HomeMy WebLinkAbout2014-09-08-Special MinutesWAUKEE CITY COUNCIL NIINUTES SPECIAL INEETING September 8,2014 A.Call to Order —The special meeting of the Waukee City Council was called to order by Mayor Pro Tem Harrison at 5:30 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd. B.Roll Call —The following members were present:Council Members Brian Harrison,Casey L. Harvey,Shelly Hughes,Rick Peterson.Absent:Mayor William F.Peard,Council Member Shane Blanchard.(Council Member Blanchard arrived at 5:33 p.m.;Mayor Peard arrived at 6:01 p.m.) Also in attendance;City Administrator Tim Moerman,Director of Development Services Brad Deets, Director of Public Works John Gibson,City Clerk Rebecca D.Schuett,City Attorney Steve Brick.(In attendance for Work Session:City Administrator Tim Moerman,Director of Development Services Brad Deets,Director of Public Works John Gibson,Director of Finance Linda Burkhart,Director of Community and Economic Development Dan Dutcher,Police Chief John Quinn,Fire Chief Glint Robinson,City Clerk Rebecca D.Schuett.) C.Agenda Approval —Council Member Hughes moved to approve the agenda;seconded by Council Member Peterson,Results of vote:Ayes:Harrison,Harvey,Hughes,Peterson.Nays:None. D.Closed Session:Pursuant to Code of iowa $21.5(1)(c)fo discuss strategy with counsel in matters that are presentlyin litigation or where litigation isimminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental bodyin that litigafion —Council Member Harvey moved to close the regular session and enter closed session pursuant to Iowa Code $21.5(1)(c);seconded by Council Member Hughes.Results of vote:Ayes: Harrison,Harvey,Hughes,Peterson.Nays:None.Absent:Blanchard.Motion carried 4 —0 —1. Council entered closed session at 5:31 p.m. CLOSED SESSION Council entered regular session at 6:07 p.m. E.Wo 1) 2) 3) 5) rk Session: Citizen Police Academy —Police Chief Quinn presented on the program. Waukee Public Library HVAC —Fire Chief Robinson breifly reviewed the history of HVAC issues at the library.In order to resolve the matter,Robinson and the Waukee Public Library Board of Trustees recommend approving an agreement with a design firm (Modus).The City Council agreed that an HVAC redesign would be the best way to resolve the matter.Waukee Public Library Board of Trustees President Brian Hughes expressed his thanks to the City Council. Polling place locations —City Clerk Schuett reviewed the current polling district map,noting that Precinct 3 is the only polling place location that is not within its district.After some discussion,the City Council agreed to revisit the matter after 2014 elections and the upcoming special census. Waukee Area Chamber of Commerce lease agreement —City Administrator Moerman briefly reviewed proposed changes to the lease agreement prior to renewal.Waukee Area Chamber of Commerce Executive Director Melinda Behn voiced her support for the proposed changes. Special census —Director of Development Services Deets discussed a possible 2015 special census,noting that a majority of western suburbs would be doing the same.He briefly reviewed the costs associated with both a full and parIiai census.The City Council agreed to move forward with a partial 2015 special census.Mr.Deets added that City staffs continue to pursue possible cost sharing with the City of Clive. 6) 7) 8) City of Van Nleter annexation moratorium —Director of Development Services Deets briefly reviewed current annexation moratoriums with West Des Moines,Adel,Urbandale and Dallas Center.He then mapped a proposed moratorium area that has been discussed with City of Van Meter staff. Grant Woods Plat 1 parkland dedication —Director of Development Services Deets reviewed two existing features in Grant Woods Plat 1 that the developer has proposed to the City in lieu of parkland dedication:the American Gothic sculpture and an existing barn.He noted that if the City declines either offer,the sculpture would likely be sold and the barn would remain in its current location to be sold with an adjacent lot.1)Mr.Deets discussed projected $1.2 million costs related to the purchase,design and construction to convert the barn into a community space and how those costs might impact the Capital Improvement Plan.Council Member Hughes stated that any future community space would need to be larger than the barn and did not justify the expense.Council Member Peterson asked about possible grant opportunities; Director of Community and Economic Development Dutcher answered that most grants for a project of this nature are awarded to keep the structure as a working barn.Mr.Deets noted that there was no guarantee that the barn would not be tom down when sold with the adjacent lot. Council Member Harrison asked about the possibility of purchasing the barn,but waiting to make improvements.Council Member Harvey said that the project would cost too much.City Administrator Moerman reminded the City Council how the purchase could impact other projects in the Capital Improvement Plan.Mayor Peard noted the uniqueness of the barn and expressed concern that a future owner might tear it down.Council Member Peterson asked if there was a way to partner with the Waukee Community School District on the purchase and improvement of the barn;Mr.Moerman noted limitations within the school district's faciities budget for such an expenditure.After much discussion,the City Council agreed against the purchase the barn.2)Mr.Deets discussed the American Gothic sculpture and possible installation locations.Council Member Harvey spoke in favor of obtaining the sculpture,noting that it is a recognizable art piece in the community.Council Member Peterson asked if accepting the sculpture would set a negative precedent related to parkland dedication;Mr. Deets noted that the parkland dedication ordinance is very specific on such matters.He added that the sculpture required some maintenance that the current owner would need to address before donation to the City,The City Council agreed to accept the American Gothic sculpture. Council Member Blanchard suggested donating the sculpture to the City of Eldon,location of the American Gothic house. Kettlestone design standards framework —Director of Development Services Deets updated the City Council on the progress of different components of the Kettlestone plan and reviewed the proposed timeline for approval.
