(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:31 p.m.in the Council Chambers at City Hall.
(8)Pledge of Allegiance
(C)Roll Call-The following members were present:Mayor William F.Peard;Council Members
Shane Blanchard,Casey L.Harvey,C.Isaiah McGee,Mike Watts.Absent:Council Member
Shelly Hughes.
Also present:City Administrator Tim Moerman,Director of Finance Linda Burkhart,Director of
Development Services Brad Deets,Director of Public Works John Gibson,Community and
Economic Development Director Dan Dutcher,Parks and Recreation Director Matt Jermier,City
Clerk Rebecca D.Schuett,City Attorney Steve Brick.
(D)Open Forum -Donna Dressel,165 SE Stone Prairie Dr.,spoke to draw attention to safety
issues along SE L.A.Grant Pkwy.,specifically near the South Middle School where her child
was recently injured by a vehicle.
(E)Agenda Approval -Council Member Harvey moved to approve the agenda;seconded by
Council Member Blanchard.Results of vote:Ayes:Blanchard,Harvey,McGee,Watts.Nays:
None.Absent:Hughes.Motion carried 4 -0 -1.
(F)Mayor's Report -Mayor Peard will attend the 10/09 MIALG meeting,10/14 open house for
retiring Windsor Heights Mayor Sullivan,10/16 CAPS bus trip to Kansas City,and 10/17 MPO
Policy committee meeting.

(H)Public Hearings:
1)On an ordinance to amend Chapter 200,Waukee Municipal Code,by enacting and
adding thereto Chapter 224F to provide for the establishment of the Alice's Road
Sewer Connection Fee District pursuant to Section 384.38 of the Code of Iowa -Mayor
Peard opened the public hearing and asked if any written correspondence had been
received;City Clerk Schuett replied in the negative.Director of Public Works Gibson briefly
reviewed the proposed ordinance,presenting maps of the sewer lines and connection fee
district.He noted some overlap between the proposed district and the University Avenue
Connection Fee District that will allow certain development to connect to either sewer line.
No comments were made by the public present.Mayor Peard declared the public hearing
closed.
(I)Public Hearing Action Items:
1)Ordinance:Consideration of approval of an ordinance to amend Chapter 200,Waukee
Municipal Code,by enacting and adding thereto Chapter 224F to provide for the
establishment of the Alice's Road Sewer Connection Fee District pursuant to Section
384.38 of the Code of Iowa [introduction;first reading]-Council Member Watts
introduced the ordinance and moved to approve the first reading of the ordinance in title
only;seconded by Council Member Harvey.Council Member Harvey asked if developers of
certain parcels would need to pay to run sewer lines if they chose to connect to the
University Avenue Connection Fee District;Director of Public Works Gibson replied in the
affirmative.Council Member Blanchard asked when the 3%fee increase would begin;Mr.
Gibson stated that it would start 01/01/2015,then compound annually.Results of vote:Ayes:
Blanchard,Harvey,McGee,Watts.Nays:None,Absent:Hughes.Motion carried 4 -0 -1.
The ordinance was read in title only.

Willow Pines -Council Member Harvey moved to approve the resolution;seconded by
Council Member McGee.Director of Development Services Deets briefly reviewed the plat,

including an area set aside for parkland.The final location of a bike trail will be addressed
prior to construction drawing approval.Council Member Watts asked about maintenance of
the detention/retention pond;Mr.Deets replied that it would be maintained by the abutting
property owners and not the homeowner's association.Council Member McGee asked if their
were plans to expand the parkland area when abutting properties develop;Mr.Deets replied in
the affirmative.Council Member Harvey expressed concern with the location of the park but
agreed that a passive-use park was the best fit for the area.Council Member Watts also
voiced concern regarding trail access to the park;David Albright,manager of Willow Pines
LLC,addressed the council to review the topography of the plat and certain proposed park and
trail access points.Council Member Harvey questioned possible traffic safety issues at the
access on the Ute Ave.curve;Mr.Deets answered that staff was comfortable with the
location.Council Member Blanchard wondered how City vehicles would access the park;Mr.
Deets replied that such concerns would be addressed as part of the construction drawings.

Moerman briefly reviewed the search firm selection process.Council Member McGee asked if
employing a search firm would allow internal applications for the position;Mr.Moerman replied
that application process would be open to any interested persons.Council Member Watts
questioned if local law enforcement representatives would be part of the selection committee;
Mr.Moerman replied that the selection process has yet to be finalized.Results of vote:Ayes:

5)Resolution:Consideration of approval of a resolution approving a strategy to improve
SE L.A.Grant Parkway pedestrian and vehicular traffic -Council Member Harvey moved
to approve the resolution;seconded by Council Member Blanchard.City Adrninistrator
Moerman briefly reviewed the strategy consisting of two phases of improvements,the first of
which will begin fall 2013.Council Member Watts spoke in favor of the strategy,but voiced
concern with vehicles parking along SE L.A.Grant Pkwy.when they should be directed onto
the school property.He requested a report from the Waukee Community School District on
how they plan to address this issue.Council Member McGee also expressed concern
regarding the amount of traffic in the area,noting issues with the school district planning and
building facilities along major thoroughfares.Director of Development Services Deets replied
that plans for the South Middle School had initially included two stacking lanes on the property
for student drop-off/pick-up and that the site plan for the future Timberline School to the south
included stacking capacity approximately double that of South Middle School.Mr.Moerman
added that City staff had met with the school district on plans to move traffic off SE LA Grant
Pkwy.onto the South Middle School driveway,but that City staff had not yet seen the school
district's plan.Council Member Blanchard recommended a temporary stop sign near the
South Middle School during peak school traffic hours.Council Member Watts wanted it noted
that the council had approved the site plan for the South Middle School with the understanding
that traffic would be double-stacked on the property but that the school district was not doing
so.Mayor Peard asked for comments on the matter from those in attendance;the following
people spoke in favor of increased safety measures in the area in question and near other
Waukee schools:1)Marge Lause,100 Northview Dr.;2)Steve and Donna Dressel,165 SE

Aster Ct.Council Member Harvey noted the shared responsibility of the City and the Waukee
Community School District for safety around schools and that many of the concerns voiced by
those in attendance were matters to be addressed by the school district.Mayor Peard stated
that the City and school district would continue working together to resolve this and other

phases of the Alice's Road Corridor project,including improvements to the Alice's
Rd.lUniversity Ave.intersection,were timed with a goal of completion by the end of 2014.
