(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:33 p.m.in the Council Chambers at City Hall.
(8)Pledge of Allegiance
(C)Roll Call-The following members were present:Mayor William F.Peard;Council Members
Dan Dutcher,Casey L.Harvey,Darlene Stanton,Mike Watts.Absent:Council Member Shane
Blanchard.
Also present:City Administrator/Clerk Jeffrey L.Kooistra,Assistant to the City Administrator
McKinlee Gibson,Director of Finance Linda Burkhart,Director of Public Works John Gibson,
Assistant Director of Public Works Tim Royer,Director of Development Services Brad Deets,
City Planner Ben Landhauser,Fire Chief Clint Robinson,Deputy City Clerk Rebecca D.Schuett,
City Engineer Forrest Aldrich,City Attorney Steve Brick.

(E)Agenda Approval -Council Member Harvey moved to approve the agenda;seconded by
Council Member Dutcher.Results of vote:Ayes:Dutcher,Harvey,Stanton,Watts.Nays:None.
Absent:Blanchard.Motion carried 4 -0 -1.
(F)Mayor's Report -On OS/26,Mayor Peard attended the Waukee Area Chamber of Commerce
Business After Hours in Glynn Village.On 05/30,he spoke at both the Point of Grace Church
breakfast and the Memorial Day observances in Waukee Cemetery.He attended the City
Personnel Committee and WEDCO meetings on 06/01,and spoke at the Waukee Public Works
Facility ribbon cutting on 06/02.On 06/09,Mayor Peard will attend the MIALG meeting in
Grimes.

(H)Public Hearings:
1)On the authorization of a Loan Agreement and the issuance of Notes to evidence the
obligations of the City thereunder (Not to Exceed $165,000 General Obligation Capital
Loan Notes)-Mayor Peard opened the public hearing and asked if any written
correspondence had been received;City Administrator/Clerk Kooistra replied in the negative.
No comments were made by the public present.Mayor Peard declared the public hearing
closed.
2)On an ordinance to amend Chapter 301,Zoning Ordinance,City of Waukee,Iowa,by
amending Chapter 301.4,Establishment of Districts:Provisions for Official Zoning
Map,by repealing said section and enacting in lieu thereof the re-adoption of the
Official Zoning Map -Mayor Peard opened the public hearing and asked if any written
correspondence had been received;City Administrator/Clerk Kooistra replied in the negative.
No comments were made by the public present.Mayor Peard declared the public hearing
closed.
(I)Public Hearing Action Items:
1)Resolution:Consideration of approval of a resolution instituting proceedings to take
additional action for the authorization of a Loan Agreement and the issuance of Not to
Exceed $165,000 General Obligation Capital Loan Notes -Council Member Stanton
moved to approve the resolution;seconded by Council Member Dutcher.Results of vote:
Ayes:Dutcher,Harvey,Stanton,Watts.Nays:None.Absent:Blanchard.Motion carried 4-
0-1.(Resolution #11-87)
2)Ordinance:Consideration of approval of an ordinance to amend Chapter 301,Zoning

1)Consent Agenda:Council Member Stanton moved to approve the Consent Agenda,
removing payment to Twin Rivers Engineering in the amount of $840.00 from the 06/06/2011
Bill List;seconded by Council Member Harvey.Results of vote:Ayes:Dutcher,Harvey,
Stanton,Watts.Nays:None.Absent:Blanchard.Motion carried 4 -0 -1.

Day Saints Church (400 SE Pleasant View Drive)-Council Member Stanton moved to
approve the resolution;seconded by Council Member Watts.Director of Development
Services Deets briefly reviewed the site plan.Council Member Harvey asked whether berming
was planned along the property to the south of the site;Mr.Deets replied that the property to
the south is an existing acreage that may be a medium density development in the future,and
that screening and berming was included as part of the proposed Latter Day Saints Church
site plan.Council Member Harvey asked if current storm water run-off was addressed in the
proposed site plan;Mr.Deets responded in the affirmative.Results of vote:Ayes:Dutcher,
Harvey,Stanton,Watts.Nays:None.Absent:Blanchard.Motion carried 4 -0 -1.

3)Resolution:Consideration of approval of a resolution approving the Des Moines Area
Metropolitan Planning Organization Sustainable Communities Regional Planning Grant
Consortium Agreement -Council Member Dutcher moved to approve the resolution;
seconded by Council Member Stanton.Results of vote:Ayes:Dutcher,Harvey,Stanton,
Watts.Nays:None.Absent:Blanchard.Motion carried 4 -0 -1.(Resolution #11-96)
4)Ordinance:Consideration of approval of an ordinance to amend Chapter 205,Waukee
Municipal Code,by amending Section 205.6,Charges for Ambulance Service,by

providing for an amendment of fees [second reading]-Council Member Harvey moved to
approve the second reading of the ordinance in title only;seconded by Council Member Watts.
Results of vote:Ayes:Dutcher,Harvey,Stanton,Watts.Nays:None.Absent:Blanchard.
Motion carried 4 -0 -1.The ordinance was read in title only.
5)Ordinance:Consideration of approval of an ordinance to amend Chapter 203,Waukee
Municipal Code,by repealing the existing rates for water and enacting new rates as
specified [introduction;first reading]-Council Member Harvey introduced the ordinance
and moved to approve the first reading in title only;seconded by Council Member Stanton.
Director of Public Works Gibson briefly reviewed the proposed rate increase,noting a
downturn in water usage,increased Des Moines WaterWorks wholesale water rates,and
cash balance as a percentage of O&M as the motivations behind the proposed rate increase.
Council Member Harvey questioned if the proposed rates assumed no future capacity
payments to Des Moines WaterWorks;Mr.Gibson replied in the affirmative.Council Member
Harvey asked if there was an anticipated savings in labor when the fixed use meters were
implemented;Mr.Gibson replied in the affirmative.Results of vote:Ayes:Dutcher,Harvey,
Stanton,Watts.Nays:None.Absent:Blanchard.Motion carried 4 -0 -1.The ordinance
was read in title only.
6)Ordinance:Consideration of approval of an ordinance to amend Chapter 204,Waukee
Municipal Code,by repealing the existing rates for sewer and enacting new rates as
specified [introduction;first reading]-Council Member Harvey introduced the ordinance
and moved to approve the first reading in title only;seconded by Council Member Dutcher.
Director of Public Works Gibson briefly reviewed the proposed rate increase,stating that
decreased water usage,Wastewater Reclamation Authority expenses and a downturn in
development were the stimuli behind the proposed rate increase.Council Member Harvey
asked if the City were considering sewer inspections to look for seepage and leaks;Mr.
Gibson replied that such a program was already in operation.Results of vote:Ayes:Dutcher,
Harvey,Stanton,Watts.Nays:None.Absent:Blanchard.Motion carried 4 -0 -1.The
ordinance was read in title only.
