HomeMy WebLinkAbout2014-05-19-Regular MinutesWAUKEE CITY COUNCIL MINUTES May 19,2014 (A)Call to Order -The regular meeting of the Waukee City Council was called to order by Mayor Peard at 5:30 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd. (8)Pledge of Allegiance (C)Roll Call -The following members were present:Mayor William F.Peard;Council Members Shane Blanchard,Casey L.Harvey,Shelly Hughes,Rick Peterson.Absent:Council Member Brian Harrison. Also present:City Administrator Tim Moerman,Director of Development Services Brad Deets, Director of Public Works John Gibson,Communications Director Amanda Gorsche Miller,City Clerk Rebecca D.Schuett,City Attorney Steve Brick. (0)Open Forum -Mark Jorgenson,595 Dallas Point Dr.,expressed concern with the increasing number of rental properties in Waukee and how they would impact his property values.He asked if the City Council had a strategy to address limiting the number of rental properties in the community.City Administrator Moerman stated there was no specific strategy to limit rental properties,noted the nationwide increase in the rental housing market and that some balance was created through the number of single family homes being constructed in Waukee.Council Member Harvey noted that rental property locations were managed through the zoning ordinance,adding that multi-family zoning acted as a necessary transition between commercial and single family districts.Council Member Hughes echoed Council Member Harvey's comments regarding multi-family transitional zoning,adding that recent submittals have included lower density development.Council Member Blanchard stated that in order to increase commercial development in the city,varied housing options are needed for workers in those differing industries.Council Member Peterson agreed with the need for diverse housing options, adding that many people who start as renters later decide to purchase a home in Waukee. Mayor Peard spoke in favor of Waukee's comprehensive planning and suggested Mr.Jorgenson compare it with other metro communities. (E)Agenda Approval -Council Member Harvey moved to approve the agenda;seconded by Council Member Blanchard.Results of vote:Ayes:Blanchard,Harvey,Hughes,Peterson. Nays:None.Absent:Harrison.Motion carried 4 -0 -1. (F)Mayor's Report -Mayor Peard announced Geoff Warmouth as the 2013 Waukee Citizen of the Year.On 05/15,Mayor Peard spoke at the Waukee Leadership Institute graduation;on OS/22, the City Council will meet to establish priorities for the upcoming fiscal year.The Waukee Fire Association had another successful pancake breakfast on 05/17;the Waukee Area Chamber of Commerce will host a Legislative After Hours on 05/30.This weekend,the Waukee Police Department will focus on enforcement efforts for drivers under the influence of alchohol or drugs. (G)Presentations: 1)Proclamation:Declaring June as Waukee History Month -Mayor Peard read the proclamation aloud and presented it to Terry Snyder with the Waukee Area Historical Society.Ms.Snyder announced that events were planned for the month of June to focus on Waukee's history.She added that on 05/14,the Waukee Area Historical Society was presented with the Loren Horton Community History Award by Gov.Branstad in recognition of work related to the Ori Coal Mine museum and archives. (H)Public Hearings: 1)On a proposed budget amendment for the City of Waukee for Fiscal Year 2014 -Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.City Administrator Moerman presented certain aspects of the proposed budget amendment.No comments were made by the public present.Mayor Peard declared the public hearing closed. (I)Public Hearing Action Items: 1)Resolution:Consideration of approval of a resolution approving budget amendment for the City of Waukee for Fiscal Year 2014 -Council Member Hughes moved to approve the resolution;seconded by Council Member Peterson.Results of vote:Ayes:Blanchard, Harvey,Hughes,Peterson.Nays:None.Absent:Harrison.Motion carried 4 -0 -1.
