)Agenda Approval -Council Member Harvey moved to approve the agenda;seconded by
Council Member Dutcher.Results of vote:Ayes:Blanchard,Dutcher,Harvey.Nays:None.
Absent:Stanton,Watts.Motion carried 3 -0 -2.
(F)Mayor's Report -Mayor Peard gave a brief report on the 03/29-03/31 Washington,D.C.
lobbying trip with Council Member Blanchard,City AdministratorlClerk Kooistra and Director of
Development Services Deets.On 03/26,Mayor Peard attended ribbon cuttings for Dollar Tree
and Kreative Styles;on 03/22,he took part in a joint meeting between the City Council and
Planning &Zoning Commission;on 03/23,he participated in a Developers Roundtable
subcommittee meeting;and on 03/28,he took part in an Alice's Road IJR conference call.
Mayor Peard attended the 04/02 Legislative Coffee.He noted the upcoming 04/05 Alice's Road
Corridor Master Plan Open House.Mayor Peard named Vivian Wilson as the 2010 Waukee
Citizen of the Year.
(G)Presentations:
1)2011 City of Waukee Comprehensive Park,Recreation and Open Space Plan-
Presentation made by Grant Thompson of Genus Landscape Architects.The Council
agreed that the Park Board should continue to be involved with park planning.Parks and
Recreation Director Jermier thanked the Park Board and steering committee members for
their work on the plan.
2)Resolution:Consideration of approval of a resolution adopting the 2011 City of
Waukee Comprehensive Park,Recreation and Open Space Plan -Council Member
Dutcher moved to approve the resolution;seconded by Council Member Blanchard.Results
of vote:Ayes:Blanchard,Dutcher,Harvey.Nays:None.Absent:Stanton,Watts.Motion
carried 3 -0 -2.(Resolution #11-51)
(H)Public Hearings:
1)On quotations for the 2010 and 2011 Sidewalk Improvement Programs -Mayor Peard
opened the public hearing and asked if any written correspondence had been received;City
Administrator/Clerk Kooistra replied in the negative.No comments were made by the public
present.Mayor Peard declared the public hearing closed.
2)On an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa,by
rezoning and changing certain property therein from M-1 [Light Industrial District]to
C-1 [Community and Highway Service Commercial District](South 125 feet of Lot 4 of
Enterprise Business Park Plat 1 -105 N.Warrior Ln.)-Mayor Peard opened the public
hearing and asked if any written correspondence had been received;City
Administrator/Clerk Kooistra replied in the negative.No comments were made by the public
present.Mayor Peard declared the public hearing closed.
3)On an ordinance to amend Chapter 300,Zoning Ordinance,Waukee Municipal Code,
by amending Section 308,General Regulations,to add a section regulating Temporary
Uses -Sale of Agricultural Products -Mayor Peard opened the public hearing and asked
if any written correspondence had been received;City Administrator/Clerk Kooistra replied in
the negative.No comments were made by the public present.Mayor Peard declared the
public hearing closed.
(I)Public Hearing Action Items:
1)Resolution:Consideration of approval of a resolution awarding quote for the 2010
Sidewalk Improvements Program and receiving and filing quote for the 2011 Sidewalk
Improvements Program -Council Member Harvey moved to approve the resolution;
seconded by Council Member Blanchard.Director of Public Works Gibson briefly reviewed
the quotes.Council Member Harvey asked if the programs had been amended regarding
crack sealant;Mr.Gibson replied in the affirmative.Results of vote:Ayes:Blanchard,
Dutcher,Harvey.Nays:None.Absent:Stanton,Watts.Motion carried 3 -0-2.

2)Resolution:Consideration of approval of a resolution approving contract and bond
(2010 Sidewalk Improvements Program)-Council Member Blanchard moved to approve
the resolution;seconded by Council Member Harvey.Results of vote:Ayes:Blanchard,
Dutcher,Harvey.Nays:None.Absent:Stanton,Watts.Motion carried 3 -a -2.

[introduction;first reading]-Council Member Harvey introduced the ordinance and
moved to approve the first reading in title only;seconded by Council Member Blanchard.
Director of Development Services Deets briefly reviewed the proposed ordinance,adding
that a nominal permit application fee would be set if the ordinance is approved by the City
Council.Citing traffic and line-of-site concerns,Council Member Blanchard asked if the
proposed ordinance addressed building setbacks;Mr.Deets answered that setbacks were
addressed in other sections of the zoning ordinance,but that they could be specifically
addressed in the proposed ordinance.Council Member Harvey noted that the Farmers
Market would continue to be exempt from the provisions of the ordinance.Results of vote:
Ayes:Blanchard,Dutcher,Harvey.Nays:None.Absent:Stanton,Watts.Motion carried 3 -
0-2.The ordinance was read in title only.

Gibson briefly reviewed the program.Council Member Dutcher expressed concerns that
restrictive covenants may not allow rain barrels in all subdivisions,rain barrels may be
unattractive if not screened,and permeable pavers have not been proved to work well in
winter climates.Mayor Peard asked if there were rain barrel installation standards;Mr.Gibson
answered that he would discuss the matter with Director of Development Services Deets.
Council Member Harvey asked if both new and existing businesses would be eligible for the
program;Mr.Gibson replied in the affirmative.Results of vote:Ayes:Blanchard,Dutcher,
