HomeMy WebLinkAbout2014-11-10-Work Session MinutesWAUKEE CITY COUNCIL MIINUTES WORK SESSION IIIIEETING November 10,2014 A.Call to Order —The work session meeting of the Waukee City Council was called to order by Mayor Peard at 5:30 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd. B.Roll Call —The following members were present:Mayor William F.Peard;Council Members Shane Blanchard,Casey L.Harvey,Shelly Hughes.Absent:Council Members Brian Harrison,Rick Peterson.(Council Member Peterson arrived at 5:40 p.m.) Also in attendance:City Administrator Tim Moerman,Director of Finance Linda Burkhart,Director of Development Services Brad Deets,Director of Public Works John Gibson,Director of Community and Economic Development Dan Dutcher,Parks and Recreation Director Matt Jermier, Communications Director Amanda Gorsche Miller,Fire Chief Glint Robinson,City Clerk Rebecca D. Schuett. C.Agenda Approval —Council Member Harvey moved to approve the agenda;seconded by Council Member Hughes.Results of vote:Ayes:Blanchard,Harvey,Hughes.Nays:None.Absent: Harrison,Peterson.Motion carried 3 —0 —2. D.Work Session: 1)City Council Priority:Community Center parking —Parks and Recreation Director Jermier reviewed the current number and location of parking stalls near the Waukee Communtiy Center and recommended 11 additional parking stalls to the north along 7'"St.as part of the Asphalt Overlay Project.He explained that removing the landscaped area to the west of the building would only yield 2-3 parking stalls.There was a brief discussion regarding signage denoting the additional parking stalls and the possible installation of a bike rack at the facility. 2)Outdoor warning siren upgrade —Fire Chief Robinson discussed the need for outdoor warning siren updates as part of the narrow banding mandate and the costs associated with the updates.(Council Member Peterson arrived at 5:40 p.m.)The City of Clive will help pay a portion of the costs for updates to the N.Little Walnut.Creek Dr.siren as part of an existing Memorandum of Understanding. 3)Waukee Public Library HVAC improvements —Fire Chief Robinson briefly reviewed the proposed timeline for improvements. 4)Disposal of property —City Administrator Moerman noted an upcoming City Council action to consider authorizing the disposal of bicycles held by the Waukee Police Department;the bicycles will be donated to a local charity.The City Council asked that the public be informed that they could still claim their missing bicycles before they are donated. 5)Tax increment financing district updates —Director of Development Services Deets reviewed TIF district modifications that will be considered by the City Council at the 11/17 regular meeting. 6)Kettlestone design guidelines —Director of Development Services Deets discussed the design guidelines development and approval schedule.Brian Clark and Chris Shires with Confluence reviewed certain aspects of the draft.guidelines,including key themes,Kettlestone- specific zoning districts and architectural guidelines,and site planning. 7)Kettlestone Phase III planning —Director of Development Services Deets reviewed certain overall Grand Prairie Pkwy.Corridor enhancements,including streetscaping,greenway enhancements,and entry/intersection features.Phase III planning will incorporate an implementation plan,as well as clarification of City and developer obligations related to the implementation of those enhancements. 8)Waukee Complete Community Strategy —City Administrator Moerman reviewed the proposed strategy and anticipated outcome,including thoughtful community planning,building critical infrastructure,and attracting and establishing relationships with investors.The City Council reviewed a list of possible Complete Community steering committee members who would work with Flynn Wright on planning and implementation.Director of Community and Economic Development Dutcher and Communications Director Gorsche Miller both commented on the strategy from the viewpoint of their respective departments. 9)Waukee Outfall Sewer Project —Director of Public Works Gibson reviewed the project and the notification requirements related to property acquisition.He then discussed an emergency sewer repair near Lift Station No.4. 10)Waukee Fest update —Mayor Peard stated that,beginning this year,the Waukee Leadership Institute was taking over the planning of Waukee Fest,with support from the City.The Waukee Leadership Institute has the flexibility to make whatever changes to the festival they feel are needed to ensure success.
