Pledge of Allegiance Roll Call —The following members were present:Mayor William F.Peard;Council Members Shane Blanchard,Brian Harrison,Casey L.Harvey,Shelly Hughes,Rick Peterson.Absent: None. Open Forum Agenda Approval —Council Member Harrison moved to approve the agenda;seconded by Council Member Harvey.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes, Peterson.Nays:None.Motion carried 5 —0. Mayor's Report —Mayor Peard wished all a Happy New Year and expressed his confidence in a successful 2015.Mayor Peard and some council members will attend the 01/22 Waukee Area Chamber of Commerce Annual Dinner and the 01/27 Greater Des Moines Partnership Annual Dinner.On 01/17,Waukee's annual Family Fest takes place at Point of Grace Church.The City has launched a digital newsletter.Mayor Peard congratulated Andy Kass on his recent promotion to Senior Planner. Presentations: 1)Iowa League of Cities 2015 legislative priorities —No report made. 2)Waukee Planning and Zoning Commission report —Report made by Director of Development Services Deets. 3)Waukee Park Board report —Report made by Board Member Troy Taylor 4)Waukee Public Library Board of Trustees report —No report made. 5)New Heights Process Improvement Team report:Special Event Permit —Presentation made by City Clerk Schuett on team activities and a recommended fee structure for special event permits.Council Member Blanchard voiced his support for the proposed tiered fee structure for non-profit and "for profit"organizations.Council Member Harvey expressed concern on how best to define a non-profit organization and wondered if the permit application oversimplified a complicated process.Mayor Peard noted that some events had a greater impact on City resources than other events.Council Member Hughes asked about special event permit fees charged by other ciiies;Ms.Schuett reviewed fees from those communities surveyed by the Process Improvement Team.Council Member Hughes stated that special events should be viewed for both their impacts and benefits.Council Member Blanchard said that neighborhood parties should not be charged a fee;Ms.Schuett clarified thai the application would not apply to neighborhood parties and that the Process Improvement Team would re-evaluate the process toward the end of the year to see if any improvements are needed,Council Member Harvey noted concern over fee waivers for City-sponsored events and how the process applied to temporary event signage.Council Member Peterson voiced his appreciation thai the process provides one City point of contact.The City Council thanked the Process Improvement Team for their work on the matter. (H)Public Hearings: 1)On an annexation moratorium agreement between the City of Waukee,Iowa,and the City of Van Meter,Iowa —Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.Director of Development Services Deets briefly reviewed the moratorium area and proposed agreement,noting a termination date that is consistent with the date of termination of an existing Van Meter and West Des Moines annexation agreement.No comments were made by the public present.Mayor Peard declared the public hearing closed. 2)On the vacation of Vermillion Court (Ingress/Egress Easement)—Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.Director of Development Services Deets briefly reviewed the history of the easement,stating that vacation of the easement is in the best interest of development in the area.The roadway is currently not maintained.No comments were made by the public present.Mayor Peard declared the public hearing closed.
