Call to Order —The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:31 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd.
Pledge of Allegiance
Roll Call —The following members were present:Mayor William F.Peard;Council Members

Agenda Approval —Council Member Harvey moved to approve the agenda;seconded by
Council Member Peterson.Results of vote:Ayes:Harrison,Harvey,Hughes,Peterson.Nays:
None.Absent:Blanchard.Motion carried 4 —0 —1.
Mayor's Report —Mayor Peard reported on Waukee's recent ranking with Business Insider as
one of the top 50 suburbs in America,and the Communications Initiative award from the Iowa
Chapter of the APA for work on Kettlestone planning.He reminded all of Election Day on 11/04
and wished good luck to the Waukee football team in their second-round playoff game.Mayor
Peard will attend the Mayor/City Manager luncheon on 11/11,West Side Legislative Breakfast
on 11/12 and the Alice's Road Historic District Committee meeting on 11/13.
Presentations:
1)Proclamation:Declaring the month of November "Pancreafic Cancer Awareness
Month "in the City of Waukee —Mayor Peard read the proclamation aloud.
2)Waukee Planning &Zoning Commission report —Report made by Commissioner Alex
Broderick.
3)Waukee Park Board report —Report made by Board Member Sue Gregan.
4)Waukee Public Library Board of Trustees report —Report made by Trustee Darcy
Burnett.
Public Hearings:
1)On a proposal to apply for a Community Development Block Grant (CDBG)
Application —Mayor Peard opened the public hearing and asked if any written
correspondence had been received;City Clerk Schuett replied in the negative.Director of
Public Works Gibson presented on the matter:1)The need for the proposed project was
identified by public works staff who are knowledgeable about problems caused by overload
of the City's sewer collection system.Staff completed smoke testing and televising of
certain areas of the system.Staff concerns were confirmed by a Facility Plan Report
prepared by Veenstra 8 Kimm that identified the target neighborhood as being an area
where large amounts of I/I are entering the collection system.2)The project will be funded
with a combination of CDBG funds and the proceeds of revenue bonds to be sold by the
City.Total project costs are estimated to be $1,698,370.3)The grant application will be
submitted to the Iowa Economic Development Authority no later than November 17,2014.
4)The City is requesting $600,000 in CDBG funds for the proposed project.5)Primary
beneficiaries are those residents of a target neighborhood where the sewer rehabilitation
work will take place.Based on a recent survey,62'lo of the residents living in the target
neighborhood are of low-and-moderate income.6)The proposed sanitary sewer collection
system improvements are located in a target neighborhood in the northeast part of the City
of Waukee.7)The proposed project will not result in the displacement or relocation of any
persons or businesses.8)Since this project will not result in the displacement or relocation
of any persons or businesses,there are no plans being made to assist displaced persons.
9)The nature of the proposed construction is to line sewer mains in a target neighborhood
within the City of Waukee in order to reduce I/I in the sanitary sewer collection system.No
comments were made by the public present.Mayor Peard declared the public hearing
closed.
(I)Public Hearing Action Items:
1)Resolution:Consideration of approval of a resolution authorizing the fi%ng of a
Community Development Block Granf (CDBG)Application —Council Member Harvey
moved to approve the resolution;seconded by Council Member Harrison.Council Member
Harvey restated current sanitary sewer issues and the anticipated fee increases with
connection to the WRA system.Results of vote:Ayes:Harrison,Harvey,Hughes,Peterson.
Nays:None.Absent:Blanchard.Motion carried 4 —0 —1.(Resolution 414-306)

seconded by Council Member Hughes.Director of Development Services Deets briefly
reviewed the plat,including a parcel dedicated as parkland.Council Member Harvey
expressed concern that such a large development would have only one access off Ute Ave.;
Mr.Deets noted plans for extension of an east/west roadway directly south of the plat to
which Painted Woods West would connect.He then reviewed issues related to other
possible access points.Council Member Harvey asked for safety and traffic issue
awareness as Painted Woods West develops.Council Member Hughes asked if the plat
would be developed from east to west,citing concerns with construction traffic as the plat is
