Call to Order —The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:32 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd.
Pledge of Allegiance
Roll Call —The following members were present:Mayor William F.Peard;Council Members
Shane Blanchard,Casey L.Harvey,Rick Peterson.Absent:Council Members Brian Harrison,
Shelly Hughes.
Also present City Administrator Tim Moerman,Director of Finance Linda Burkhart,Director of
Development Services Brad Deets,Director of Public Works John Gibson,Parks and Recreation

Agenda Approval —Council Member Blanchard moved to approve the agenda,tabling item G1
until the November 16,2015 regular meeting;seconded by Council Member Peterson.Results
of vote:Ayes:Blanchard,Harvey,Peterson.Nays:None.Absent:Harrison,Hughes.Motion
carried 3 —0 —2.
Mayor's Report —The Waukee Police Department has purchased and deployed body-worn
cameras for officers in the field.Over the weekend,the new traffic signals at Hickman
Rd./Dartmoor Dr.were activated.The American Gothic-inspired sculptural piece will soon be
installed at the Waukee Public Library.All City offices will be closed 11/11 for Veterans Day.
Mayor Peard encouraged all to vote in the 11/03 elections.

Motion:Consideration of approval of a motion setting November 16,2015 as the date
of public hearing on an ordinance to amend Chapter 300,Zoning Ordinance,City of
Waukee,to amend certain property from A-1 (Agricultural DistrictJ and COS
(Conservation and Open Space DistrictJ to R-1(Single Family Residential DistrictJ,a
parcel to be known as Brandon's Reserve —Council Member Harvey moved for approval;
seconded by Council Member Blanchard.Director of Development Services Deets noted
that signatures are required from owners of at least 50%of the surrounding property in order
for a rezoning application to be submitted.The owner of the parcel to be known as
Brandon's Reserve has attempted to obtain the requisite signatures,but is having difficulty
due to large surrounding parcels with one owner.The council has the authority to initiate the
rezoning in lieu of signatures.Council Member Harvey asked for clarification on an
easement shown on the concept plan;Mr.Deets noted it was an existing sewer easement.
Council Member Blanchard asked about tree removal currently happening on the subject
property;Mr.Deets noted that removal of certain trees will allow the developer to begin on
utility and street installation in the spring.He added that the developer plans to save as
many trees as possible.Council Member Blanchard asked if the right-of-way needed for the
future Warrior Ln.widening would be addressed;Mr.Deets replied in the affirmative,if the
rezoning is approved.Results of vote:Ayes:Blanchard,Harvey,Peterson.Nays:None.
Absent:Harrison,Hughes.Motion carried 3 —0 —2.(After the vote,Council Member
Blanchard stated that there might be an opportunity to install a walking path between the
subject property and the Library to the north.)
Ordinance:Consideration of approval of an ordinance to amend Chapter 301,Zoning
Ordinance,City of Waukee,iowa,by rezoning and changing certain property therein
to modify PD-1 (Planned Development Overlay District)(The Cove at Kettlestone)

the ordinance in title only and place it on final passage;seconded by Council Member
