(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor
Pro Tem Hughes at 5:31 p.m.in the Council Chambers at City Hall.
(B)Pledge of Allegiance
(C)Roll Call-The following members were present:Council Members Shane Blanchard,Casey L.
Harvey,Shelly Hughes,Mike Watts.Absent:Mayor William F.Peard.
Also present:City Administrator Tim Moerman,Administrative Services Manager/City Clerk
McKinlee Gibson,Director of Finance Linda Burkhart,Director of Public Works John Gibson,
Assistant Director of Public Works Tim Royer,City Planner Ben Landhauser,Deputy City Clerk
Rebecca D.Schuett,City Engineer Forrest Aldrich,City Attorney Steve Brick.
(D)Resolution:Consideration of approval of a resolution approving appointment to fill a
vacant council seat with a term to expire December 31,2013 -Council Member Blanchard
moved to approve the appointment of C.Isaiah McGee to fill the vacant council seat;seconded
by Council Member Harvey.Results of vote:Ayes:Bianchard,Harvey,Hughes,Watts.Nays:
None.Motion carried 4 -O.(Resolution #13-103)

(I)Mayor's Report
(J)Presentations:
1)Waukee Area Chamber of Commerce quarterly report -Report made by Waukee Area
Chamber of Commerce President Vickie Dornfeld.
(K)Public Hearings:
1)On an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa,by
changing certain property therein from A·1 [Agricultural District]to R·2 [One and Two
Family Residential District](Spyglass Plat 2)-Mayor Pro Tem Hughes opened the public
hearing and asked if any written correspondence had been received;City Administrator
Moerman replied in the negative.City Planner Landhauser briefly reviewed the rezoning
application.Council Member Watts asked about access to the south of Spyglass Piat 2;Mr.
Landhauser clarified that such access would be addressed if the property to the south is
developed.Council Member Watts asked if the existing house on the subject property would
be moved;Mr.Landhauser replied in the affirmative.No comments were made by the public
present.Mayor Pro Tem Hughes declared the public hearing closed.
(L)Public Hearing Action Items:
1}Ordinance:Consideration of approval of an ordinance to amend Chapter 300,Zoning
Ordinance,City of Waukee,Iowa,by changing certain property therein from A·1
[Agricultural District]to R·2 [One and Two Family Residential District](Spyglass Plat
2)[introduction;first reading]-Council Member Blanchard introduced the ordinance and
moved to approve the first reading in title only;seconded by Council Member Harvey.
Council Member Harvey expressed concern with the lack of parkland in the area;City
Planner Landhauser explained that the relatively small size of the plat would require the
dedication of parkland just under Y,acre,which did not equate to much parkland between
the two Spyglass plats.He added that there would be a connection to the Glynn Village trail
system and that the City was looking at possible parkland to the west of the Spyglass plats.
Council Member Harvey noted that parkland to the west could only be accessed by crossing
a busy roadway.Mr.Landhauser added that parkland could be dedicated on the property to
the south of Spyglass Plat 2,but that there were currently no plans to develop that parcel.
Council Member Hughes asked if construction traffic would use the existing driveway;Mr.
Landhauser replied in the affirmative.Results of vote:Ayes:Blanchard,Harvey,Hughes,
McGee,Watts.Nays:None.Motion carried 5 -O.The ordinance was read in title only.

seconded by Council Member McGee.City Planner Landhauser briefly reviewed both the
final plat and site plan,noting that the site plan included a soccer complex that would be
leased to Vision Soccer Academy (VSA)for practice fields.City staff is also discussing

improvements to LA Grant Pkwy.with both the Waukee Community School District and the
property owner to the east of the plat.The City would construct the improvements,with the
two property owners reimbursing the City afterwards for their portion of the costs.Council
Member Hughes asked if additional turning lanes were planned near the existing South
Middle School;Mr.Landhauser replied in the affirmative.Council Member Blanchard asked
for clarification regarding the VSA use of the soccer fields;Eric Rose with the Waukee
Community School District replied that the school district would be the primary user,with
VSA using the facilities at night and on weekends.Council Member Hughes questioned if
parking for VSA events would be allowed in the school parking lot;Mr.Rose replied in the
affirmative.Council Member Harvey asked if the City had acquired the right-of-way from the

Ordinance,City of Waukee,Iowa by rezoning and changing certain property therein
from PD [Planned Development Overlay District]and R-1 [Single Family Residential
District]to PD [Planned Development Overlay District]and R-4 [Row Dwelling and
Townhome Dwelling District]and by amending the Planned Development for Glynn
Village to allow for the construction of additional town homes in the subdivision
(Glynn Village Planned Development)[third (final)reading]-Council Member Watts
moved to approve the third reading of the ordinance in title only and place it on final
passage;seconded by Council Member Harvey.Council Members Harvey,Blanchard,and
Watts all stated that they had received much correspondence from Glynn Village residents in
opposition to the rezoning;the council members reiterated their reasoning for approving the
rezoning,specifically noting that certain safety concerns had been addressed and that the
proposed townhomes would not negatively impact property values in the area.Council
Member McGee stated that he would support the rezoning application,but expressed the
desire that Hubbell Realty Company work on improving their relationship with the Glynn
Village residents.Council Member Hughes agreed that communication between Hubbell
and residents needs improvement,adding that she still had not received any response from
Hubbell on certain questions she had asked via e-mail regarding the proposed rezoning.
Results of vote:Ayes:Blanchard,Harvey,McGee,Watts.Nays:Hughes.Motion carried 4 -

13)Resolution:Consideration of approval of a resolution approving the establishment of
the City of Waukee Community and Economic Development Department -Prior to the
motion,City Administrator Moerman briefly reviewed the propose resolution,noting certain
benefits to the community with the adoption of the pian.Council Member McGee asked for
clarification on the function of the advisory board and their relationship with both the Waukee
Economic Development Corporation and the Waukee Area Chamber of Commerce.Council

Member Harvey moved to approve the resolution;seconded by Council Member McGee.

14)Resolution:Consideration of approval of a resolution approving City Council
Strategic Planning Priorities for FY2013-14 -Council Member Watts moved to approve
the resolution;seconded by Council Member Harvey.City Administrator Moerman briefly
reviewed the process used to develop the priorities and how City staff would implement
strategies to complete those priorities.Results of vote:Ayes:Blanchard,Harvey,Hughes,
McGee,Watts.Nays:None.Motion carried 5 -O.(Resolution #13-129)
15)Discussion:Communications during power outages -Council Member Watts noted
frequent power outages in the city without a storm event and asked for a contact name and
phone number for City staff to use during power outages that are deemed a crisis.Toby
Foster and Eric Heikes with MidAmerican Energy addressed the City Council,reviewing
inspection and testing procedures used to avoid non-storm-related power outages and
agreeing to supply a contact name and number to Director of Public Works Gibson.Council
Member Harvey asked how Waukee's outage rate compared with other metro-area
communities;Mr.Foster replied that it was likely not any higher because of the number of
underground lines in Waukee.Council Member Hughes asked if MidAmerican Energy had a
social media presence;Mr.Foster replied in the affirmative.Council Member McGee
suggested the City promote MidAmerican Energy's social media presence to help keep
residents informed during a power outage.
