Pledge of Allegiance Roll Call —The following members were present:Mayor William F.Peard;Council Members Brian Harrison,Casey L.Harvey,Shelly Hughes.Absent:Council Members Shane Blanchard, Rick Peterson. (o) (E) (F) (G) (H) Also present:City Administrator Tim Moerman,Director of Development Services Brad Deets, Director of Public Works John Gibson,Director of Finance Linda Burkhart,Director of Community and Economic Development Dan Dutcher,Communications Director Amanda Gorsche Miller,Library Director Jake Speer,City Clerk Rebecca D.Schuett,City Attorney Steve Brick. Open Forum Agenda Approval —Council Member Harrison moved to approve the agenda;seconded by Council Member Harvey.Results of vote:Ayes:Harrison,Harvey,Hughes.Nays:None. Absent:Blanchard,Peterson.Motion carried 3 —0 —2. Mayor's Report —Mayor Peard reported on the success of both the BACooN Ride and the 4'"of July celebration.He noted Waukee's recent ranking as "Safest City in Iowa,"and gave a brief update on Kettlestone marketing efforts. Presentations: 1)SE Waco Place and SE Olson Drive Traffic Review —Director of Public Works Gibson introduced Mark Perington of Snyder 8 Associates,who briefly reviewed the traffic analysis. Mr,Perington noted the average speed of traffic is near the posted speed limit and saw no level of conflict that would require a stop sign at the intersection at this time.He recommended some tree trimming at the intersection to help with line of sight.Council Member Harvey asked about the white line recommendation in the report;Mr.Perington replied that white lines on the pavement would create a visual sense of street narrowing and encourage slower speeds.Physical narrowing of the intersection would be cost-prohibitive at this time. 2)Waukee Planning 8 Zoning Commission report —Report made by Planning 8 Zoning Commissioner Wayne Johnson. 3)Waukee Park Board report —Report made by Park Board Member Troy Taylor. 4)Waukee Public Library Board of Trustees report —Report made by Library Director Speer. Public Mearings: 1)On an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa by amending the zoning for certain property from R-4 and A-1 and C-1A to R-2;and by amending certain property from R-2 to C-1A,a parcel to be known as Painted Woods West —Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.Director of Development Services Deets presented on the matter,reviewing the development concept plan and noting a preannexation agreement with Sunset Ridge property owners that limits the extension of Cottonwood Drive to connect.with streets in the proposed Painted Woods West development.Mayor Peard asked for public comment on the matter:Mark Jorgenson,595 SE Dallas Point Dr.,asked how many single and multi-family homes were planned in the R-2 zoning district;Mr.Deets replied that all such lots in the rezoning request were proposed for single family homes.Ankush Bhatia,420 Indian Ridge Dr.,asked if there were plans for a traffic light or sidewalks along Ute Ave.;Mr.Deets answered that provisions in a proposed petition,contract and waiver would address the future widening of Ute Ave.,but that the proposed Painted Woods West development alone did not necessitate street widening.A traffic signal may be required in the future as property develops to the west of Ute Ave. Mayor Peard declared the public hearing closed. (I)Public Hearing Action Items: 1)Ordinance:Consideration of approval of an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,iowa by amending fhe zoning for certain property from R-4 and A-I and C-1A to R-2;and by amending cerfain properfy from R-2 to C-1A,a parcel fo be known as Painted Woods Wesf(introduction;first readingJ —Council Member Harvey introduced the ordinance and moved to approve the first reading in title only; seconded by Council Member Hughes.Council Member Harvey asked about the detention area;Director of Development Services Deets replied that the detention area location may limit the ability to develop some property in the future due to the topography of the area. Council Member Harvey voiced his concern with single family homes abutting the business district to the south;Mr.Deets noted landscape buffer and berming requirements between the two zoning districts.Council Member Harvey questioned if a traffic signal study would be necessary if the commercial area develops more quickly than anticipated,if there was access to the detention pond through side yards,and whether there would be sidewalks on both sides of the streets in Painted Woods West;Mr.Deets replied in the affirmative to all inquiries.Results of vote:Ayes:Harrison,Harvey,Hughes.Nays:None.Absent: Blanchard,Peterson.Motion carried 3 —0 —2.The ordinance was read in title only.
