(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:29 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd.
(B)Pledge of Allegiance
(C)Roll Call-The following members were present:Mayor William F.Peard;Council Members
Shane Blanchard,Brian Harrison,Casey L.Harvey,Rick Peterson.Absent:Council Member
Shelly Hughes.
Also present:City Administrator Tim Moerman,Director of Finance Linda Burkhart,Director of
Development Services Brad Deets,Senior Planner Ben Landhauser,Director of Community and
Economic Development Dan Dutcher,Director of Public Works John Gibson,Parks and
Recreation Director Matt Jermier,Library Director Jake Speer,City Clerk Rebecca D.Schuett,
City Attorney Kyle McCann.

(E)Agenda Approval-Council Member Harvey moved to approve the agenda;seconded by
Council Member Blanchard.Results of vote:Ayes:Blanchard,Harrison,Harvey,Peterson.
Nays:None.Absent:Hughes.Motion carried 4 -0 -1.
(F)Mayor's Report -On 06/28,the BACooN bike ride will begin and end in Waukee,following the
Raccoon River Valley Trail loop.Mayor Peard will appoint a steering committee to discuss and
plan for the event.He has asked Council Members Hughes and Peterson to represent the City
Council on that committee.On 03/14,Mayor Peard had lunch with retiring Chief of Police Larry
Phillips.On 03/24-03/26,Council Member Harrison and City Administrator Moerman will be in
Washington,DC to speak with Iowa's congressional delegation about funding requests.Mayor
Peard wished all a happy St.Patrick's Day.
(G)Presentations:
1)Waukee Public Library Board of Trustees report -Report made by Library Director
Speer.
2)City of Waukee website -Senior Planner Landhauser briefly reviewed the website changes
and upgrades,including enhanced features and a simplified home page.The Parks and
Recreation,Community and Economic Development,and Library departments will have
department-specific designs for their web pages.The City Council complimented the new
design.Council Member Peterson asked about the functionality of the "Report a Concern"
module;Mr.Landhauser replied that the module,as well as a handful of others,were still in
the process of design and implementation.

reviewed the preliminary plat,construction drawings,final plat and site plan for the proposed
development.Mr.Deets noted concerns raised by the Planning &Zoning Commission
regarding traffic impacts in the area,stating that traffic engineers had indicated that the current
infrastructure would allow for development as originally intended,but with continued
monitoring by the City.Council Member Harvey questioned the sidewalk locations and lack of
streetlights;Mr.Deets responded that the sidewalk would be on one side of the street due to
the cul-de-sac design and building setbacks and that timed porchlights on the garages would

with the understanding that costs will reflect actual costs of Flynn Wright given that a portion of
