(8)Pledge of Allegiance (C)Roll Call-The following members were present:Mayor William F.Peard;Council Members Dan Dutcher,Casey L.Harvey,Darlene Stanton,Mike Watts.Absent:Council Member Shane Blanchard. Also present:City Administrator/Clerk Jeffrey L.Kooistra,Assistant to the City Administrator McKinlee Gibson,Director of Finance Linda Burkhart,Director of Public Works John Gibson, Assistant Director of Public Works Tim Royer,Director of Development Services Brad Deets, City Planner Ben Landhauser,Fire Chief Clint Robinson,Deputy City Clerk Rebecca D.Schuett, City Engineer Forrest Aldrich,City Attorney Steve Brick. (D)Open Forum (E)Agenda Approval -Council Member Harvey moved to approve the agenda;seconded by Council Member Dutcher.Results of vote:Ayes:Dutcher,Harvey,Stanton,Watts.Nays:None. (F)Mayor's Report -On OS/26,Mayor Peard attended the Waukee Area Chamber of Commerce Business After Hours in Glynn Village.On 05/30,he spoke at both the Point of Grace Church breakfast and the Memorial Day observances in Waukee Cemetery.He attended the City Personnel Committee and WEDCO meetings on 06/01,and spoke at the Waukee Public Works Facility ribbon cutting on 06/02.On 06/09,Mayor Peard will attend the MIALG meeting in Grimes. (G)Presentations:None (H)Public Hearings: 1)On the authorization of a Loan Agreement and the issuance of Notes to evidence the obligations of the City thereunder (Not to Exceed $165,000 General Obligation Capital Loan Notes)-Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Administrator/Clerk Kooistra replied in the negative. No comments were made by the public present.Mayor Peard declared the public hearing closed. 2)On an ordinance to amend Chapter 301,Zoning Ordinance,City of Waukee,Iowa,by amending Chapter 301.4,Establishment of Districts:Provisions for Official Zoning Map,by repealing said section and enacting in lieu thereof the re-adoption of the Official Zoning Map -Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Administrator/Clerk Kooistra replied in the negative. No comments were made by the public present.Mayor Peard declared the public hearing closed. Director of Public Works Gibson briefly reviewed the proposed rate increase,noting a downturn in water usage,increased Des Moines WaterWorks wholesale water rates,and cash balance as a percentage of O&M as the motivations behind the proposed rate increase. Council Member Harvey questioned if the proposed rates assumed no future capacity payments to Des Moines WaterWorks;Mr.Gibson replied in the affirmative.Council Member Harvey asked if there was an anticipated savings in labor when the fixed use meters were implemented;Mr.Gibson replied in the affirmative.Results of vote:Ayes:Dutcher,Harvey, Stanton,Watts.Nays:None.Absent:Blanchard.Motion carried 4 -0 -1.The ordinance was read in title only. 6)Ordinance:Consideration of approval of an ordinance to amend Chapter 204,Waukee Municipal Code,by repealing the existing rates for sewer and enacting new rates as specified [introduction;first reading]-Council Member Harvey introduced the ordinance and moved to approve the first reading in title only;seconded by Council Member Dutcher. Director of Public Works Gibson briefly reviewed the proposed rate increase,stating that decreased water usage,Wastewater Reclamation Authority expenses and a downturn in development were the stimuli behind the proposed rate increase.Council Member Harvey asked if the City were considering sewer inspections to look for seepage and leaks;Mr. Gibson replied that such a program was already in operation.Results of vote:Ayes:Dutcher, Harvey,Stanton,Watts.Nays:None.Absent:Blanchard.Motion carried 4 -0 -1.The ordinance was read in title only.
