(A)Call to Order —The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:35 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd.
(B)Pledge of Allegiance
(C)Roll Call —The following members were present:Mayor William F.Peard;Council Members
Brian Harrison,Shelly Hughes,Larry R.Lyon,Rick Peterson.Absent:Council Member Shane
Blanchard.(Council Member Blanchard participated via telephone from 6:08 p.m.to 6:28 p.m.)
Also present:City Administrator Tim Moerman,Finance Director Linda Burkhart,Development

(F)Mayor's Report —Mayor Peard recognized the hiring of seven Waukee Fire Department part-
time firefighters.On 01/25,he will attend the Greater Des Moines Partnership annual dinner.
Nominations are being accepted for 2015 Waukee Citizen of the Year.The regular city council
meetings in February are rescheduled for 02/02 and 02/16.

Governmental Affairs and Legislative Counsel Robert Palmer.

Council Member Lyon moved to approve Consent Agenda Item J1D,Consideration of
approval of a resolution approving agreement for lobbying services;seconded by Council
Member Peterson.City Administrator Moerman briefly reviewed the lobbying firm interview
process and recommended approval of a contract with Davis Brown Law Firm.Council
Member Harrison explained that he wanted an opportunity to vote on the action item and not
as part of the consent agenda.He stated that he knew both parties interviewed and voiced
his appreciation for the recommendation,but noted his preference of a contract with Maggie

Fitzgerald.Council Member Hughes asked if Davis Brown would provide a lobbyist
dedicated to Waukee;Mr.Moerman replied that the first interview question related to their
full-time presence.Mayor Peard reminded the council that they had directed Mr.Moerman
to interview the two firms and make a recommendation.Council Member Harrison
suggested tabling the matter for a special meeting later in the week.Council Member Lyon
stated that he read Mr.Moerman's report and the recommendation of Davis Brown seemed
appropriate and reasonable.Council Member Blanchard voiced his support for Mr.
Moerman's recommendation,adding that City staff would be working most directly with the
lobbying firm and should be comfortable with the firm hired to represent the City's interests.
He asked the other council members to support Mr.Moerman's recommendation.Council
Member Harrison noted his concern that the item was included as part of the consent
agenda and that he received Mr.Moerman's detailed report only within the last 24 hours.He
stated that he would vote against the resolution if asked to vote now,but would prefer more
time to review the matter.Council Member Lyon asked if Council Member Harrison was
more concerned with the process than the recommendation;Council Member Harrison noted
his concern with the process,but also stated his preference for the other firm that was
interviewed.He added that City staff made recommendations,but that decisions are made
by the City Council.Council Member Hughes stated that she was uncomfortable making a
decision at this time,as she had been unable to read Mr.Moerman's report earlier in the

homes to be constructed in the development;Chip Classon of Jerry's Homes,developer of
the parcel,replied that homes would be in the range of $275,000-325,000.Council Member
Peterson voiced his appreciation for Jerry's Homes continuing to build in Waukee,but noted
general concerns from residents who abut new construction about debris blowing offsite.
Council Member Harrison asked about garage size;Mr.Classon stated that garage size
would be clearly indicated on plans.Council Member Hughes noted the topography and
asked if there were walk-out and daylight homes planned in the development;Mr.Classon
