(B)Pledge of Allegiance (C)Roll Call —The following members were present:Mayor William F.Peard;Council Members Shane Blanchard,Casey L.Harvey,Shelly Hughes,Rick Peterson.Absent:Brian Harrison. Also present:City Administrator Tim Moerman,Director of Development Services Brad Deets, Director of Public Works John Gibson,Director of Finance Linda Burkhart,Communications Director Amanda Gorsche Miller,Parks and Recreation Director Matt Jermier,Human Resource Director Patty Holden,Director of Community and Economic Development Dan Dutcher, Technical Services Specialist Jenna Herr,Police Chief John Quinn,City Clerk Rebecca D. Schuett,City Attorney Steve Brick. (D)Open Forum (E)Agenda Approval —Council Member Harvey moved to approve the agenda;seconded by Council Member Hughes.Results of vote:Ayes:Blanchard,Harvey,Hughes,Peterson.Nays: None.Absent:Harrison.Motion carried 4 —0 —1. (F)Mayor's Report —Mayor Peard reported on the 10/15 Grand Prairie Parkway Interchange groundbreaking,various Halloween events planned in Waukee,and the 10/27 employment starting date for new Waukee Public Library Director Kristine Larson. (G)Presentations:None (H)Public Hearings: 1)On the issuance of not to exceed $24,700,000 General Obligation Urban Renewal Bonds of the City of Waukee,State of Iowa —Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.Director of Finance Burkhart presented on the bond issuance.No comments were made by the public present.Mayor Peard declared the public hearing closed, 2)On an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,Iowa by amending the zoning for certain property from A-1 to R-1,a parcel to be known as Daybreak Phase I —Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.Director of Development Services Deets presented on the rezoning application,including access from R-22 to the property.Mayor Peard asked for public comment on the matter:1)Helen Hom, 31586 Ute Ave.,expressed concern regarding property access from R-22,citing traffic safety issues along that particular curve on R-22.She requested that Ashworth Road access be included at this time in order to avoid a potential accident on R-22.2)Cody Kilgore,32059 U Pl.,stated that the sign on the subject property regarding the public hearing was erected just a few days prior to the hearing and that it was difficult to see.In the interest of transparency,he asked that the City consider extending the timeline for notification and mail hearing notifications to a wider area.Mr.Kilgore then asked about the environmental impact and wildlife displacement if the property were allowed to develop.Mayor Peard declared the public hearing closed. (I)Public Hearing Action Items: 1)Resolution:Consideration of approval of a resolution instituting proceedings to take additional action for the issuance of not to exceed $24,700,000 General Obligation Urban Renewal Bonds —Council Member Harvey moved to approve the resolution; seconded by Council Member Peterson.Results of vote:Ayes:Blanchard,Harvey,Hughes, Peterson.Nays:None.Absent:Harrison.Motion carried 4 —0 —1.{Resolution ¹14-277) 2)Resolution:Consideration of approval of a resolution directing the advertisement for sale of $23,295,000*General Obligation Urban Renewal Bonds,Series 2014,and approving electronic bidding procedures and official sfatemenf —Council Member Harvey moved to approve the resolution;seconded by Council Member Peterson.Results of vote:Ayes;Blanchard,Harvey,Hughes,Peterson.Nays:None.Absent:Harrison. Motion carried 4 —0 —1.(Resolution 414-278) 3)Ordinance:Consideration of approval of an ordinance to amend Chapter 300,Zoning Ordinance,City of Waukee,iowa by amending fhe zoning for certain properfy from A-l to R-1,a parcel to be known as Daybreak Phase l(introduction;first reading/—Council Member Blanchard introduced the ordinance and moved to approve the first reading in title only;seconded by Council Member Harvey.Council Member Blanchard asked if the R-22 access to the subject property would be limited to "right in/right out"turns;Director of Development Services Deets explained that it would be a full access point,adding that a traffic study for the area was being prepared for City Council review.Council Member Harvey stated that the subject property would need access off R-22,even if it also connected with Ashworth Rd.He then asked how the parcel on the NW corner of R-22 and Ashworth Rd.might develop;Mr.Deets replied that it could possibly develop as townhomes but would more likely become single family lots.Council Member Harvey expressed concern over the lack of parkland in the area;Mr.Deets answered that a future park has been identified further to the west as part of the overall Daybreak development and discuss recreational trail plans to the south.Council Member Harvey asked when the public hearing sign was erected;Mr.Deets verified that it was posted within the required timeline and location.Cody Kilgore,32059 U Pl.,stated that he did not see the sign until 10/16 and that it noted the public hearing date,but not the time or location.Mayor Peard suggested Mr. Kilgore visit with Mr.Deets regarding the signage,voicing his confidence that any missing information was not intentional.Mr.Kilgore asked about the R-1 and R-2 zoning noted in the City's Comprehensive Plan for either side of Ashworth Rd.;Mr.Deets clarified the R-2 zoning provisions and the Comprehensive Plan for the area.Results of vote:Ayes: Blanchard,Harvey,Hughes,Peterson.Nays:None.Absent:Harrison.Motion carried 4 —0 —1.
