HomeMy WebLinkAbout2012-07-02-Regular MinutesWAUKEE CITY COUNCIL MINUTES July 2,2012 (A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor Peard at 5:35 p.m.in the Council Chambers at City Hall. (8)Pledge of Allegiance (C)Roll Call-The following members were present:Mayor William F.Peard;Council Members Shane Blanchard,Dan Dutcher,Casey L.Harvey,Shelly Hughes,Mike Watts.Absent:None. Also present:Interim City Administrator Brad Deets,Assistant to the City Administrator McKinlee Gibson,Director of Finance Linda Burkhart,City Planner Ben Landhauser,Fire Chief Clint Robinson,Deputy City Clerk Rebecca D.Schuett,City Engineer Mikelis Briedis,City Attorney Steve Brick. (D)Open Forum -Sharon O'Donnell,170 Southview Dr.,spoke in support of the Schade Creek Winery,saying they were great neighbors and an asset to Waukee.She noted that she had booked a wedding and reception at the winery for October and was concerned that she may need to find another venue.Council Members Harvey and Watts responded that they had nothing against the winery and wished them success,but that the winery must follow the same rules as all other businesses in Waukee.Council Member Harvey added that it would be more problematic for the Council to pick and choose which businesses must follow the rules and which do not. (E)Agenda Approval -Council Member Dutcher moved to approve the agenda,tabling consideration of Agenda Item J4;seconded by Council Member Watts.Results of vote:Ayes: Blanchard,Dutcher,Harvey,Hughes,Watts.Nays:None.Motion carried 5 -O. (F)Mayor's Report -Mayor Peard reminded all of the City's 4th of July festivities. (G)Presentations: 1)Proclamation:Recognizing August 7,2012,as National Night Out in Waukee -Mayor Peard presented the proclamation to Lt.Troy Mapes of the Waukee Police Department. 2)Certificates of appreciation for years of service for employees who have worked a certain number of years for the City of Waukee -Mayor Peard presented certificates for the following employees: NAME DEPARTMENT NO OF YEARS Marggie Weir Police Department 10 Jeremv Long Police Department 5 Mackenzie Sposeto Police Department 5 Tommy Tvsdal Fire Department 5 Rachel Bruns Finance Department 5 (H)Public Hearings: 1)On ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa,by rezoning and changing certain property therein from A-1 [Agricultural District]to C-1 [Community and Highway Service Commercial District]and amend the Official Zoning Map to show rezoning (Ute Avenue Kum &Go)-Mayor Peard opened the public hearing and asked if any written correspondence had been received;Interim City Administrator Deets replied in the negative.No comments were made by the public present.Mayor Peard declared the public hearing closed. (I)Public Hearing Action Items: 1)Resolution:Consideration of approval of a resolution approving the amendment to the 2008 Waukee Comprehensive Plan by including a Neighborhood Village Designation at the intersection of R-22 (Ute Avenue)and Interstate 80 -Council Member Watts moved to approve the resolution;seconded by Council Member Dutcher. Interim City Administrator Deets briefly reviewed both the rezoning application and comprehensive plan amendment.Council Member Watts asked if the planned Kum &Go would replace the existing store south of the interchange;Mr.Deets replied in the affirmative.Council Member Watts then asked if the existing store was located in the city or Dallas County;Mr.Deets noted that it was in the county.Results of vote:Ayes:Blanchard, Dutcher,Harvey,Hughes,Watts.Nays:None.Motion carried 5 -O.(Resolution #12-148) 2)Ordinance:Consideration of approval of an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa,by rezoning and changing certain property therein from A-1 [Agricultural District]to C-1 [Community and Highway Service Commercial District]and amend the Official Zoning Map to show rezoning (Ute Avenue Kum &Go) [introduction;first reading]-Council Member Watts introduced the ordinance.Council Member Harvey moved to approve the first reading of the ordinance in title only;seconded by Council Member Blanchard.Interim City Administrator Deets stated that the applicant had also provided a concept plan at the request of City staff for the undeveloped parcels adjacent to the subject property.Council Member Harvey asked about turn lanes;Mr.Deets replied that the applicant was asked to conduct an analysis in order to determine future traffic flow and the need for turn lanes.Results of vote:Ayes:Blanchard,Dutcher,Harvey, Hughes,Watts.Nays:None.Motion carried 5 -O.The ordinance was read in title only. Council Member Harvey amended the motion to table consideration of the matter until the 07/16/2012 regular City Council meeting;Council Member Blanchard amended the second.
