WAUKEE CITY COUNCIL MINUTES
February 6,2017
(A)Call to Order —The regular meeting of the Waukee City Council was called to order by Mayor Peard
at 5:33 p.m.in the Council Chambers at Waukee City Hall,230 W.Hickman Rd.
(B)Pledge of Allegiance
(C)Roll Call —The following members were present:Mayor William F.Peard;Council Members Anna
Bergman,R.Charles Bottenberg,Brian Harrison,Shelly Hughes (via telephone),Larry R.Lyon.
Absent None.
Also present:City Administrator Tim Moerman,Finance Director Linda Burkhart,Development
Services Director Brad Deets,Public Works Director John Gibson,Community and Economic
Development Director Dan Dutcher,Marketing and Communications Director Summer Evans,
Human Resource Director Patty Holden,Police Chief John Quinn,City Clerk Rebecca D.Schuett,
City Attorney Steve Brick.

(E)Agenda Approval —Council Member Harrison moved to approve the agenda;seconded by Council
Member Bergman.Results of vote:Ayes:Bergman,Bottenberg,Harrison,Hughes,Lyon.Nays:
None.Motion carried 5 —0.
(F)Mayor's Report —Mayor Peard accepted the Waukee Area Chamber of Commerce 2017 Large
Business Member of the Year award on behalf of the City at the 02/02 Chamber annual dinner.On
02/07,he will attend the iowa I eague of Cities annual legislative day.02/10 is the deadline for 2016
Citizen of the Year nominations.On 02/11,the Waukee Area Chamber of Commerce will host a
legislative coffee.All City offices will be closed 02/20 in observance of Presidents'Day.Mayor
Peard welcomed Council Member Bottenberg to the council.
(G)Presentations:
1)Property maintenance update —Development Services Director Deets briefly updated the
council regarding construction site maintenance concerns in the Brookridge neighborhood,noting
that the developer is responsive to those concerns.
2)Ankeny Sanitation,Inc.,six-month report —Report made by Ankeny Sanitation General
Manager Dave Massey.Mr.Massey also presented the City with a recycling rebate check.
(H)Public Hearings:
1)On plans,specifications,form of contract and estimate of cost [SE Westown Parkway
Extension and Grand Prairie Parkway Greenbelt Weirs,SE Parkview Crossing Drive to
Grand Prairie Parkway]—Mayor Peard opened the public hearing and asked if any written
correspondence had been received;City Clerk Schuett replied in the negative.Public Works
Director Gibson presented on the project,which includes a pedestrian crossing and street
lighting.No comments were made by the public present.

1)Resolution:Consideration of approval of a resolution approving plans,specifications,
form of contract and estimate of cost jSE Westown Parkway Extension and Grand Prairie

Member Bergman moved to approve the resolution;seconded by Council Member Lyon.Results
of vote:Ayes:Bergman,Bottenberg,Harrison,Hughes,Lyon.Nays:None.Motion carried 5 —0.

2)Resolution:Consideration of approval of a resolution awarding contract(SE Westown
Parkway Extension and Grand Prairie Parkway Greenbelt Weirs,SE Parkview Crossing
Drive to Grand Prairie Parkway —Council Member Bergman moved to approve the resolution;
seconded by Council Member Lyon.Public Works Director Gibson briefly reviewed the bid
tabulation and staff recommendation for award.Council Member Bergman amended the motion
to approve the resolution,awarding contract to McAninch Corporation of Des Moines,IA,in the
amount of $2,933,290.59;Council Member Lyon amended the second.Results of vote:Ayes:
Bergman,Bottenberg,Harrison,Hughes,Lyon.Nays:None.Motion carried 5 —0.(Resolution

traffic,density,application for planned development,and amenities.Mayor Peard noted that
correspondence from Michael Austin,110 SE Westgate Dr.,was distributed to the council.
Council Member Harrison asked about the number of planned parking spaces and parkland
dedication;Mr.Deets replied that the number of parking spaces meet the criteria established as
part of the proposed planned development and are based on the number of bedrooms within the
project.Parkland dedication is established during the platting process.Mayor Peard stated that
he would allow five minutes for public comment:1)Michael Austin,110 SE Westgate Dr.and
representative of the area residents,cited the correspondence he had distributed to the council,
rebutting many of the applicant's responses to the concerns brought forward during the public
hearing.He restated his and the neighborhood preference that the property remain commercially
zoned.2)Dickson Jensen,representing rezoning applicant The Jensen Group,addressed the
council and stated that the proposed project was a good use for a unique property.He added
that his company had invited neighbors to a meeting regarding the project in advance of the
public hearing but no one had attended.Council Member Hughes stated,while she appreciated
the modern design plan and that she believes multi-family development is appropriate for the

subject property,she would not support the rezoning due to concerns with density and lack of
amenities.Council Member Bergman asked if the application only addressed zoning;Mr.Deets
replied in the affirmative,but added that the PD-1 would set the maximum allowable density for
the property.Council Member Harrison said that he would vote in favor of the second reading in
order to study the documentation presented by Mr.Austin prior to the final reading.Results of
