Call to Order —The regular meeting of the Waukee City Council was called to order by Mayor
Pro Tem Harrison at 5:30 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman
Rd.
Pledge of Allegiance
Roll Call —The following members were present:Council Members Shane Blanchard,Brian
Harrison,Casey L.Harvey,Shelly Hughes,Rick Peterson.Absent:Mayor William F.Peard.

Also present:City Administrator Tim Moerman,Director of Development Services Brad Deets,
Director of Public Works John Gibson,Director of Finance Linda Burkhart,Parks and Recreation

Technical Services Specialist Jenna Herr,Communications Director Amanda Gorsche Miller,

Open Forum —1)Mark Jorgensen,595 SE Dallas Pointe Dr.,voiced his concern as a property
owner and taxpayer with the number of rental units in the community.2)Mayor Pro Tem
Harrison invited a representative for both the "pro"and "con"sides of the Autumn Ridge
rezoning application to address the council on the matter;both sides declined the offer to speak,
but many people in attendance who oppose the rezoning raised their hands when asked to
express their opinion in such a manner.
Agenda Approval —Council Member Harvey moved to approve the agenda;seconded by
Council Member Blanchard.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes,
Peterson.Nays:None.Motion carried 5 —0.
IMayor's Report
Presentations:
1)Recognition of outgoing Waukee Public Library Board of Trustees Member Cindy
Gannon —Mayor Pro Tem Harrison presented Cindy Gannon with a certificate of
appreciation.
2)2014 BACooN Ride check presentation by the Waukee Foundation —Council Member
Peterson presented checks to representatives with the Waukee Amphitheater Project
Committee and the Raccoon River Valley Trailhead Public Art Committee.
3)Denman 8 Company on upcoming FY2014 audit —David Ellis of Denman K Company
presented on the upcoming audit.
4)School traffic strategy update —1)City Administrator Moerman briefly reviewed the SE
L.A.Grant Pkwy.traffic strategy and its implementation to date.Donna Dressel,165 SE
Stone Prairie Dr.,thanked Mr.Moerman for his dedication to the improvements,briefly
reviewed her daughter Kate's current health and noted the negative impact of the accident
on her entire family.She expressed confidence in City leadership but asked the City Council
to continue to keep resident safety a priority.Council Member Harvey noted that the City
Council has reviewed and discussed the proposed school crossings for the new Grant
Ragan Elementary School site plan,in large part due to ihe steadfastness of the Dressels on
the subject.2)Director of Public Works Gibson reviewed the SE Alice's Rd./SE University
Ave.traffic control strategy for the school year.Council Member Harvey suggested signage
denoting detours around ihe intersection.

including changes made to the development plan since the initial ordinance reading,as well as
a proposed construction timeline.Council Member Harvey stated that his position on the
matter had not changed since the first ordinance reading,as he believes that multi-family
residential is the best use for the property and there is a need for such housing in the
community.He added that if people living in the area have certain issues or concerns
regarding their neighbors,they should contact the Waukee Police Department to resolve such
matters.He also stated his belief that traffic concerns would be resolved.Council Member
Peterson thanked those who had contacted him with their concerns regarding the rezoning
application and echoed Council Member Harvey's comments thai:there is the capacity to
manage area traffic and that the City needs to provide diverse housing options to attract new
residents while maintaining balance for existing residents.Council Member Hughes also
thanked those residents who had spoken on the matter and expressed her gratitude to the
applicant for their interest in developing the subject property.She noted that the City Council
makes decisions in the best interest of the entire community and not just residents in one area.
She concluded by expressing her continued discomfort with the high housing density of the
proposed units,but that she believed that multi-family zoning was a good fit for the area.
Council Member Blanchard said that,while he saw benefits to the proposal,he had stated in
earlier correspondence that he would not support multi-family development in the subject area
and would stand by that original statement.Council Member Harrison stated that he had read
all correspondence he has received on the matter from concerned residents and that he,too,
felt that traffic concerns would be alleviated in the area with certain planned street
improvements.He also advised nearby residents with certain issues regarding their neighbors

to contact the Waukee Police Department,then voiced his appreciation to the applicant for
modifying the initial plan so that the project is a better fit in the area.Results of vote:Ayes:
