(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:31 p.m.at the Waukee Community Center,675 Walnut SI.
(B)Pledge of Allegiance
(C)Roll Call-The following members were present:Mayor William F.Peard;Council Members
Shane Blanchard,Brian Harrison,Casey L.Harvey,Shelly Hughes,Rick Peterson.Absent:
None.
Also present:City Administrator Tim Moerman,Director of Development Services Brad Deets,
Director of Public Works John Gibson,Community and Economic Development Director Dan
Dutcher,Parks and Recreation Director Matt Jermier,City Clerk Rebecca D.Schuett,City
Attorney Steve Brick.
(D)Open Forum -Tim Wilson,125 Northview Dr.,requested that the Waukee Community School
District be contacted regarding the number of trips their buses make along Northview Dr.Mr.
Wilson noted his concern that he could be assessed for future street repairs caused by the
heavy bus traffic.
(E)Agenda Approval-Council Member Blanchard moved to approve the agenda,removing
Consent Agenda item J 1K from consideration;seconded by Council Member Harvey.Results of
vote:Ayes:Blanchard,Harrison,Harvey,Hughes,Peterson.Nays:None.Motion carried 5 -O.
(F)Mayor's Report -Mayor Peard welcomed the new members of the City Council,noting that the
ceremonial oaths of office would take place at the first meeting in the newly-remodeled Council
Chambers.He also wished all a happy new year.
(G)Presentations:
1)Iowa League of Cities 2014 legislative priorities -Iowa League of Cities Executive
Director Alan Kemp and Director of Governmental Affairs Dustin Miller presented the
League's priorities,noting how well they aligned with Waukee's own legislative priorities.
2)Resolution:Consideration of approval of a resolution recognizing the service of Dan
Dutcher while Council Member for the City of Waukee -Council Member Harvey moved
to approve the resolution;seconded by Council Member Hughes.Prior to calling for the
vote,Mayor Peard read the resolution aloud.Results of vote:Ayes:Blanchard,Harrison,
Harvey,Hughes,Peterson.Nays:None.Motion carried 5 -O.(Resolution #14-001)

emergency situations.Council Member Harvey asked if there was a regular review of how the
Public Works Department handled each snow event;Mr.Gibson replied in the affirmative.

Director job description and salary range -Council Member Hughes moved to approve the
resolution;seconded by Council Member Blanchard.City Administrator Moerman noted an
identified need within the City organization for the proposed position.Mayor Peard voiced his
support for the position but questioned the salary range;Mr.Moerman explained that the
proposed range fell within the grid system approved by the City Council in 2013.Council
Member Harvey felt that the proposed pay rate was too high for the qualifications of the

park the size of Ridge Pointe.Council Member Blanchard voiced his support for fiscal year
2015 improvements to the 5-way intersection.
