Call to Order —The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:32 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd.

Agenda Approval —Council Member Blanchard moved to approve the agenda,tabling Consent
Agenda item J1P until the September 8,2015,regular meeting of the Waukee City Council;
seconded by Council Member Harvey.Results of vote:Ayes:Blanchard,Harvey,Hughes,
Peterson.Nays:None.Absent;Harrison.Motion earned 4 —0 —1.
Mayor's Report —Mayor Peard noted Waukee's 42"'place ranking in MONEY Magazine's
2015 list of "America's Best Places to Live."A reception in honor of Waukee Police Lt.Greg
Breuer's retirement will be held 08/21.In light of Lt.Breuer's retirement,Sgt.Scott Cunningham
has been promoted to lieutenant and Ofr.Mackenzie Sposeto will be promoted to sergeant.A
promotion ceremony for Cunningham and Sposeto will be 09/08.All City offices will be closed
09/07 for Labor Day;the regular City Council meeting is rescheduled for 09/08.

approve the second reading of the ordinance in title only;seconded by Council Member
Harvey.Director of Development Services Deets briefly reviewed the application and the
approval process for the proposed cell tower.He also noted that State legislative changes
addressed cell tower approval procedure and not local zoning matters.Council Member
Blanchard asked why the site plan would need to go before Board of Adjustment,Mr.Deets
replied that the applicant would need a vanance for the height of the structure.Council
Member Harvey spoke in favor of the rezoning application,noting a lack of cellular coverage
in that area and that the proposed tower did not seem to be overly intrusive.Council
Member Peterson asked if City staff was drafting a cell tower siting policy;City Administrator
Moerman answered that it would be better to consider such a policy as infrastructural
improvements west of R-22/10'"St.are planned.Council Member Peterson asked how
many Waukee residents would be served by the proposed cell tower;Pete McNally of the
Grinnell Group,representing TowerCo and future tower tenant iWireless,replied that he
would research the matter prior to the third ordinance reading.Council Member Blanchard
asked about the service area radius;Mr.McNally speculated the radius could be two miles,
adding that he would also research this matter prior to the third ordinance reading.Council
Member Hughes voiced her support for the application,stating that it seemed to be a
responsible location for a cell tower and that towers are needed for the convenience of data

4)Resolution:Consideration of approval of a resolution approving preliminary plat for
Kettlestone Ridge —Council Member Harvey moved to approve the resolution;seconded
by Council Member Hughes.Director of Development Services Deets briefly reviewed the
plat,stating that the property was an R-2 zoning district but that the majority of the proposed
lots conformed with R-1 bulk regulations.He also noted plans for street trees,street lighting
and recreational trail extensions in compliance with the Kettlestone Design Standards.SE
Florence Dr.will be extended to Ashworth Rd.as part of future development.Council
Member Blanchard asked for clarification on the SE Florence Dr.extension,wondering if the
abutting property owner had been approached regarding the street plan;Mr.Deets stated
that the plan has been discussed with the abutting property owner,who has no plans to sell
or develop the property at this time.Council Member Hughes asked about the considerable
depth of some of the planned lots and about construction access;Mr.Deets stated that the
deeper lots include a drainage basin and that plat construction was planned over the course

development would have a lower density than is allowed in the zoning district.All streets
internal to the development will be private.Mr.Deets reviewed the building elevations for

with Alice's Rd.;Mr.Deets replied that it was scheduled to be open to traffic when the Grant

Council Member Peterson.Director of Development Services Deets briefly reviewed the
preliminary plat,construction drawings,final plat and site plan.The proposed lot will have
limited access from both Grand Prairie Pkwy.and Kettlestone Blvd.There will be some City
contribution to construction of part of Kettlestone Blvd.,with such details to be addressed in
a development agreement currently being drafted by the City Attorney.The site plan
includes a new and larger design concept for Kum 8 Go,as well as an outdoor plaza area
for extended food service and seating,as well as a public art piece.Council Member Harvey
asked why the construction drawings were being considered prior to approval of the
development agreement;Mr.Deets stated that approving the drawings at this time will allow
for the filing of the final plat.Council Member Harvey expressed concern over setting a
precedent.Mr.Deets explained that the development agreement would address funding of
the improvements and not the improvements themselves.It is at the developer's risk to
approve the construction drawings prior to development agreement approval.City Attorney
Brick reviewed some of the cost sharing matters included in the draft development
agreement.City Administrator Moerman stated that the City Council could table
consideration of those items with which they are uncomfortable.Council Member Hughes
asked for City staff opinion on the matter;Mr.Deets agreed that the City Council could table
the construction drawings,but that there was a certain urgency to move forward with the

final plat and site plan.Nick Halfhill with Kum 8 Go addressed the City Council,stressing
the importance of their construction schedule and adding that they cannot purchase the
