WORK SESSION MEETING
March 10,2014
A.Call to Order -The work session meeting of the Waukee City Council was called to order by Mayor
Peard at 5:32 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd.
B.Roll Call-The following members were present:Mayor William F.Peard;Council Members Shane
Blanchard,Casey L.Harvey,Shelly Hughes,Rick Peterson.Absent:Council Member Brian
Harrison.
Also in attendance:City Administrator Tim Moerman,Director of Finance Linda Burkhart,Director of
Development Services Brad Deets,Senior Planner Ben Landhauser,Planner II Andy Kass,Director
of Public Works John Gibson,Director of Community and Economic Development Dan Dutcher,City
Clerk Rebecca D.Schuett.
C.Agenda Approval -Council Member Harvey moved to approve the agenda;seconded by Council
Member Peterson.Results of vote:Ayes:Blanchard,Harvey,Hughes,Peterson.Nays:None.
Absent:Harrison.Motion carried 4 -0 -1.
D.Work Session:
1)Alice's Road Corridor discussion -Brian Clark and Chris Shires with Confluence updated
the City Council on the Alice's Road Corridor goals and objectives,land use plan,unique
regional detention,meetings with property owners,marketing strategy and branding,and storm
water analysis study for pond sizing and locations.Council Member Harvey noted possible
issues if future development does not match the land use plan and expressed his concern with
detention pond maintenance and liability.Mr.Clark invited the City Council to a 04/16 public
reveal of the new Alice's Road Corridor branding,then discussed the Phase II project scope,
including design guidelines and standards and storm water management and overlay districts.
Director of Community and Economic Development Dutcher briefly discussed Alice's Road
Corridor marketing.
2)SE L.A.Grant Parkway traffic study -Mark Perrington with Snyder &Associates reviewed
the traffic study results,including current and projected traffic counts,and recommended a
more pedestrian-friendly 3-lane design.Council Member Hughes noted that the 3-lane design
made sense,as more lanes of traffic would be more dangerous for pedestrians.Council
Member Blanchard asked about the trail on the east side of SE L.A.Grant Pkwy.;Director of
Development Services Deets replied that a 5-foot sidewalk would be built during plat
construction and not as individual lots are developed.Council Member Hughes asked if the trail
would extend south to Ashworth Road;Mr.Deets replied that the trail on the west side of SE
L.A.Grant Pkwy.would be constructed as such.Director of Public Works Gibson briefly
updated the City Council on the SE LA Grant Parkway Improvements Project,noting that
entire lane closures would not occur during the school year.
3)New elementary school presentation -Director of Development Services Deets briefly
reviewed the location of a new proposed elementary school on the SE corner of the future NE
Dartmoor Dr./NE Douglas Pkwy.intersection.Also discussed were street construction
responsibilities,school design,traffic queueing space,and a possible agreement between the
City and school district related to park facilities.Also in attendance was Eric Rose with the
Waukee Community School District.

Adjournment -Council Member Harvey moved to adjourn;seconded by Council Member Hughes.
Ayes:All.Nays:None.Motion carried 4 -O.
