SPECIAL MEETING
December 27,2012
A)Call to Order -The special meeting of the Waukee City Council was called to order by Mayor
Peard at 5:34 p.m.in the Waukee City Council Chambers.
B)Roll Call-The following members were present:Mayor William F.Peard;Council Members Shane
Blanchard,Casey L.Harvey,Shelly Hughes.Absent:Council Members Dan Dutcher,Mike Watts.
Also in attendance:Interim City Administrator Brad Deets,Deputy City Clerk Rebecca D.Schuett.
C)Agenda Approval -Council Member Harvey moved to approve the agenda;seconded by Council
Member Blanchard.Results of vote:Ayes:Harvey,Blanchard,Hughes.Nays:None.Absent:
Dutcher,Watts.Motion carried 3 -0 -2.
D)Resolution:Consideration of approval of a resolution approving Development Agreements
related to Alice's Road Corridor Project between the City of Waukee,Iowa,and Richard W.
Giles Revocable Trust,Linda M.Hakeman and Dallas Hakeman,and Marlene M.Warren and
Dan Warren -Council Member Harvey moved to approve the resolution;seconded by Council
Member Blanchard.Interim City Administrator Deets briefly reviewed the agreement.Council
Member Harvey requested clarification on a certain aspect of the agreement;Mr.Deets replied that
in exchange for right-of-way dedication,the City agrees to construct Phase I improvements,
including the grading of six and the paving of three traffic lanes.Results of vote:Ayes:Harvey,
Blanchard,Hughes.Nays:None.Absent:Dutcher,Watts.Motion carried 3 -0 -2.(Resolution

E)Resolution:Consideration of approval of a resolution approving Development Agreements
related to Alice's Road Corridor Project between the City of Waukee,Iowa,and Beasley
Farms,Inc.-Council Member Harvey moved to approve the resolution;seconded by Council
Member Blanchard.Interim City Administrator Deets briefly reviewed the agreement.Results of
vote:Ayes:Harvey,Blanchard,Hughes.Nays:None.Absent:Dutcher,Watts.Motion carried 3 -0
-2.(Resolution #12-286)
F)Resolution:Consideration of approval of a resolution approving Development Agreements
related to Alice's Road Corridor Project between the City of Waukee,Iowa,and Ashworth
Properties Development,Inc.-Council Member Harvey moved to approve the resolution;
seconded by Council Member Blanchard.Interim City Administrator Deets briefly reviewed the
agreement.Results of vote:Ayes:Harvey,Blanchard,Hughes.Nays:None.Absent:Dutcher,
Watts.Motion carried 3 -0 -2.(Resolution #12-287)
G)Resolution:Consideration of approval of a resolution approving certain Warranty Deeds and
Easements related to Alice's Road Corridor Project-Council Member Blanchard moved to
approve the resolution;seconded by Council Member Hughes Interim City Administrator Deets
briefly reviewed the documents.Results of vote:Ayes:Blanchard,Hughes,Harvey.Nays:None.
Absent:Dutcher,Watts.Motion carried 3 -0 -2.(Resolution #12-288)
H)Comments -Council Member Harvey asked how many outstanding development agreements
remained;Interim City Administrator Deets noted that the City was in discussions with two more
property owners.Mayor Peard emphasized the significance of the approval of development
agreements as they relate to the construction of the Alice's Road Corridor.
Adjournment -Council Member Harvey moved to adjourn;seconded by Council Member Hughes.
Ayes:All.Nays:None.Motion carried 3 -O.
