WAUKEE CITY COUNCIL MINUTES
May 16,2016
(A)Call to Order —The regular meeting of the Waukee City Council was called to order by Mayor
Peard at 5:33 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd.
(B)Pledge of Allegiance
(C)Roll Call —The following members were present:Mayor William F.Peard;Council Members
Shelly Hughes,Larry R.Lyon,Rick Peterson.Absent:Council Members Shane Blanchard,
Brian Harrison.(Council Member Harrison arrived at 5:48 p.m.)
Also present:Finance Director Linda Burkhart,Public Works Director John Gibson,
Development Services Director Brad Deets,Community and Economic Development Director
Dan Dutcher,Marketing and Communications Director Summer Evans,Parks and Recreation
Director Matt Jermier,Recreation Supervisor Josh VandeKamp,Human Resource Director Patty
Holden,Police Chief John Quinn,City Clerk Rebecca D.Schuett,City Attorney Steve Brick.
(D)Open Forum —Cate Bryan,575 SE Carefree Ln.,introduced herself as a candidate for Dallas
County Auditor.
(E)Agenda Approval —Council Member Lyon moved to approve the agenda,removing consent
agenda item J1M from consideration;seconded by Council Member Hughes.Results of vote:
Ayes:Hughes,Lyon,Peterson.Nays:None.Absent:Blanchard,Harrison.Motion carried 3 —0—2.
(F)Mayor's Report —Mayor Peard revealed the results of the 2015 Special Census,putting
Waukee's current population at 17,945.He noted the success of the Greater Des Moines
Partnership trip to Washington,DC.He attended the Waukee Firefighters'Association pancake
breakfast and spoke at the Waukee Public Library sculpture dedication ceremony on 05/14.
Mayor Peard reviewed some of the events planned for the upcoming Celebrate Waukee festival
on 06/03-06/04.

1)Waukee Area Chamber of Commerce quarterly report —Report made by Waukee Area
Chamber of Commerce President Wendy Marsh.
2)Waukee Planning &Zoning Commission report —Report made by Development Services
Director Deets.
(H)Public Hearings:
1)On an ordinance to amend Chapter 301,Zoning Ordinance,City of Waukee,Iowa,by
rezoning and changing certain property therein from A-1 to K-MF-Rowhouse,a parcel
to be known as Maple Grove Place —Mayor Peard opened the public hearing and asked if
any written correspondence had been received;City Clerk Schuett replied in the negative.
Development Services Director Deets briefly reviewed the application,noting that it was
consistent with the Kettlestone Master Plan.No comments were made by the public
present.
2)On the authorization of a Loan Agreement and the issuance of not to exceed $680,000
Storm Water Revenue Capital Loan Notes —(Council Member Harrison arrived at 5:48
p.m.)Mayor Peard opened the public hearing and asked if any written correspondence had
been received;City Clerk Schuett replied in the negative.Matt Stoffel with Public Financial
Management (PFM)briefly reviewed the bid results,recommending award to West Bank.
No comments were made by the public present.
(I)Public Hearing Action Items:
1)Ordinance:Consideration of approval of an ordinance to amend Chapter 301,Zoning
Ordinance,City of yyaukee,lowe,by rezoning and changing certain property therein
from A-1 to K-MF-Rowhouse,a parcel to be known as Maple Grove Place
(introduction;first reading J —Council Member Lyon introduced the ordinance and moved
to approve the first reading in title only;seconded by Council Member Peterson.Results of
vote:Ayes:Harrison,Hughes,I yon,Peterson.Nays:None.Absent:Blanchard.Motion
carried 4 —0 —1.
2)Resolution:Consideration of approval of a resolution instituting proceedings to take
additional action for the authorization of a Loan Agreement and theissuance of not to
exceed $680,000 Storm Water Revenue Capital Loan Notes —Council Member Lyon
moved to approve the resolution;seconded by Council Member Harrison.Council Member
Peterson questioned a note on the bid tabulation related to the true interest rate;Matt Stoffel
with Public Financial Management (PFM)explained that the annual maturity amounts would
be restructured,decreasing the true interest rate to 1.7072%.Results of vote:Ayes:
Harrison,Hughes,Lyon,Peterson.Nays:None.Absent;Blanchard.Motion carried 4 —0—

3)Motion:Consideration of approval of a motion that the form of Tax Exemption
Certificate be placed on file and approved ($640,000 Storm Water Revenue Capital
Loan Notes,Series 2016AJ —Council Member Peterson moved to receive and file the
certificate;seconded by Council Member Hughes.Results of vote;Ayes:Harrison,Hughes,
Lyon,Peterson.Nays:None.Absent:Blanchard.Motion carried 4 —0 —1.
4)Resolution:Consideration of approval of a resolution authorizing and providing for
the issuance and securing the payment of $640,000 Storm Water Revenue Capital
Loan Notes,Series 2016A,of the City of Waukee,State of iowa,under the provisions
of the Code of iowa,and providing for a method of payment of the notes —Council
Member Harrison moved to approve the resolution;seconded by Council Member Lyon.
Results of vote:Ayes:Harrison,Hughes,Lyon,Peterson.Nays:None.Absent;Blanchard.
Motion carried 4 —0 —1.(Resolution ¹16-182)
