(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:29 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd.
(8)Pledge of Allegiance
(C)Roll Call -The following members were present:Mayor William F.Peard;Council Members
Shane Blanchard,Brian Harrison,Casey L.Harvey,Shelly Hughes,Rick Peterson.Absent:
None.
Also present:City Administrator Tim Moerman,Director of Finance Linda Burkhart,Director of
Development Services Brad Deets,Director of Community and Economic Development Dan
Dutcher,Director of Public Works John Gibson,Parks and Recreation Director Matt Jermier,
Communications Director Amanda Gorsche Miller,Chief of Police John Quinn,City Clerk
Rebecca D.Schuett,City Attorney Steve Brick.
(0)Open Forum -John Lensing,14560 Wood crest Dr.,Clive,noted that he had recently been
struck by a car while riding his bicycle on the path along Hickman Rd.He addressed the council
in an effort to raise safety awareness,suggesting temporary signage at the beginning of the
season to remind drivers and trail users to be aware of others.
(E)Agenda Approval -Council Member Harvey moved to approve the agenda;seconded by
Council Member Peterson.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes,
Peterson.Nays:None.Motion carried 5 -O.
(F)Mayor's Report -In the interest of time,Mayor Peard gave no report.
(G)Presentations:
1)Naming of the road within the Kettlestone Corridor (1-80 to Hickman Road)-City
Administrator Moerman reviewed the process through which City staff had come to the
recommendation of naming the road Grand Prairie Parkway from 1-80 north to Hickman Rd.
He stated the desire to have a common road name between Waukee and West Des Moines,
including traffic and safety benefits of a common name,and noted the historical significance
of the Grand Prairie.City staff recommends preserving the name Alice's Rd.for the
segment north of Hickman Rd.to the northern Waukee city limits.Official action by the City
Council on the recommended name is scheduled for the 05/05 regular City Council meeting.
Mayor Peard reviewed the process through which the City Council would come to a decision
on the matter and noted the importance of preserving Alice Nizzi's legacy in Waukee,
suggesting a park and monument in the mining camp area.Council Members Hughes,
Peterson,Harvey,Harrison and Blanchard all expressed their appreciation to those in
attendance for voicing their opinion on the matter and noted their desire to honor Waukee's
history.Mayor Peard asked for public comment on the matter.Voicing their support for the

Many who addressed the City Council noted their personal history with Alice Nizzi or Alice's
Spaghetti Land.Comments included the uniqueness of the road being named for a woman,
disagreement that a change in the name of the road between Waukee and West Des Moines
borders would be confusing,concern that Clive would not maintain the name of Alice's Road
north of Hickman Rd.and that West Des Moines would capitalize on the proposed Grand
Prairie Pkwy.name,and suggestions that the road name be voted on by Waukee residents.
Mr.Moerman answered questions from the audience on the decision process behind the
proposed name.

Peterson.Parks and Recreation Director Jermier briefly reviewed the proposal,noting that the
project was moving forward a year earlier than originally planned.Council Member Harvey

4)Ordinance:Consideration of approval of an ordinance to amend Chapter 204,Waukee
Municipal Code,by repealing the existing rates for sewer and enacting new rates as
specified [second,third (final)readings]-Council Member Blanchard moved to approve
the second reading of the ordinance in title only,waive the third reading and place the
ordinance on final passage;seconded by Council Member Harrison.Council Member Harvey
requested that the third reading not be waived,as the ordinance impacted rates.Council
Member Blanchard amended the motion to approve the second reading of the ordinance in
title only;Council Member Harrison amended the second.Results of vote:Ayes:Blanchard,

6)Ordinance:Consideration of approval of an ordinance to amend Chapter 502,Waukee
Municipal Code,Traffic Regulations of the City of Waukee,Iowa,by amending Section
502,Parking Regulations,as specified [introduction;first reading]-Council Member
Harvey introduced the ordinance.Council Member Peterson moved to approve the first
reading of the ordinance in title only;seconded by Council Member Harvey.Director of Public
Works Gibson briefly reviewed the proposed ordinance,which would prohibit parking along
both sides of Alice's Road between University Ave.and the northern city limits.Council
Member Peterson noted that overflow parking for a certain business along Alice's Rd.would
soon be able to use parking lot space vacated by another tenant.Council Member Harvey
stated that he had spoken with Police Chief Quinn about safety concerns if parking continued
along Alice's Rd.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes,Peterson.
Nays:None.Motion carried 5 -O.The ordinance was read in title only.
