SPECIAL MEETING
September 1,2015
A.Call to Order —The special meeting of the Waukee City Council was called to order by Mayor Peard at
12:05 p.m.at Waukee City Hall,230 W.Hickman Rd.
B.Roll Call —The following members were present:Mayor William F.Peard (via telephone);Council
Members Shane Blanchard (via telephone),Shelly Hughes,Rick Peterson (via telephone).Absent.
Council Members Brian Harrison,Casey L.Harvey.
Also in attendance:City Administrator Tim Moerman,Director of Development Services Brad Deets
(via telephone),City Clerk Rebecca D.Schuett.
C.Agenda Approval —Council Member Blanchard moved to approve the agenda;seconded by Council
Member Hughes.Results of vote:Ayes:Blanchard,Hughes,Peterson.Nays:None.Absent:
Harrison,Harvey.Motion carried 3 —0 —2.
D.Action Items:
1)Resolution:Consideration of approval of a resolution approving final plat for Grant Woods
Waukee Plat 1 —Council Member Hughes moved to approve the resolution;seconded by Council
Member Peterson.Director of Development Services Deets briefly reviewed the plat,including
parkland dedication of the American Gothic sculpture to the City,which will be installed at a
location on the Waukee Public Library site.Council Member Peterson asked for clarification on
the Lot A warranty deed;Mr.Deets explained that the deed related to street right-of-way.Mr.
Deets noted that the existing barn was being sold as part of Lot 3 of the plat.Results of vote:
Ayes:Blanchard,Hughes,Peterson.Nays:None.Absent:Harrison,Harvey.Motion carried 3 —0

2)Resolution:Consideration of approval of a resolution approving Assignment and
Assumption of Commission Agreement —Council Member Blanchard moved to approve the
resolution;seconded by Council Member Hughes.Director of Development Services Deets briefly
reviewed the agreement,which is related to the transfer of ownership of the American Gothic
sculpture to the City.Results of vote:Ayes:Blanchard,Hughes,Peterson.Nays:None.Absent:
Harrison,Harvey.Motion carried 3 —0 —2.(Resolution ¹15-293)
3)Resolution:Consideration of approval of a resolution approving construction drawings for
Waco Place/98'"Street Improvement Project —Council Member Hughes moved to approve the
resolution;seconded by Council Member Blanchard.Director of Development Services Deets
briefly reviewed the project for improvements to Waco Pl./98'"St.from University Ave.south to the
railroad crossing.The West Des Moines City Council has already taken action on construction
drawing approval.There will be some traffic disruption near Maple Grove Elementary School
during project construction.Results of vote;Ayes;Blanchard,Hughes,Peterson.Nays:None.
Absent:Harrison,Harvey.Motion carried 3 —0 —2.(Resolution ¹15-294)

Council Member Hughes moved to adjourn;seconded by Council Member Peterson.Ayes:All.Nays:
