B.Roll Call —The following members were present:Mayor William F.Peard;Council Members Shane Blanchard,Brian Harrison,Shelly Hughes,Rick Peterson.Absent:Council Member Casey L.Harvey. (Council Member Harvey arrived at 5:34 p.m.) Also in attendance:City Administrator Tim Moerman,Director of Public Works John Gibson,Director of Finance Linda Burkhart,Director of Development Services Brad Deets,Director of Community and Economic Development Dan Dutcher,Technical Services Specialist Jenna Herr,Police Chief John Quinn,City Clerk Rebecca D.Schuett. C.Agenda Approval —Council Member Peterson moved to approve the agenda;seconded by Council Member Harrison.Results of vote:Ayes:Blanchard,Harrison,Hughes,Peterson.Nays:None. Absent:Harvey.Motion carried 4 —0 —1. D.Action Items: 1)Resolution:Consideration of approval of a resolution approving contract,bond(2015 Grand Prairie Parkway Gas Main Extension Projectj —Council Member Blanchard moved to approve the resolution;seconded by Council Member Hughes.Results of vote:Ayes:Blanchard, Harrison,Hughes,Peterson.Nays;None.Absent:Harvey.Motion carried 4 —0 —1.(Resolution ¹15-268) 2)Resolution:Consideration of approval of a resolution approving MidAmerican Energy Company Refundable Advance for Construction Underground Electric Service Extension Proposal for Speculative Use jNorth Side,Grand Prairie Parkway 1-80 Bridge Projectj- Council Member Harrison moved to approve the resolution;seconded by Council Member Hughes. Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes,Peterson.Nays:None.Motion carried 5 —0.(Resolution ¹15-270) E.Work Session: 1)Small business assistance strategy —Technical Services Specialist Herr noted the differences between small businesses and start-up companies,reviewed various state services and resources to which City staff can direct such businesses,and discussed Waukee's strategy to build relationships with such business owners.Council Member Harvey asked how the City planned to inform small businesses and start-ups of assistance resources;Director of Community and Economic Development Dutcher mentioned marketing and publicity plans.Mayor Peard stated that Waukee is primed for business incubators;Mr.Dutcher noted preliminary conversations with the Waukee Community School District regarding possible incubator space in the APEX facility. 2)Waukee High School/neighborhood trail connection —Director of Development Services Deets stated that the Waukee Community School District plans to expand the parking lot between Waukee High School and Prairie View Middle School,which would allow a trail connection as part of the improvements.There would need to be a future phase to extend the trail along the former railroad track bed.The next steps in the process are to contract with an engineer to design the trail and its crossing over the existing drainage ditch,as well as meeting with property owners 3) 4) 5) 6) 7) 8) 9) 10 regarding a recreational trail easement.The overall project will need to be reviewed during the capital improvement planning process. Waukee Community School District Transportation Facility —Director of Development Services Deets reviewed a possible trade between the Waukee Community School District and the City of the property north of New Pioneer Gun Club and that at the NW corner of 6'"St JUniversity Ave.Mr.Deets reviewed a concept plan for the transportation facility planned for the University Ave.property,including a fueling station to possibly be shared by the City and school district. Attorneys for the City and school district are working on the details of the trade.The transportation facility construction would likely be complete by fall 2016.Council Member Harvey asked about development plans for the remainder of the former Clayton property;Mr.Deets noted concept plans for single family residential development,with street and substantial landscape buffers between uses.Council Member Blanchard asked about LEED certification for the transportation facility project to match that obtained for the Waukee Public Works Facility;Mr.Deets clarified that Public Works is not LEED certified,but does include many LEED-approved design elements.He did not recommend requiring the school district to design to LEED standards for a transportation facility.There was some discussion regarding bus routes and increased traffic in the area. Public improvement project updates (Grand Prairie Parkway,Traffic Signa)ization)—Director of Public Works Gibson provided a construction update on the projects. Traffic signal equipment review —Director of Public Works Gibson referenced an agreement for future consideration by the City Council to inventory existing traffic signal cabinet equipment for potential upgrade to and design for cameras that would be accessible by Westcom dispatch. Downtown Triangle infrastructure improvements —Director of Public Works Gibson reviewed work completed by Public Works staff to improve storm water drainage in the area of Ashworth Dr. and 5"St.Mr.Gibson will meet with Banks Law Firm regarding sidewalk replacement abutting that business. Gas marketing services provider —Director of Public Works Gibson recommending switching gas provider services to Clayton Energy.Council Member Harvey asked if the new service provider would honor the current futures contract;Mr.Gibson replied in the affirmative. SE Prairie Park Lane drainage —Director of Public Works Gibson reviewed recent flooding issues in the area of SE Prairie Park Ln.City engineers conducted a review of drainage design in the area and concluded that it is designed correctly.However,two ways to mitigate the issue would be to build a berm along the future northern extension of SE Parkview Crossing Dr.and to cut a swale to allow more water to flow into an existing retention pond.The project will need to be reviewed during the capital improvement planning process. Boston Parkway extension —Director of Development Services Deets discussed some issues related to MidAmerican Energy obligations for the installation of an extension of Boston Pkwy., noting a lack of substantial benefit for the MidAmerican Energy property when the road is improved.After some discussion,the City Council directed staff to pursue an agreement with Jerry's Homes,the other abutting property owner,regarding possible reimbursement for the installation of improvements on the south side of the roadway. Commission meeting broadcasts —The City Council agreed to no longer broadcast Planning 8 Zoning Commission meetings.
