HomeMy WebLinkAbout2013-11-12-Special Minutes_Joint P&Z MeetingWAUKEE CITY COUNCIL MINUTES SPECIAL MEETING/JOINT WORK SESSION WITH PLANNING &ZONING COMMISSION November 12,2013 A.Call to Order -The special meeting of the Waukee City Council was called to order at 6:05 p.m.at the Waukee Community Center,675 Walnut St. B.Roll Call-The following members were present:Mayor William F.Peard;Council Members Shane Blanchard,Casey L.Harvey,Shelly Hughes.Absent:Council Members C.Isaiah McGee,Mike Watts.(Council Member Watts arrived at 6:09 p.m.) Also in attendance:City Administrator Tim Moerman,Director of Development Services Brad Deets, Senior Planner Ben Landhauser,Director of Community and Economic Development Dan Dutcher, Director of Public Works John Gibson,City Clerk Rebecca D.Schuett. C.Agenda Approval -Council Member Harvey moved to approve the agenda;seconded by Council Member Blanchard.Results of vote:Ayes:Blanchard,Harvey,Hughes.Nays:None.Absent: McGee,Watts.Motion carried 3 -0 -2. D.Action Items: 1)Resolution:Consideration of approval of a resolution approving severance -Council Member Blanchard moved to approve the motion;seconded by Council Member Hughes.City Administrator Moerman briefly reviewed the severance agreement.Council Member Harvey stated that he does not vote in favor of action items he had not had an opportunity to review, Results of vote:Ayes:Blanchard,Hughes,Nays:Harvey.Absent:McGee,Watts.Motion defeated 2 -1 -2. E.Joint Work Session with Planning &Zoning Commission -The following Planning &Zoning Commissioners were present:Frank Hoifeldt,Wayne Johnson,Brian Mook,Mike Nigro,Joe Schmidt,Luke Streit,Rob Tietz. 1)Alice's Road Corridor presentation by Confluence -(Council Member Watts arrived at 6:09 p.m.)Brian Clark and Chris Shires with Confluence presented on process review,property owner relations,construction timelines,feasibility studies,Corridor-specific branding processes, and district planning.There was much discussion regarding ways to implement zoning in the Alice's Road Corridor district to ensure high-quality and consistent development. 2)Alice's Road Corridor engineering services -Director of Development Services Deets reviewed potential issues concerning engineering for the Alice's Road Corridor,Hickman Rd.to University Ave,segrnent,including traffic flow and rights-of-way.Mr.Deets noted STP funding to be used toward the project.An engineering agreement for services related to the project will be considered by the City Council at a future date. Adjournment -Council Member Watts moved to adjourn;seconded by Council Member Harvey.Ayes: All.Nays:None.Motion carried 4 -O.~.
