(A)Call to Order —The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:30 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd.
(8)Pledge of Allegiance
(C)Roll Call —The following members were present:Mayor William F.Peard;Council Members
Shane Blanchard,Brian Harrison,Casey L.Harvey,Shelly Hughes,Rick Peterson.Absent:
None.
Also present:City Administrator Tim Moerman,Director of Development Services Brad Deets,
Assistant Director of Public Works Tim Royer,Director of Finance Linda Burkhart,Parks and
Recreation Director Matt Jermier,Director of Community and Economic Development Dan
Dutcher,Communications Director Amanda Gorsche Miller,Police Chief John Quinn,City Clerk
Rebecca D.Schuett,City Attorney Steve Brick.

(F)Ilayor's Report —Mayor Peard made no report.

(H)Public Hearings:
1)On an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa by
amending the zoning for certain property from A-1 to R-1 (Grant Woods Waukee Plat
1)—Mayor Peard opened the public hearing and asked if any written correspondence had
been received;City Clerk Schuett replied in the negative.Director of Development Services
Deets presented on the matter,noting that City staff is working with the property owner
regarding parkland dedication and possible disposition of the barn on the property.Mayor
Peard asked for public comment on the matter:Delores McCoy,1309 SE University Ave.
4105,asked what would become of the metal American Gothic sculpture on the property;
Niki DePhillips,representing the developer,noted that the sculpture had blown over in a
recent storm and that it may possibly be donated to the City for installation where the City
sees fit.Mayor Peard declared the public hearing closed.
(I)Public Hearing Action Items:
1)Ordinance:Consideration of approval of an ordinance to amend Chapter 300,Zoning
Ordinance,City of Waukee,iowa by amending the zoning for certain property from A-1
to R-1,a parcel to be known as Grant Woods Waukee Plat 1 (introduction;first
readingJ —Council Member Harvey introduced the ordinance and moved to approve the first
reading in title only;seconded by Council Member Hughes.Council Member Harvey asked
about the size and maintenance of the proposed detention pond;Director of Development
Services Deets noted that the pond had not increased in size and that it would likely be
maintained by the properly owners.Council Member Harvey stated that neighbors near the
subject property had expressed disappointment in the possible loss of green space,noting
that the property had always been private and not park ground and expressing his
confidence that the parkland dedication matter would be resolved.Results of vote:Ayes:
Blanchard,Harrison,Harvey,Hughes,Peterson.Nays:None.Motion carried 5 —0.The
ordinance was read in title only.

Waukee P/Yaukee 3 Precinct)—Council Member Harvey moved to approve the resolution;
seconded by Council Member Hughes.Parks and Recreation Director Jermier briefly
reviewed discussions between the county elections office and City staff regarding the polling
place relocation.Mayor Peard expressed concern with the amount of parking at the Waukee
Community Center during peak voting periods;Mr.Jermier replied that parking should be
adequate.There was much discussion regarding the location of polling places and their lack
of proximity to their precincts;City Council agreed to discuss the matter further at the
September work session.Council Member Peterson asked if the county would be notifying
Precinct 3 residents of the polling place relocation;Mr.Jermier answered in the affirmative.
Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes,Peterson.Nays:None.Motion
carried 5 —0.(Resolution ¹14-188)
3)Resolution:Consideration of approval of a resolution approving annexation agreement
between fhe Cities of Waukee and Clive —Council Member Harvey moved to approve the
resolution;seconded by Council Member Peterson.Director of Development Services Deets
briefly reviewed the agreement,including the developmental and fiscal issues related to
certain infrastructure projects within the subject areas.Mr.Deets added that City staff had
conducted two public informational meetings with those Waukee property owners impacted by
the proposed agreement.Council Member Harvey asked for clarification on the future
extension of Douglas Pkwy.;Mr.Deets replied that each city would bear the cost of
construction for their portion of the roadway.Council Member Harvey noted that the proposed
agreement included maintaining the name of Alice's Road to its intersection with Meredith Dr.
Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes,Peterson.Nays:None.Motion
carried 5 —0.(Resolution ¹14-189)
4)Ordinance:Considerafion of approval of an ordinance to amend Chapfer 300,Zoning
Ordinance,City of Waukee,iowa by amending the zoning for certain property from C-4
fo PD and R-3;and amending certain property from C-4 to C-1,a parcel fo be known as
Autumn Ridge Isecond reading/—Council Member Harvey moved to approve the second
reading of the ordinance in title only;seconded by Council Member Blanchard.Director of
Development Services Deets noted certain development concept changes since the public
hearing on the proposed rezoning,including two-story structures fronting Brick Dr.,completion
of the Olson Dr.extension prior to any building construction,building construction phasing,
and improved exterior architectural elements.A two-phase widening of Alice's Road was also
in discussion related to the development of the subject property.Council Member Blanchard
questioned how the proposed development would impact property values for the adjacent

townhomes;Mr.Deets and Director of Community and Economic Development Dutcher both
responded that it would likely have no long-term negative impact.Council Member Peterson
asked about the rental rate for the proposed multi-family units;Erin Ollendike with Civil Design
Advantage (CDA),representing the developer,replied that the rental rate had not yet been set,

discomfort with the Alice's Road widening plan,but noted that most of his other concerns had
