HomeMy WebLinkAbout2013-02-25-Work Session MinutesWAUKEE CITY COUNCIL MINUTES WORK SESSION MEETING February 25,2013 A)Call to Order -The special meeting of the Waukee City Council was called to order by Mayor Pro Tem Hughes at 5:34 p.m.in the Waukee City Council Chambers. B)Roll Call-The following members were present:Council Members Shane Blanchard,Dan Dutcher, Shelly Hughes,Mike Watts.Absent:Mayor William F.Peard,Council Member Casey L.Harvey. (Mayor Peard arrived at 5:58 p.m.) Also in attendance:City Administrator Tim Moerman,Administrative Services Manager/City Clerk McKinlee Gibson,Director of Development Services Brad Deets,Director of Public Works John Gibson,Deputy City Clerk Rebecca D.Schuett. C)Agenda Approval -Council Member Watts moved to approve the agenda;seconded by Council Member Dutcher.Results of vote:Ayes:Blanchard,Dutcher,Hughes,Watts.Nays:None.Absent: Harvey.Motion carried 4 -0 -1. D)Work Session: 1)2013 legislative agenda -Tom Stanberry and Kate Carlucci with Davis Brown Law Firm presented the legislative agenda,including special assessments,annexation,urban renewal, TIF,RISE,fuel tax,preservation of Home Rule,and limits on valuation growth/property taxes. (Mayor Peard arrived at 5:58 p.m.)Mayor Peard noted that Davis Brown calls City staff and himself each Friday morning with legislative updates;Ms.Carlucci added that her firm also forwards weekly memos regarding legislative activity. 2)City Hall remodeling project -Director of Development Services Deets briefly reviewed the history of the project and introduced architect Douglas Hammen of Douglas Design + Associates,Inc.,who presented demolition and schematic design plans for a remodel of the lobby and Council Chambers.The Council discussed changing the Council Chambers exit from the current glass door to a solid door,replacing ceiling tiles,incorporating the City's key logo in a less figurative representation,design elements that are welcoming to both citizens and development prospects,and replacement of the Council Charnbers dais.Council Members Hughes and Dutcher will participate in future meetings between the architect and City staff. 3)Alice's Road update -Director of Development Services Deets updated the City Council on several aspects of Alice's Road projects:1)the 1-80 Interchange environmental assessment meetings,bid letting schedule for ramps and paving to Ashworth Rd.,requirement for a survey related to a potential Indiana Bat habitat in the area,and agreements provided by the Iowa Department of Transportation related to rest areas;2)property acquisition status related to the portion of the Alice's Road Corridor between Ashworth Rd.and University Ave.;and 3)progress on the Alice's Road Corridor Sewer Project. 4)3'd Street and Waukee Avenue improvements -Director of Public Works Gibson reviewed a proposed schedule and procedures for street improvements using a Summer 2014 project construction start date.Neighborhood meetings to discuss the procedures and schedule would begin this summer. E)Comments Adjournment -Council Member Dutcher moved to adjourn;seconded by Council Member Hughes. Ayes:All.Nays:None.Motion carried 4 -o.
