(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor Peard at 5:31 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd. (B)Pledge of Allegiance (C)Roll Call -The following members were present:Mayor William F.Peard;Council Members Shane Blanchard,Brian Harrison,Casey L.Harvey,Shelly Hughes,Rick Peterson.Absent: None. Also present:City Administrator Tim Moerman,Director of Finance Linda Burkhart,Director of Development Services Brad Deets,Director of Public Works John Gibson,Parks and Recreation Director Matt Jermier,City Clerk Rebecca D.Schuett,City Attorney Steve Brick. (D)Open Forum (E)Agenda Approval -Council Member Harvey moved to approve the agenda;seconded by Council Member Harrison.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes, Peterson.Nays:None.Motion carried 5 -O. (F)Mayor's Report -On 03/11,Mayor Peard will deliver a State of the City address to the Waukee Area Chamber of Commerce.He presented retiring Police Chief Larry Phillips with a proclamation and key to the city on 03/03.In May,several Waukee representatives will take part in the Greater Des Moines Partnership's annual Washington,D.C.trip.Mayor Peard noted that the City's redesigned website went live last week. (G)Presentations: 1)Waukee Planning &Zoning Commission report -Report made by Planning &Zoning Commissioner Alex Broderick. 2)Waukee Park Board report -Report made by Park Board Member Sue Gregan. (H)Public Hearings: 1)On an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa by amending the zoning for certain property from R-3 [Rental Multi-Family Residential District]and R·4 [Row Dwelling and Town Home Dwelling District]to R-2 [One and Two Family Residential District]and by changing certain property from R-2 [One and Two Family Residential District]to R-4 [Row Dwelling and Town Home Dwelling District],a parcel to be known as The Landing at Shadow Creek -Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.Director of Development Services Deets briefly reviewed the rezoning application and development concept plan.Casey Schafbaugh with McClure Engineering,representing the applicant,introduced himself to the Council in the event of questions.Council Member Blanchard asked how many surrounding property owners received notification letters regarding the proposed rezoning;Mr.Deets replied that the majority of the surrounding properties are undeveloped,limiting the required number of letters sent.No comments were made by the public present.Mayor Peard declared the public hearing closed. 2)On an ordinance to amend Chapter 301,Zoning Ordinance,City of Waukee,Iowa by repealing Chapter 301.31,Schedule of Fees -Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.Director of Development Services Deets briefly reviewed the proposed ordinance, which would repeal development fees from the municipal code so they could instead be approved via resolution.No comments were made by the public present.Mayor Peard declared the public hearing closed. 3)On the proposed City of Waukee FY2015 budget -Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.City Administrator Moerman briefly reviewed certain aspects of the proposed budget,noting that the tax rate would continue at $13.50/1,000 for the 15th consecutive year.No comments were made by the public present.Mayor Peard declared the public hearing closed. (I)Public Hearing Action Items: 1)Ordinance:Consideration of approval of an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa by amending the zoning for certain property from R-3 [Rental Multi-Family Residential District]and R-4 [Row Dwelling and Town Home Dwelling District]to R-2 [One and Two Family Residential District]and by changing certain property from R-2 [One and Two Family Residential District]to R-4 [Row Dwelling and Town Home Dwelling District],a parcel to be known as The Landing at Shadow Creek [introduction;first reading]-Council Member Harvey introduced the ordinance and moved to approve the first reading in title oniy;seconded by Council Member Hughes.Council Member Harvey asked about planned uses for the commercial parcel; Director of Development Services Deets replied that the parcel would more likely develop as a mix of high-to medium-density residential as a result of other deveiopment in the area. Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes,Peterson.Nays:None.Motion carried 5 -O.The ordinance was read in title only. 2)Ordinance:Consideration of approval of an ordinance to amend Chapter 301,Zoning Ordinance,City of Waukee,Iowa by repealing Chapter 301.31,Schedule of Fees [introduction;first,second,third (final)readings]-Council Member Blanchard introduced the ordinance,moved to approve the first reading in title only,waive the second and third readings,and place the ordinance on final passage;seconded by Council Member Harvey.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes,Peterson.Nays: None.Motion carried 5 -O.The ordinance was read in title only;Mayor Peard declared the ordinance duly adopted.(Ordinance #2756) 3)Resolution:Consideration of approval of a resolution adopting the City of Waukee FY2015 budget-Council Member Harvey moved to approve the resolution;seconded by Council Member Harrison.City Administrator Moerman noted the proposed consolidation of fees in the FY2014-2015 fee schedule,consideration of which follows the proposed budget approval.Council Member Harvey and Mayor Peard spoke favorably regarding the proposed budget.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes,Peterson.
