(A)Call to Order -The regular meeting of the Waukee City Council was called to order by City
Administrator Moerman at 5:33 p.rn.at the Waukee Community Center,675 Walnut SI.
Council Member McGee moved to appoint Council Member Harvey as presiding officer in the
absence of the mayor and mayor pro tem;seconded by Council Member Watts.Results of vote:
Ayes:Harvey,McGee,Watts.Nays:None.Absent:Blanchard,Hughes.Motion carried 3 -0 -2.

Agreement with Foth Infrastructure &Environment,LLC [Alice's Road Corridor,
University Avenue to Hickman Roadj-Council Member Watts moved to approve the
resolution;seconded by Council Member McGee.Director of Development Services Deets
briefly reviewed the agreement,specifically related to right-of-way acquisition,roadway design
and traffic projections.Council Member McGee asked about the project schedule;Mr.Deets
replied that the proposed agreement for preliminary design would be completed by March
2014,with a future agreement for the final design for bid.Council Member Watts asked if the
proposed project was a continuation of the previous Alice's Road Corridor Project;Mr.Deets
replied in the negative,stating that the University Ave.to Hickman Rd.segment is considered
a new project.In response to a question by the City Council,City Attorney Brick noted that
there is no requirement to obtain competitive bids for engineering services,but that it was a
policy decision of the City Council.Council Members Harvey,McGee and Watts all spoke in
favor of the work done by the proposed engineer on other Alice's Road Corridor projects.

Harvey.Director of Public Works Gibson noted a correction made since the introduction and
first reading of the ordinance due to a conflict with the location of a future storm sewer.

priorities -Council Member McGee moved to approve the resolution;seconded by Council
Member Watts.City Administrator Moerman briefly reviewed the proposed legislative strategy,
noting that a City staff team would continue to be active during the 2014 session and would
work with the Iowa League of Cities and others to promote Waukee's legislative agenda.
Council Member McGee spoke in favor of the strategy and noted Waukee's positive
relationship with Iowa's legislators.Council Members Harvey and Watts also voiced their
support for the proposed legislative strategy.Results of vote:Ayes:Harvey,McGee,Watts.
