B)Roll Call-The following members were present:Mayor William F.Peard;Council Members Shane Blanchard,Dan Dutcher,Casey L.Harvey,Mike Watts.Absent:Council Member Shelly Hughes. Also in attendance:City Administrator Tim Moerman,Director of Public Works John Gibson,Director of Development Services Brad Deets,Parks and Recreation Director Matt Jermier,Fire Chief Clint Robinson,Deputy City Clerk Rebecca D.Schuett. C)Agenda Approval -Council Member Dutcher moved to approve the agenda;seconded by Council Member Harvey.Results of vote:Ayes:Blanchard,Dutcher,Harvey,Watts.Nays:None.Absent: Hughes.Motion carried 4 -0 -1. 0)Action Items: 1)Consent Agenda:Council Member Harvey moved to approve the Consent Agenda;seconded by Council Member Blanchard.Results of vote:Ayes:Blanchard,Dutcher,Harvey,Watts. A.Consideration of approval of selling March 25,2013,as the date of public hearing on an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa,by rezoning and changing certain property therein from R-4 [Row Dwelling and Townhome Dwelling District],C-1 B [Large Scale Commercial District]and C-4 [Office Park Commercial District]to R-2 [One-and Two-Family Residential District];and changing certain property therein from R-4 [Row Dwelling and Townhome Dwelling District],C-1 B [Large Scale Commercial District]and C-4 [Office Park Commercial District] to R-3 [Rental Multi-Family Residential District];and changing certain property therein from R-4 [Row Dwelling and Townhome Dwelling District]and C-4 [Office Park Commercial District]to C-1B [Large Scale Commercial District],and amending the Official Zoning Map to show rezoning (The Crossing at Alice's Road Plat 3) B.Consideration of approval of setting March 25,2013,as the date of public hearing on an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa by amending Area C of the Planned Development for Williams Pointe North currently zoned [Planned Development Overlay District]and R-3 [Rental Multi-Family Residential District]!R-3A [Owner Occupied Multi-Family Residential District]to allow for the construction of town homes (Williams Pointe North Planned Development) C.Consideration of approval of setting March 25,2013,as the date of public hearing on an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa,by rezoning and changing certain property therein from A-1 [Agricultural District to R-2 [One and Two Family Residential District];and rezoning and changing certain property therein from A-1 [Agricultural District]to R-3 [Rental Multi- Family Residential District](Westown Meadows Plat 2) D.Consideration of approval of setting April 1,2013,as the date of public hearing on an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa by rezoning and changing certain property therein from PO [Planned Development Overlay District]and R-1 [Single Family Residential District]to PO [Planned Development Overlay District]and R-4 [Row Dwelling and Townhome Dwelling District]and by amending the Planned Development for Glynn Village to allow for the construction of additional town homes in the subdivision (Glynn Village Planned Development) 2)Resolution:Consideration of approval of a resolution approving Proposal for Environmental Services from Stantec Consulting Services,Inc.,for the Alice's Road/105th Street Interchange Project -Council Member Harvey moved to approve the resolution;seconded by Council Member Blanchard.Director of Public Works Gibson briefly reviewed the proposal.Results of vote:Ayes:Blanchard,Dutcher,Harvey,Watts.Nays:None. Absent:Hughes.Motion carried 4 -0 -1.(Resolution #13-055) E)Work Session: 1)Clayton Commons Sports Field Project -Parks and Recreation Director Jermier presented information on the plan;project budqet;referendum requirements;RFP process;roles of Park Board,City Council and staff;and expected outcome.Council Member Harvey noted the aggressive timeline;Mr.Jermier replied that the project plan could be developed within 2-3 weeks.Council Member Watts spoke in favor of holding the referendum before spending any money on Phase I project design;Mr.Jermier stated that the design was necessary in order to obtain project costs before an election.Council Member Harvey wondered if the referendum would pass for an unplanned project,then echoed Council Member Watts'concerns regarding spending money on a design if the project is ultimately not supported by voters.Director of Public Works Gibson noted significant issues with storm water management on the proposed site that should be addressed prior to a referendum,adding that irrigation for the site could be provided through the old city well.City Administrator Moerman spoke in favor of Phase I design,citing the development of good information so that voters can make an informed decision on the matter.Council Member Dutcher voiced his support for the Phase I design, then expressed concern that the four ballfields planned for the site would not be adequate for hosting tournaments.Council Member Watts suggested a design be drafted for the entirety of Clayton Commons and not just for the ballfield portion that would be part of a referendum.The City Council directed staff to move forward with RFPs for design services. 2)Budget and minor equipment expenditures -City Administrator Moerman and Fire Chief Robinson reviewed recent Fire Department vehicle sales and planned vehicle purchases using the revenue from those sales.Mr.Moerman noted that such revenues/expenditures were not part of the current budget and asked if the City Council wished to move forward on the matter as presented;the City Council voiced their approval. F)Comments Adjournment -Council Member Watts moved to adjourn;seconded by Council Member Harvey.Ayes: All.Nays:None.Motion carried 4 -O.
