SPECIAL MEETING
February 10,2014
A.Call to Order -The special meeting of the Waukee City Council was called to order by Mayor
Peard at 5:32 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd.
B.Roll Call-The following members were present:Mayor William F.Peard;Council Members Shane
Blanchard,Brian Harrison,Casey L.Harvey,Shelly Hughes.Absent:Council Member Rick
Peterson.
Also in attendance:City Administrator Tim Moerman,Director of Finance Linda Burkhart,Director of
Development Services Brad Deets,Director of Public Works John Gibson,Community and
Economic Development Director Dan Dutcher,Parks and Recreation Director Matt Jermier,Fire
Chief Clint Robinson,City Clerk Rebecca D.Schuett.
C.Agenda Approval-Council Member Harvey moved to approve the agenda;seconded by Council
Member Hughes.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes.Nays:None.
Absent:Peterson.Motion carried 4 -0 -1.
D.Action Items:
1)Ordinance:Consideration of approval of an ordinance to amend Chapter 207A,Waukee
Municipal Code,by repealing the existing rates for golf and amenities at Sugar Creek
Municipal Golf course and enacting new rates as specified [second,third (final)
readings]-Council Member Harvey moved to approve the second reading of the ordinance in
title only,waive the third reading and place the ordinance on final passage;seconded by
Council Member Hughes.Parks and Recreation Director Jermier briefly reviewed the proposed
rates.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes.Nays:None.Absent:
Peterson.Motion carried 4 -0 -1.The ordinance was read in title only;Mayor Peard declared
the ordinance duly adopted.(Ordinance #2755)
E.Work Session:
1)Des Moines Area Metropolitan Planning Organization presentation on The Tomorrow
Plan -Bethany Wilcoxon with the Des Moines Area Metropolitan Planning Organization
presented on The Tomorrow Plan,including a brief history of the planning process,its four
major goals and the initiatives that are part of those goals.Ms.Wilcoxon noted that The
Tomorrow Plan was not intended to replace any other similar plans that are currently in effect.
2)Des Moines Area Metropolitan Planning Organization presentation on proposed Walnut
Creek Watershed Management Authority -Bethany Wilcoxon with the Des Moines Area
Metropolitan Planning Organization presented on the proposed watershed management
authority,which will be formed through a 28E agreement.Any expenditures incurred by the
authority would first require City Council approval.
3)Waukee Watershed Assessment Study -Director of Public Works Gibson briefly reviewed
the proposed study.
4)Regional governance feasibility study for water utility -Council Member Harvey,as a
member of the Central Iowa Regional Drinking Water Commission,and Director of Public
Works Gibson briefly presented on a proposed request for qualifications related to a water utility
feasibility study.
5)1-80/Alice's Road rest stop update -Director of Development Services Deets noted that staff
from Waukee and West Des Moines have been in contract discussions with the Iowa
Department of Transportation on the 105!h St./Alice's Rd.1-80 Interchange Project and existing
rest stops,induding rest stop demolition costs.IDOT has assured the cities that they will be
treated the same as the City of Ankeny for their similar project.Council Member Harvey asked
if the IDOT would be the lead agency on the project,including the removal of the lagoons;Mr.
Deets replied in the affirmative.
6)SE L.A.Grant Parkway pedestrian traffic update -City Administrator Moerman referenced
the traffic improvement plan for SE L.A.Grant Pkwy.as previously approved by the City
Council.Director of Development Services Deets stated that most Phase I improvements have
been implemented,with Phase II improvements completed in spring 2014.A proposed
townhome project currently under review for the Stone Prairie development would include
additional trail improvements and connections;the City Attorney is currently drafting an
agreement for trail construction on the remaining undeveloped Stone Prairie parcel.Director of
Public Works Gibson stated that the City has been assured traffic safety grant funding to install
rapid flash beacons at crosswalks on SE L.A.Grant Pkwy.and at the SE Park Rd.lSE Ashworth
Dr.intersections.
7)Adopting fees by resolution -Director of Development Services Deets explained that a public
hearing is required to repeal zoning fees from the Waukee Municipal Code in order to
incorporate those fees in a resolution to be adopted annually by the City Council.
F.Closed Session:Pursuant to Code of Iowa §21.5(1)(j)to discuss the purchase or sale of
particular real estate only where premature disclosure could be reasonably expected to
increase the price the governmental body would have to pay for that property or reduce the
price the governmental body would receive for that property -Council Member Harvey moved
to close the regular session and enter closed session pursuant to Iowa Code §21.5{1 )0);seconded
by Council Member Harrison.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes.Nays:
None.Absent:Peterson.Motion carried 4 -0 -1.Council entered closed session at 6:28 p.m.
CLOSED SESSION
Council entered regular session at 6:38 p.m.

Adjournment -Council Member Harrison moved to adjourn;seconded by Council Member Harvey.
