HomeMy WebLinkAbout2014-12-08-Special MinutesWAUKEE CITY COUNCIL MINUTES SPECIAL IIEETING December 8,2014 A.Call to Order —The special meeting of the Waukee City Council was called to order by Mayor Peard at 5:33 p.m.in the Council Chambers at Waukee City HalI,230 W.Hickman Rd. B.Roll Call —The following members were present:Mayor William F.Peard;Council Members Brian Harrison,Casey L.Harvey,Shelly Hughes,Rick Peterson.Absent:Council Member Shane Blanchard. Also in attendance:City Administrator Tim Moerman,Director of Development Services Brad Deets, Director of Public Works John Gibson,Director of Finance Linda Burkhart,Parks and Recreation Director Matt Jermier,Director of Community and Economic Development Dan Dutcher,Police Chief John Quinn,City Clerk Rebecca D.Schuett. C.Agenda Approval —Council Member Harrison moved to approve the agenda;secondect by Council Member Harvey.Results of vote:Ayes:Harrison,Harvey,Hughes,Peterson.Nays:None.Absent: Blanchard.Motion carried 4 —0 —1. D.Action Items: 1)Resolution:Consideration of approval of a resolution approving 2015 legislative priorifies —Council Member Harvey moved to approve the resolution;seconded by Council Member Harrison.City Administrator Moerman briefly reviewed the proposed priorities,as well as a lobbying contract with PolicyWorks for future council consideration.Results of vote:Ayes: Harrison,Harvey,Hughes,Peterson.Nays:None.Absent:Blanchard.Motion carried 4 —0— 1.(Resolution 414-344) E.Work Session: 1)Windfield and Grant Parks update —Parks and Recreation Director Jermier reviewed the public input meetings on the two parks projects.Amanda Prosser with Genus Landscape Architects presented the project designs.Mr.Jermier noted that both parks would be bid as one project.Council Member Harvey stated that the Windfield Park basketball court should be included in the project and not as an alternate bid;Mr.Jermier replied that if the bids received are over budget,City staff will construct the basketball court.Council Member Harvey questioned if projects like basketball court construction were the best use of City employees. 2)FY2016-2020 Capital Improvement Project program review —City Administrator Moerman noted the policy component in developing a Capital Improvement Project program,reviewed debt service fund projects,ancf noted issues in how to manage debt to keep the gross debt limit low while maintaining the current 3.32'/0 tax rate.Jenny Blankenship with Public Financial Management (PFM)discussed rollback projections.Mr.Moerman asked the council to review the proposed CIP bond funding allocation for discussion in January 2015.The council discussed the possibility of moving the 5-way intersection improvement project to a later fiscal year. 3)FY2016 utility operations policy direction —City Administrator Moerrnan reviewed water and sewer fund policy issues,specifically related to the future connection to the Wastewater Reclamation Authority (WRA)infrastructure.Council Member Harvey praised Mr.Moerman's successful negotiations related to the WRA 28E agreement that will allow Waukee to have lower potential rate increases. 4)IT server replacement plan —Director of Finance Burkhart and Council Member Harvey reviewed the necessity and timeline for IT server replacement. 5)Waukee and Van Meter annexation moratorium —Director of Development Services Deets briefly reviewed the proposed moratorium area,adding that the moratorium was written to expire the same time as ihe current West Des MoinesNan Meter annexation moratorium agreement. 6)Business incentive package —Director of Community and Economic Development Dutcher gave a brief overview of a proposed business incentive package,which includes local and State incentives.Mr.Dutcher noted that applications for the Waukee special projects fund would be reviewed on a case-by-case basis and by meeting specific criteria. 7)Baccoon Ride support —As a member of the Waukee BACooN Ride Committee,Council Member Hughes asked the council for approval of up to $15,000.00 in funding for a band and peripheral entertainment for the 06/19 packet pick-up party.The Committee will also seek sponsorships and consider beer garden and food vendor sales as ways to offset costs.The City Council agreed to a 12/10 special meeting to consider approval of the funding request.
