(B)Pledge of Allegiance (C)Roll Call-The following members were present:Mayor William F.Peard;Council Members Shane Blanchard,Casey L.Harvey,Shelly Hughes,C.Isaiah McGee,Mike Watts.Absent: None. Also present:City Administrator Tim Moerman,Director of Finance Linda Burkhart,Director of Development Services Brad Deets,Director of Public Works John Gibson,Community and Economic Development Director Dan Dutcher,City Clerk Rebecca D.Schuett,City Attorney Kyle McCann. (D)Open Forum (E)Agenda Approval -Council Member Harvey moved to approve the agenda;seconded by Council Member Hughes.Results of vote:Ayes:Blanchard,Harvey,Hughes,McGee,Watts. Nays:None.Motion carried 5 -O. (F)Mayor's Report -Mayor Peard reviewed criteria for consideration for appointment to the Community and Economic Development Advisory Council;noted the 09/18 bus tour of Kansas City for elected officials,City staff and property owners within the Alice's Road Corridor project area;and discussed the upcoming IDOT Hickman Road median construction project.Mayor Peard will attend the 09/18 Waukee Area Chamber of Commerce Board of Directors meeting, the 09/19 Chamber luncheon,the 09/19 MPO Policy Committee meeting,and the 09/25-09/27 Iowa League of Cities annual conference in Dubuque. (G)Presentations: 1)Waukee Area Historical Society on Ori Library Addition display -Doug Dawson and Terry Snyder of the Waukee Area Historical Society Board of Directors discussed the museum display planned for the Ori Library Addition,stating that their organization has been tasked with curating the display.They requested a $3,500 one-time donation from the City to help offset the $5,000 total cost for the display;the remaining $1,500 will be paid by the Historical Society.Council Member Blanchard asked about the total museum display costs; Ms.Snyder replied that the total was $30,000,with $25,000 coming through the Waukee Public Library Board of Trustees.Council Member Watts voiced his support for the $3,500 contribution by the City.Council Member McGee requested more information on how the money would be spent for the project.Council Member Harvey expressed concern that the cost of the museum display was not accounted for within the Ori Library Addition budget and that the Board of Trustees was not the organization requesting a contribution by the City. Council Member Hughes noted that the plans for the museum display had evolved over the course of construction to include more Waukee history and not just focus on that of the mining community,adding that the contribution request was not being made lightly.Mayor Peard spoke in favor of supporting the project,but that more information was needed on why it appeared to going over budqet.The City Council agreed to an action item on the 10107 regular meeting agenda to consider the requested contribution. 2)Waukee Public Library Board of Trustees report -Report made by Library Board of Trustees Member Kelly Eagle. 3)Waukee Planning &Zoning Commission report -Report made by Planning &Zoning Commissioner Frank Hoifeldt. (H)Public Hearings: 1)On an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa,by amending the zoning of Parkview Crossing Plat 11 from R-3 (Rental Multi-Family Residential District)to R-2 (One-and TWO-Family Residential District)and PD-1 (Planned Development Overlay District)-Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Administrator Moerman replied in the negative.Director of Development Services Deets briefly reviewed the project, including the proposed detention/retention area and shallower front yard setbacks for some of the proposed lots.No comments were made by the public present.Mayor Peard declared the public hearing closed. 2)On an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa,by amending Section 301.22,M·1 (Light Industrial District)-Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Administrator Moerman replied in the negative.Director of Development Services Deets briefly reviewed the proposed amendments,which would include distribution and technology businesses as allowed uses,and certain site and building design standards for such business uses.No comments were made by the public present.Mayor Peard declared the public hearing closed. (I)Public Hearing Action Items: 1)Ordinance:Consideration of approval of an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa,by amending the zoning of Parkview Crossing Plat 11 from R-3 (Rental Multi-Family Residential District)to R-2 (One-and Two-Family Residential District)and PD·1 (Planned Development Overlay District)[introduction; first reading]-Council Member Watts introduced the ordinance and moved to approve the first reading in title only;seconded by Council Member Blanchard.Council Member Watts requested clarification on location of the subject property in relation to SE Westown Pkwy. Council Member Harvey asked about rear yard setbacks and whether the proposed street was originally planned as a cul-de-sac;Director of Development Services Deets replied that all lots would have standard 30-foot rear yard setbacks and that the street was best designed as a cul-de-sac due to the detention/retention needs in the area.Council Member Harvey asked about dedication of the proposed outlot;Mr.Deets answered that City staff was drafting an acquisition plat related to the outlot.Results of vote:Ayes:Blanchard, Harvey,Hughes,McGee,Watts.Nays:None.Motion carried 5 -O. 2)Ordinance:Consideration of approval of an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa,by amending Section 301.22,M-1 (Light Industrial District)[introduction;first reading]-Council Member McGee introduced the ordinance and moved to approve the first reading in title only;seconded by Council Member Watts. Council Member Harvey requested a map of all M-1 districts within the city prior to the second reading of the ordinance.Council Member Watts expressed concern with enforcement of design standards for existing M-1 buildings if the primary use changes.
