April 18,2011
(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:31 p.m.in the Council Chambers at City Hall.
(B)Pledge of Allegiance
(C)Roll Call-The following members were present:Mayor William F.Peard;Council Members
Dan Dutcher,Casey L.Harvey,Mike Watts.Absent:Council Members Shane Blanchard,
Darlene Stanton.(Council Member Blanchard participated via telephone from 6:15 p.m.to 6:17
p.m.)
Also present:City Administrator/Clerk Jeffrey L.Kooistra,Assistant to the City Administrator
McKinlee Gibson,Director of Finance Linda Burkhart,Director of Public Works John Gibson,
Assistant Director of Public Works Tim Royer,Director of Development Services Brad Deets,
City Planner Ben Landhauser,Parks and Recreation Director Matt Jermier,Deputy City Clerk
Rebecca D.Schuett,City Engineer Mikelis Briedis,City Attorney Steve Brick.

(E)Agenda Approval -Council Member Harvey moved to approve the agenda;seconded by
Council Member Dutcher.Results of vote:Ayes:Dutcher,Harvey,Watts.Nays:None.Absent:
Blanchard,Stanton.Motion carried 3 -0 -2.
(F)Mayor's Report -Mayor Peard attended the Alice's Road Corridor Master Plan public meeting
on 04/05,the WEDCO meeting on 04/06,and was in Washington,DC,on business the week of
04/18.On 04/20,he will meet with representatives of the Walnut Creek Little League on
cooperative efforts with the City and on 04/21 will attend the Iowa Prayer Breakfast.
(G)Presentations:
1)Check presentation from Waste Management to the City of Waukee for the Single
Stream Recycling Program Rebate -Check presentation made by Dave Massey of Waste
Management.
2)Waukee Police Department on 2011 National Night Out -Presentation made by Waukee
Police Lt.Troy Mapes and Dallas County Sheriff Chad Leonard.Lt.Mapes noted that 2011
will be Waukee's 10th anniversary of participation in National Night Out and to celebrate,he
planned to have a large gathering in Centennial Park instead of smaller neighborhood
parties.Sheriff Leonard stated that his office would contribute where possible using drug
forfeiture money;Lt.Mapes asked the City Council to approve $4,650.00 in funding for the
remaining costs associated with the event.The Council spoke in favor of the funding.
3)Waukee Area Leadership Institute on directional signage -Presentation made by
Institute class member Cy Phillips,who stated that the directional signage was intended to
promote the Downtown Triangle area.He showed an example of the proposed signage and
noted that all the funding for the $5,000.00 project would come from private donations.City
Administrator/Clerk Kooistra stated that the IDOT would need to approve any signage along
Highway 6;City Attorney Brick added that the IDOT had strict color and design standards in
place to maintain signage uniformity.The Council spoke in favor of the directional signage
project.
4)Waukee Public Library quarterly report -Report made by Library Director Maryann Morl.
She also announced her resignation as library director,effective July 15,2011.
(H)Public Hearings:
1)On an annexation moratorium agreement between the City of Waukee,Iowa,and the
City of Adel,Iowa -Mayor Peard opened the public hearing and asked if any written
correspondence had been received;City Administrator/Clerk Kooistra replied in the negative.
No comments were made by the public present.Mayor Peard declared the public hearing
closed.
(I)Public Hearing Action Items:
1)Resolution:Consideration of approval of an annexation moratorium agreement
between the City of Waukee,Iowa,and the City of A del,Iowa -Council Member Harvey
moved to approve the resolution;seconded by Council Member Dutcher.City Attorney Brick
noted that the City of Adel had approved the agreement on 04/12.Results of vote:Ayes:
Dutcher,Harvey,Watts.Nays:None.Absent:Blanchard,Stanton.Motion carried 3 -0 -2.

1)Consent Agenda:Council Member Dutcher moved to approve the Consent Agenda.At the
request of Council Member Watts,Council Member Dutcher amended his motion to approve
the Consent Agenda,removing item J1 E for separate consideration;seconded by Council
Member Watts.Results of vote:Ayes:Dutcher,Harvey,Watts.Nays:None.Absent:
Blanchard,Stanton.Motion carried 3 -0 -2.

for Maple Street Community Center,445 Maple Street,Waukee,Iowa;seconded by Council
Member Harvey.Council Member Watts noted the costs associated with renewing the lease
agreement,including building maintenance,and recommended that the agreement be
renegotiated.Results of vote:Ayes:None.Nays:Dutcher,Harvey,Watts.Absent:
Blanchard,Stanton.Motion defeated 0 -3 -2.
2)Ordinance:Consideration of approval of an ordinance to amend Chapter 300,Zoning
Ordinance,City of Waukee,Iowa,by rezoning and changing certain property therein
from M-1 [Light Industrial District]to C-1 [Community and Highway Service Commercial
District],and amend the official zoning map to show rezoning (South 125 feet of Lot 4 of
