(A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:32 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd.

Dutcher.Mayor Peard will speak at the 05/15 Waukee Leadership Institute graduation
ceremony.

2)Resolution:Consideration of approval of a resolution recognizing the legacy of Alice
Nizzi and naming a roadway,park and historic district in her honor -Council Member
Blanchard moved to approve the resolution;seconded by Council Member Harvey.City
Administrator Moerman briefly reviewed the proposed resolution,noting that City staff was
working with the City of Clive to preserve the Alice's Road name where it existed in Clive.
Staff has also met with the owner of the property where the proposed Alice Nizzi Park would
be located.Mr.Moerman then referenced a recent meeting with members of the Nizzi family
to discuss the proposed resolution.Council Member Blanchard stated that the resolution
names Alice's Rd.only north of Hickman Rd.and requested that the resolution be amended to
extend the name for the segment from University Ave.to Hickman Rd.Mayor Peard invited a
member of the Nizzi family to address the council;Jen Spears expressed the family's
appreciation to the City Council for listening to and considering their concerns,wanted it
known that the City Council struggled with the decision and it was not made lightly,and stated
that the Nizzi family was satisfied with the proposal.Mayor Peard and Council Members
Hughes,Peterson,Harvey,Harrison and Blanchard all voiced their appreciation for the
comments made by those concerned with the matter,reiterated the difficulty in reaching their
decision,thanked the Nizzi family for partnering with the City on the matter,and noted the
importance of planning for the future while preserving the past.Mayor Peard added that he
would soon name members to the proposed Alice Nizzi Historic Area committee.Council
Member Blanchard amended the motion to approve the resolution,extending the Alice's Road
name from University Ave.north to Meredith Dr.;Council Member Harvey amended the
second.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes,Peterson.Nays:None.

3)Resolution:Consideration of approval of a resolution naming the interchange/street
from Interstate 80 north to University Avenue -Council Member Harvey moved to approve
the resolution;seconded by Council Member Hughes.Results of vote:Ayes:Blanchard,
Harvey,Hughes,Peterson.Nays:Harrison.Motion carried 4 -1.(Resolution #14-113)
4)Resolution:Consideration of approval of a resolution approving Iowa Department of
Transportation Agreement for Traffic Safety Improvement Program Funding -Council
Member Harvey moved to approve the resolution;seconded by Council Member Peterson.
Director of Public Works Gibson briefly reviewed the funding agreement regarding grant
money toward the installation of pedestrian crossing beacons at the Park Rd.lAshworth Rd.
intersection.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes,Peterson.Nays:
None.Motion carried 5 -O.(Resolution #14-114)
5)Ordinance:Consideration of approval of an ordinance to amend Chapter 204,Waukee
Municipal Code,by repealing the existing rates for sewer and enacting new rates as
specified [third (final)reading]-Council Member Blanchard moved to approve the third
reading of the ordinance in title only and place it on final passage;seconded by Council
Member Harvey.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes,Peterson.
Nays:None.Motion carried 5 -O.The ordinance was read in title only;Mayor Peard declared
the ordinance duly adopted.(Ordinance #2761)
6)Ordinance:Consideration of approval of an ordinance to amend Chapter 213A,Waukee
Municipal Code,by amending Section 213A.12 concerning charges for the collection,
processing and marketing of solid waste and recyclable materials [third (final)reading]
-Council Member Harvey moved to approve the third reading of the ordinance in title only and
place it on final passage;seconded by Council Member Blanchard.Results of vote:Ayes:
Blanchard,Harrison,Harvey,Hughes,Peterson.Nays:None.Motion carried 5 -O.The
ordinance was read in title only;Mayor Peard declared the ordinance duly adopted.

7)Ordinance:Consideration of approval of an ordinance to amend Chapter 502,Waukee
Municipal Code,Traffic Regulations of the City of Waukee,Iowa,by amending Section
502,Parking Regulations,as specified [second reading]-Council Member Blanchard
moved to approve the second reading of the ordinance in title only;seconded by Council
Member Peterson.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes,Peterson.
Nays:None.Motion carried 5 -O.The ordinance was read in title only.
(K)Reports -Reports made by Council Members Harrison,Harvey.In Council Member Harrison's
report,he explained his "nay"vote on agenda item J3,noting that the roll-out of the project
could've been handled differently and that,while the Grand Prairie Parkway will be successful,
he did not see the sense of urgency to name the roadway at this time.
Council Member Harvey moved to adjourn;seconded by Council Member Peterson.Ayes:All.Nays:
None.Motion carried 5 -O.
