(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:35 p.m.in the Council Chambers at City Hall.

(C)Roll Call-The following members were present:Mayor William F.Peard;Council Members
Shane Blanchard,Dan Dutcher,Casey L.Harvey,Shelly Hughes.Absent:Council Member
Mike Watts.
Also present:City Administrator Tim Moerman,Administrative Services Manager/City Clerk
McKinlee Gibson,Director of Finance Linda Burkhart,Director of Public Works John Gibson,
City Planner Ben Landhauser,Library Director Erik Surber,City Engineer Forrest Aldrich,City
Attorney Steve Brick.

(F)Mayor's Report -Mayor Peard noted certain meetings with City Administrator Moerman.

(H)Public Hearings:
1)On the proposed City of Waukee FY2014 budget -Mayor Peard opened the public
hearing and asked if any written correspondence had been received;City Administrator
Moerman replied in the negative.No comments were made by the public present.Mayor
Peard declared the public hearing closed.
2)On plans,specifications,form of contract and estimate of cost for the Ori Library
Addition Project -Mayor Peard opened the public hearing and asked if any written
correspondence had been received;City Administrator Moerman replied in the negative.No
comments were made by the public present.Mayor Peard declared the public hearing
closed.
(I)Public Hearing Action Items:
1)Resolution:Consideration of approval of a resolution adopting the City of Waukee
FY2014 budget-Council Member Dutcher moved to approve the resolution;seconded by
Council Member Blanchard.Director of Finance Burkhart briefly reviewed the proposed
budget.Results of vote:Ayes:Blanchard,Dutcher,Harvey,Hughes.Nays:None.Absent:
Watts.Motion carried 4 -a -1.(Resolution #13-042)
2)Resolution:Consideration of approval of a resolution approving plans,specifications,
form of contract and estimate of cost fOri Library Addition Project]-Council Member
Blanchard moved to approve the resolution;seconded by Council Member Dutcher.City
Administrator Moerman briefly reviewed the project,requesting that the council table
consideration of awarding contract until the March 18,2013,regular meeting.Results of
vote:Ayes:Blanchard,Dutcher,Harvey,Hughes.Nays:None.Absent:Watts.Motion
carried 4 -0 -1.(Resolution #13-043)

the Waukee Public Art Committee for the Raccoon River Valley Trailhead Art
Installation,Phase 1-Council Member Blanchard moved to approve the resolution;
seconded by Council Member Hughes.Council Member Harvey voiced his support for the
resolution,especially in light of additional fund raising efforts by the committee for the project.

4)Resolution:Consideration of approval of a resolution approving preliminary plat for Fox
Creek Estates Plat 4 -Council Member Dutcher moved to approve the resolution;seconded
by Council Member Harvey.City Planner Landhauser briefly reviewed the plat.Council
Member Harvey asked if sewer capacity would be exhausted by the proposed plat;Mr.
Landhauser replied in the affirmative,noting that sewer capacity in this part of Waukee was at
the maximum until the Little Walnut Creek Regional Lift Station Project is complete.Results of
