HomeMy WebLinkAbout2015-04-27-Work Session MinutesWAUKEE CITY COUNCIL MINUTES WORK SESSION MEETING April 27,2015 A)Call to Order —The work session meeting of the Waukee City Council was called to order by Mayor Peard at 5:33 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd. B)Roll Call —The following members were present:Mayor William F.Peard;Council Members Shane Blanchard,Brian Harrison,Casey L.Harvey,Shelly Hughes,Rick Peterson.Absent:None. Also in attendance:City Administrator Tim Moerman,Director of Finance Linda Burkhart,Director of Development Services Brad Deets,Director of Community and Economic Development Dan Dutcher, Technical Services Specialist Jenna Herr,Director of Public Works John Gibson,Parks and Recreation Director Matt Jermier,Library Director Kristine Larson,Fire Chief Clint Robinson,Police Chief John Quinn,City Clerk Rebecca D.Schuett. C)Agenda Approval —Council Member Harvey moved to approve the agenda;seconded by Council Member Hughes.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes,Peterson.Nays:None. Motion carried 5 —0. D)Work Session: 1)Waukee Leadership Institute project update —Event co-chair Kathryn Sandie updated the City Council on sponsorships and vendor registration for the Celebrate Waukee festival. 2)Waukee Public Library roof retrofit —Fire Chief Robinson reviewed a discrepancy between the Waukee Public Library plans and how the roof was actually constructed,leading to significant air infiltration into the plenum space above the drop ceiling.The discrepancy means that the HVAC upgrades,while still necessary,will not allow the system to work as it should.Chief Robinson gave a cost estimate to fix the matter and stated that an agreement for the design and bid letting of the project will be part of an upcoming City Council agenda for consideration.The Council directed City staff to move forward with drafting the agreement and to discuss possible legal remedies with the City Attorney. 3)Emerald Ash Borer update —Parks and Recreation Director Jermier noted a positive identification in Dallas County of Emerald Ash Borer.He then discussed Waukee's City-owned ash tree inventory and locations,including in the public rights-of-way along Christopher Ave.and Gray Ave.Moving forward,staff will draft a full management plan,including the establishment of a policy for removal and disposal of privately-owned trees.Council Member Harvey asked that the management plan emphasize that tree removal and replacement is a multi-year process. 4)Centennial Park Stream Bank Restoration Project —Director of Public Works Gibson stated that the project is in response to the City's obligation to mitigate wetlands as part of the Grand Prairie Parkway Project.He reviewed the grading and planting plans,including conservation area signage.Council Member Peterson requested informational signs be placed in the park in advance of stream bank restoration to make the public aware of the project. 5)Stream bank restoration policy —Director of Public Works Gibson reviewed the three planned phases and cost estimates for the project.City staff will meet with representatives of Public Financial Management (PFM)to discuss project financing options.Mr.Gibson added that there will be a strong public education component with the project. 6)Parkland dedication discussion —Director of Development Services Deets reviewed two parkland dedication matters:A)The builder who purchased the three southeasternmost lots in the Grant Woods subdivision has suggested locating the American Gothic sculptural piece in the easement along University Ave.,keeping it in the area.Council Member Harvey voiced concern that the location would make the sculpture look like an entry monument for the subdivision and not a City-owned art piece.The City Council agreed to discuss potential locations during the June 2015 work session meeting.B)The City Council had previously directed City staff to look at parkland dedication alternatives for Painted Woods.The bank that owns the lot currently designated as parkland in Painted Woods agrees to making payment in lieu of the dedication. Such funds can be directed toward other parkland or recreational trail projects in the area.The City Council spoke in favor of accepting payment in lieu of parkland dedication. 1 7)Waukee IIunicipal Code recodification project —Director of Development Services Deets reviewed the project timeline. 8)Attraction of small business —City Administrator Moerman asked the City Council for clarification on the types of small business they wished to see and how they wanted the City to draw them into Waukee.Council Member Peterson discussed possible incentives for smaller business,such as those in the technology industry,to locate in the community.Council Member Hughes noted the current trend in business incubators and that Waukee could be marketed as being open to that type of business start-up.Mayor Peard replied that the future Waukee Community School District CAPS facility may be a good partner with the City concerning business incubators.Council Member Harvey stated that the City could also help local home-based businesses transition to Waukee store fronts. 9)Development improvement process report —City Administrator Moerman reviewed the results of meetings between contractors,engineers,developers and City staff on how to improve relationships and the development process.Mayor Peard and Council Member Blanchard noted that they have heard positive comments about the development improvement process. E)Comments Adjournment —Council Member Harvey moved to adjourn;seconded by Council Member Hughes.Ayes: All.Nays:None.Motion carried 5-0.
