Call to Order —The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:33 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd.
Pledge of Allegiance
Roll Call —The following members were present:Mayor William F.Peard;Council Members
Brian Harrison,Shelly Hughes,Rick Peterson.Absent:Council Members Shane Blanchard,
Casey L.Harvey.(Council Member Harvey arrived at 5;34 p.m.)

Agenda Approval —Council Member Hughes moved to approve the agenda;seconded by
Council Member Harrison.Results of vote:Ayes:Harrison,Hughes,Peterson.Nays:None.
Absent:Blanchard,Harvey.Motion carried 3 —0 —2.
Mayor's Report —(Council Member Harvey arrived at 5:34 p.m.)The special census will begin
on 11/19.Temporary traffic signals have been activated at the intersection of Alice's Rd.and
Olson Dr.On 11/17,Mayor Peard will attend the Bravo Greater Des Moines board of directors
meeting.All City offices will be closed 11/26 and 11/27 in observance of Thanksgiving.

Associate Director Dave Stone.
2)Waukee Area Chamber of Commerce quarterly report —Report made by Waukee Area
Chamber of Commerce Executive Director Melinda Behn.
3)Waukee Planning 8 Zoning Commission report —Report made by Commissioner Joe
Schmidt.
Public Hearings:
1)On an ordinance to amend Chapter 301,Zoning Ordinance,City of Waukee,to amend
certain property from C-1 to R-3,a parcel referred to as Dartmoor Senior Housing—
Mayor Peard opened the public hearing and asked if any written correspondence had been
received;City Clerk Schuett replied in the negative.Director of Development Services Deets
briefly reviewed the rezoning application related to a planned affordable housing project.
The units will be restricted to residents 62 years or older.The applicant plans to file for tax
credits with the Iowa Finance Authority (IFA).The proposed rezoning ordinance includes a
"sunset"clause that would allow the zoning to revert back to C-1 if the project does not move
forward within one year.Council Member Harvey asked if the Council would be asked to
waive the third reading;Mr.Deets replied in the affirmative,noting a 12/09 deadline for filing
with IFA.No comments were made by the public present.
2)On an ordinance to amend Chapter 301,Zoning Ordinance,City of Waukee,to amend
certain property therein from A-1 and COS to R-1,a parcel to be known as Brandon's
Reserve —Mayor Peard opened the public hearing and asked if any written correspondence
had been received;City Clerk Schuett replied in the negative.Director of Development
Services Deets briefly reviewed the rezoning application.Due to the nature of the property,
some of the proposed single family lots will have a dramatic fall-off from grade.The
applicant plans to retain the existing pond and preserve as many mature trees as possible.
City staff is working with the applicant to address access to Songbird Park to the west of the
subject parcel.Council Member Peterson asked if there was any concern regarding storm
water flowage along the creek;Mr.Deets noted that some stabilization might be needed and
that the developer is obligated to meet storm water management requirements.Council
Member Harvey asked about specific plans for the creek;Mr.Deets replied that a privately-
owned and maintained dam was planned for the creek.Council Member Harvey spoke in
favor of keeping as many trees as possible,specifically along the western edge of the
parcel.Michael Gaunt with Bishop Engineering,representing the applicant,stated that much
of the value in the proposed lots comes from mature trees and screening,reiterating that the
developer plans to do as little tree removal as possible.No comments were made by the
public present.
