HomeMy WebLinkAbout2015-12-14-Special MinutesWAUKEE CITY COUNCIL MINUTES SPECIAL MEETING December 14,2015 A.Call to Order —The special meeting of the Waukee City Council was called to order by Mayor Pro TemPetersonat6:14 p.m.at Waukee Community Center,675 Walnut St.B.Roll Call —The following members were present:Council Members Shane Blanchard,Casey L.Harvey,Rick Peterson.Absent:Mayor William F.Peard;Council Members Brian Harrison,ShellyHughes. Also in attendance:City Administrator Tim Moerman,Director of Public Works John Gibson,Director ofFinanceLindaBurkhart,Director of Development Services Brad Deets,Director of Community andEconomicDevelopmentDanDutcher,Parks and Recreation Director Matt Jermier,Marketing andCommunicationsDirectorSummerEvans,Police Chief John Quinn,City Clerk Rebecca D.Schuett.C.Agenda Approval —Council Member Blanchard moved to approve the agenda;seconded by CouncilMemberHarvey.Results of vote:Ayes:Blanchard,Harvey,Peterson.Nays:None.Absent:Harrison,Hughes.Motion carried 3 —0 —2. (The council followed the agenda in a different order than posted.) D.Work Session,Part 1: 1)Paperless council meetings policy —City Administrator Moerman noted the expiration of a 2012 policy related to the purchase of electronic devices by the mayor and council members.Director ofFinanceBurkhartbrieflyreviewedthepolicy,including reimbursement.Council Member Harveynotedthatmanyelectronicdeviceshavegonedowninpriceovertime.The City Council agreed tocontinuethepolicy. 2)Lobbying services —City Administrator Moerman proposed allocating funding for a lobbyingcontractandmentionedtwopossiblelobbyists.Council Member Harvey stated that he didn't seetheneedforalobbyist.Council Member Blanchard asked that Mayor Peard,Mr.Moerman,andoneothercouncilmemberinterviewpotentiallobbyistsandmakearecommendationtotheCityCouncil.Council Member Peterson spoke in favor of retaining the services of a lobbyist.3)Legislative strategy —City Administrator Moerman reviewed a proposed strategy.4)Metro Waste Authority presentation —Director of Public Works Gibson briefly reviewed the RFPprocessforwastehaulers,noting that the proposal request included provisions related to Waukee potentially joining the Metro Waste Authority (MWA).Mr.Gibson stated that membership in theMWAwouldmeanasavingstotheCityduetolowertippingfeesandshortertraveldistancesforwastehaulers. E.Action Items: 1)Resolution:Consideration of approval of a resolution approving OpenGov,inc.,SoftwareAgreement—Council Member Harvey moved to approve the resolution;seconded by CouncilMemberBlanchard.City Administrator Moerman briefly reviewed the software package and howCitystaffwoulduseittogeneratefiscalreportsandgraphs.Director of Finance Burkhart addedthatthesoftwareincludedatransparencycomponent,but that City staff would initially implementtheinternalreportingcapabilities.Council Member Harvey asked if the software was cloud-basedandiftherewereanyfirewallconcerns;Ms.Burkhart replied in the affirmative that the softwarewascloud-based and noted no concerns based on other cities'experiences with the software.Results of vote;Ayes:Blanchard,Harvey,Peterson.Nays:None.Absent:Harrison,Hughes.Motion carried 3 —0 —2.(Resolution fi15-418) F.Work Session,Part 2: 5)Walnut Creek Watershed Authority presentation —Greg Pierce with RDG Planning and Design,and a member of the Walnut Creek Watershed Authority (WCWA),reviewed geography,topography,and land uses within the watershed.He also reviewed water quality studies,assessments,and key pollutants of concern,as well as the vision,mission,and goals of theWCWA. 6)LED street light conversion —Director of Public Works Gibson discussed several areas in Waukee where City staff recommends the conversion from High Pressure Sodium (HPS)to Light Emitting Diode (LED)fixtures.He noted the cost savings associated with the street light conversion. 7)Emerald Ash Borer management plan —Parks and Recreation Director Jermier presented a map showing the location and condition of City-owned ash trees.He and Director of Public Works Gibson then reviewed the management plan for ash trees on City-owned property and in the public right-of-way.Mr.Jermier noted a planned future open forum on the policy for residents most impacted by right-of-way tree removal. G.Comments Council Member Harvey moved to adjourn;seconded by Council Member Blanchard.Ayes:All.Nays: None.Motion carried 3 —0.
