Pledge of Allegiance Roll Call —The following members were present;Mayor William F.Peard;Council Members Shane Blanchard,Brian Harrison,Casey L.Harvey,Shelly Hughes,Rick Peterson.Absent: None. (D) (E) (F) (G) (H) Also present:City Administrator Tim Moerman,Director of Finance Linda Burkhart,Director of Development Services Brad Deets,Director of Public Works John Gibson,Parks and Recreation Director Matt Jermier,Director of Community and Economic Development Dan Dutcher,Human Resource Director Patty Holden,Marketing and Communications Director Summer Evans, Police Chief John Quinn,City Clerk Rebecca D.Schuett,City Attorney Steve Brick. Open Forum Agenda Approval —Council Member Harrison moved to approve the agenda;seconded by Council Member Hughes.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes, Peterson.Nays:None.Motion carried 5 —0. Mayor's Report —The Waukee Public Library is closed this week for interior roof repairs.The Plant Some Shade initiative of 10/07 was very successful.Beggar's Night is 10/30,and the Park Board Haunted House is 10/23 and 10/24. Presentations: 1)Recognition of former Waukee Public Library Trustee Dean Austin —Mayor Peard presented a certificate of appreciation to Dean Austin. Public Hearings: 1)On a proposed Amendment No.6 to the Waukee Unified Urban Renewal Plan in the City of Waukee,State of Iowa —Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative. Director of Development Services Deets briefly reviewed the plan amendment,including properties added to and removed from the plan.No comments were made by the public present. 2)On a proposed Amendment No.2 to the Gateway Economic Development Urban Renewal Plan in the City of Waukee,State of Iowa —Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.Director of Development Services Deets briefly reviewed the plan amendment,including properties added to and removed from the plan.No comments were made by the public present. 3)On a proposed Autumn Ridge Residential Urban Renewal Plan in the City of Waukee, State of Iowa —Mayor Peard opened the public hearing and asked if any written correspondence had been received;City Clerk Schuett replied in the negative.Director of Development Services Deets briefly reviewed the plan,stating that the plan was proposed in order to help fund improvements to the Alice's Road Corridor north of University Ave.The urban renewal area was limited to a period of ten years.Council Member Harvey asked when the 10-year period begins;Mr.Deets replied that it would start when an ordinance is adopted for the Autumn Ridge Residential Urban Renewal Plan.At this time,the City Council is only considering a resolution adopting the plan.There will be several ordinances associated with the Autumn Ridge Residential Urban Renewal Plan,as the development is constructed in phases.Council Member Harvey asked if the Waukee Community School District supported the urban renewal plan;Mr.Deets replied in the affirmative.No comments were made by the public present. (I)Public Hearing Action Items 1) 2) 3) 4) Resolution:Consideration of approval of a resolution determining an area of the City to be a blighted and economic development area;designating such area as appropriate for urban renewal projects;and adopting the Amendment No.6 to the Waukee Unified Urban Renewal Plan —Council Member Blanchard moved to approve the resolution;seconded by Council Member Harvey.Results of vote:Ayes:Blanchard, Harrison,Harvey,Hughes,Peterson.Nays:None.Motion carried 5 —0.(Resolution ¹15- 349) Ordinance:Consideration of approval of an ordinance for the division of revenues under iowa Code Section 403.19 for Amendment No.6 to the I/I/aukee Unified Urban Renewal Plan (introduction;first readingj —Council Member Harvey introduced the ordinance and moved to approve the first reading in title only;seconded by Council Member Blanchard.Council Member Harvey asked for clarification on certain areas within the proposed plan area.Results of vote:Ayes:Blanchard,Harrison,Harvey,Hughes,Peterson. Nays:None.Motion carried 5 —0. Resolution:Consideration of approval of a resolution determining an area of the City to be a blighted and economic development area;designating such area as appropriate for urban renewal projects;and adopting Amendment No.2 to the Gateway Economic Development Urban Renewal Plan —Council Member Harvey moved to approve the resolution;seconded by Council Member Peterson.Council Member Harvey asked when the City Council would consider ordinances approving the urban renewal plan; Director of Development Services Deets replied the first such ordinance would likely be considered next year,based on anticipated development activity.Results of vote:Ayes: Blanchard,Harrison,Harvey,Hughes,Peterson.Nays:None.Motion carried 5 —0. (Resolution ¹15-350) Resolution:Consideration of approval of a resolution determining an area of the City to be a blighted and economic development area;designating such area as appropriate for urban renewal projects;and adopting the Autumn Ridge Residential Urban Renewal Plan —Council Member Blanchard moved to approve the resolution; seconded by Council Member Harvey.Council Member Harvey stated it was difficult for him to support the inclusion of residential property in an urban renewal area,but that he understood the importance of obtaining funding for the Alice's Road Corridor improvements north of University Ave.He added that he would support the resolution,but voiced his hope that the City would find other means to fund the project.Results of vote:Ayes:Blanchard, Harrison,Harvey,Hughes,Peterson.Nays:None.Motion carried 5 —0.(Resolution ¹15- 351) (J)Action Items 1)Consent Agenda:Council Member Peterson moved to approve the Consent Agenda; seconded by Council Member Blanchard.Results of vote:Ayes:Blanchard,Harrison, Harvey,Hughes,Peterson.Nays:None.Motion carried 5 —0.
