(B)Pledge of Allegiance (C)Roll Call-The following members were present:Mayor William F.Peard;Council Members Shane Blanchard,Casey L.Harvey,Shelly Hughes,Mike Watts.Absent:None. Also present:City Administrator Tim Moerman,Administrative Services Manager/City Clerk McKinlee Gibson,Director of Finance Linda Burkhart,Director of Public Works John Gibson, Assistant Director of Public Works Tim Royer,Fire Chief Clint Robinson,Deputy City Clerk Rebecca D.Schuett,City Engineer Forrest Aldrich,City Attorney Steve Brick. (D)Open Forum (E)Agenda Approval-Council Member Hughes moved to approve the agenda;seconded by Council Member Harvey.Results of vote:Ayes:Blanchard,Harvey,Hughes,Watts.Nays: None.Motion carried 4 -O. (F)Mayor's Report -Mayor Peard announced Cyndi Craigmile as 2012 Waukee Citizen of the Year.He then acknowledged the Boston Marathon bombings that took place earlier in the day. On 04/14,Mayor Peard attended the Waukee Area Historical Society's spaghetti dinner fundraiser. (G)Presentations: 1)Waukee Fire Department quarterly report -Report made by Fire Chief Robinson. (H)Public Hearings: 1)On the sale of real property legally described as 14675 SE University Avenue, Waukee,Dallas County,Iowa -Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Administrator Moerman replied in the negative.No comments were made by the public present.Mayor Peard declared the public hearing closed. (I)Public Hearing Action Items: 1)Resolution:Consideration of approval of a resolution approving the sale of real property legally described as 14675 SE University Avenue and authorizing the mayor to sign documents on behalf of the City of Waukee related to the sale of said property -Council Member Watts moved to approve the resolution;seconded by Council Member Harvey.City Administrator Moerman recommended the property be sold to the high bidder for $18,000.Council Member Watts spoke against approving the sale,noting that the bid amount was under value.He asked if the lot could be sold with a stipulation that a home be constructed on the lot,as he was concerned not knowing what the bidder intended for the property.Council Members Harvey,Blanchard and Hughes voiced their support for the sale, with Council Member Blanchard noting that the high bidder was a construction company. Results of vote:Ayes:Blanchard,Harvey,Hughes.Nays:Watts.Motion carried 3 -1. construction of additional townhomes in the subdivision (Glynn Village Planned Development)[second reading]-Prior to calling for a motion and second 10 for approval,Mayor Peard allowed a video to be shown from Glynn Village property owners demonstrating current traffic issues in the area.Tracy Smith,45 Aidan St.,narrated the video, restating neighbor concerns with increased traffic and safety issues in the clubhouse/pool area.She then referenced a traffic study noted by Hubbell Real Estate during the 04/01/2013 public hearing on the rezoning application,stating that the numbers provided were for a concentrated area and not the complex as a whole.Mayor Peard invited representatives from Hubbell Real Estate to address the concerns demonstrated in the video.Joe Pietruszynski, representing Hubbell Realty Company,and Doug Saltsgaver with Engineering Resource Group (ERG),engineer for the project,stated that some of the concerns,such as narrow alleys and tight turning radii,were deliberate design choices to slow traffic and improve safety. Mr.Saltsgaver noted that access to the playground and pool areas could be reconfigured to address safety concerns and that the clubhouse dumpster could be relocated to eliminate a perceived blind spot.Mr.Pietruszynski added that the Glynn Village development was planned with an extensive trail system to encourage less vehicle traffic and that many of the concerns voiced by the neighbors will be addressed during the site plan approval process.At this point,Council Member Blanchard moved to approve the second reading of the ordinance in title only;seconded by Council Member Watts.Council Member Blanchard expressed his concerns with handicapped accessibility in the clubhouse area and the blind spot created by the dumpster.Council Member Hughes asked if parking on the south side of the alley was meant for the proposed townhomes or clubhouse overflow;Mr.Pietruszynski replied it was intended for both uses.Council Member Hughes noted her concern that parking for the town homes intentionally directed traffic through the clubhouse parking lot and asked for additional access to townhome parking off SE Booth Ave.Council Member Watts stated that he had driven through the area many times recently and agreed that traffic was a concern,but that future development would create additional access points to alleviate traffic in the subdivision.He added that the proposed rezoning would create 10 more acres of green space.In response to Council Member Hughes'request for an additional access point off SE Booth Ave.,Council Member Harvey noted such a design would create additional turning traffic which should be avoided.He also agreed that the alley was narrow,but that it was not intended to be heavily traveled.Council Member Blanchard asked to see handicapped accessibility and dumpster relocation addressed prior to the third reading of the ordinance.
