WORK SESSION MEETING
October 12,2015
A)Call to Order —The work session meeting of the Waukee City Council was called to order by Mayor
Pro Tem Peterson at 5:30 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd.
B)Roll Call —The following members were present:Council Members Shane Blanchard,Casey L.
Harvey,Rick Peterson.Absent:Mayor William F.Peard;Council Members Brian Harrison,Shelly
Hughes.(Council Member Hughes arrived at 5:40 p.m.)
Also present:City Administrator Tim Moerman,Director of Finance Linda Burkhart,Director of
Development Services Brad Deets,Director of Public Works John Gibson,Director of Community and
Economic Development Dan Dutcher,Parks and Recreation Director Matt Jermier,Marketing and
Communications Director Summer Evans,Fire Chief Glint Robinson,Police Chief John Quinn,City
Clerk Rebecca D.Schuett.
C)Agenda Approval —Council Member Blanchard moved to approve the agenda;seconded by Council
Member Harvey.Results of vote:Ayes:Blanchard,Harvey,Peterson.Nays:None.Absent:Harrison,
Hughes.Motion carried 3 —0 —2.
D)Work Session:
1)Urban Renewal District overview —Patricia Martin and Nathan Overberg with Ahlers 8 Cooney,
PC,briefly reviewed the districts and discussed Waukee's strategy and scheduling with urban
renewal areas and tax increment financing.(Council Member Hughes arrived at 5;40 p.m.)
2)Westcom records retention program —Rob Dehnert and Jeff Dumermuth with Westcom
presented on computer-aided dispatch (CAD),reviewing the current outdated system,a CAD
system replacement,and the proposed costs to each member city for the replacement.
3)General engineering services agreement —Director of Development Services Deets reviewed
the need for a general services agreement for miscellaneous roadway projects.
4)Kettlestone wetlands delineation agreement —Director of Development Services Deets noted
that the City will begin planning the ponds on the far eastern edge of the Kettlestone Corridor
district,requiring engineering services related to wetlands delineation.
5)Traffic signal installation policy —Director of Development Services Deets stated that past traffic
signal installation has been part of the Capital Improvements Program and at City expense.
Moving forward,City staff proposes a policy to utilize tax increment financing funds generated by
nearby development to pay for the installation of traffic signals as they are needed.Council
Member Harvey asked about signals in residential areas;Mr.Deets replied that those would
continue to be installed at City expense.
6)Solid waste collection contract renewal —Director of Public Works Gibson noted that the City's
current contract with Waste Management will expire June 2016,with no plans by the City for
contract renewal.City staff will request proposals from solid waste collection companies for
services in the hopes of a reduction in costs.
7)Special Emergency Response Team (SERT)update —Police Chief Quinn discussed the costs
associated with having at least two members of the Waukee Police Department on the Special
Emergency Response Team,adding that the costs would be part of the FY2017 budget.
8)Fox Creek Park development —Parks and Recreation Director Jermier referenced an upcoming
City Council action item to retain services for the administration of bid procedures and documents
for Phase I of the development of Fox Creek Park.He reviewed the amenities currently planned
for each of the four phases of park development,with Phase I including grading,landscaping,
signage,and trails.
9)Complete Community activities update —Marketing and Communications Director Evans
reviewed the results of a recent request for quotes related to printed materials and signage.
10)Incode migration update —Director of Finance Burkhart briefly reviewed the software conversion
and data migration progress to date.
11)Budget work session schedule —After some discussion,the City Council agreed to a single
budget work session on Monday,January 25,2016.

12)Intellectual Corridor establishment —Council Member Peterson suggested the establishment
and branding of an educational corridor along SE L.A.Grant Pkwy.,along which many Waukee
Community School facilities are located or planned.He reported that Waukee Community School
District Superintendent David Wilkerson supports the concept.Council Member Hughes stated
that,while she liked the idea,she was concerned about City staff devoting time to the issue.
Council Member Blanchard noted it could be a Waukee Leadership Institute class project.Council
Member Harvey said that the Waukee Leadership Institute and Waukee Community School
District,not the City,would be best at developing the idea.Council Members Peterson and
Hughes agreed to work on the concept together,along with other interested parties,and report
back to the City Council.
13)City curfew discussion —Council Member Blanchard asked if there was any interest in instituting
a curfew to help law enforcement deal with minors out late at night.Police Chief Quinn noted that
most other major jurisdictions have no such curfews in place and that he did not see the need or
benefit.After a brief discussion,the City Council agreed not to pursue the matter at this time.
14)Residential rental discussion —Council Member Hughes recommended an ordinance regulating
residential homes being used for short-term rentals.Director of Development Services Deets
stated that nothing in current code restricts such activity,but that certain restrictions will be
included as part of the Waukee Municipal Code recodification process.City staff will discuss with
the City Attorney if such restrictions can be retroactively enforced.
E)Comments
Adjournment —Council Member Harvey moved to adjourn;seconded by Council Member Hughes.Ayes:
All.Nays:None.Motion carried 4 —0.
