B.Roll Call —The following members were present:Mayor William F.Peard;Council Members Anna Bergman,R.Charles Bottenberg,Brian Harrison,Shelly Hughes,Larry R.Lyon.Absent:None. Also in attendance:City Administrator Tim Moerman,Finance Director Linda Burkhart,Development Services Director Brad Deets,Public Works Director John Gibson,Community and Economic Development Director Dan Dutcher,Technical Services Specialist Jenna Herr,Parks and Recreation Director Matt Jermier,Marketing and Communications Director Summer Evans,Police Chief John Quinn,City Clerk Rebecca D.Schuett. C.Agenda Approval —Council Member Bergman moved to approve the agenda;seconded by Council Member Lyon.Results of vote:Ayes:Bergman,Bottenberg,Harrison,Hughes,Lyon.Nays:None. Motion carried 5 —0. D.Action Items: 1)Resolution:Consideration of approval of a resolution approving Relocation and Reimbursement Agreement (Revision No.2)with lyfidAmerican Energy Company (Alice's Road between University Avenue and NE Horizon Drive,Utility RelocationJ —Council Member Bergman moved to approve the resolution;seconded by Council Member Harrison. Public Works Director Gibson briefly reviewed the agreement pertaining to additional utility poles and construction timeline revisions.Results of vote:Ayes:Bergman,Bottenberg,Harrison, Hughes,Lyon.Nays;None.Motion carried 5 —0.(Resolution ¹17-092) 2)Resolution:Consideration of approval of a resolution approving Sanitary Sewer Right-of- IAray Easement related to the South Outfall Sanitary Sewer Project (Bradley Klinkefus J- Council Member Bergman moved to approve the resolution;seconded by Council Member Lyon. Public Works Director Gibson briefly reviewed both the right-of-way and temporary construction easements.Results of vote:Ayes:Bergman,Bottenberg,Harrison,Hughes,Lyon.Nays:None. Motion carried 5 —0.(Resolution ¹17-093) 3)Resolution:Consideration of approval of a resolution approving Temporary Construction Easement related to the South Outfall Sanitary Sewer Project (Bradley KlinkefusJ —Council Member Bergman moved to approve the resolution;seconded by Council Member Hughes. Results of vote:Ayes:Bergman,Bottenberg,Harrison,Hughes,Lyon.Nays:None.Motion carried 5 —0.(Resolution ¹17-094) E.Work Session: 1)City festivals transition of funds —Parks and Recreation Director Jermier discussed funds that would transition to the Waukee Festivals non-profit organization. 2)Dog park update —Parks and Recreation Director Jermier reviewed a possible location for the proposed dog park,as well as a concept and phasing plan for that location. 3)10-mile run event —Parks and Recreation Director Jermier briefly reviewed the special event request.Event organizer Pasha Korsakov with Just Go Faster answered questions related to the proposed event. 4)Iowa Wild agreement —Parks and Recreation Director Jermier discussed an agreement with the iowa Wild to install one or two temporary ice rinks in the city. 5)Technology options —Community and Economic Development Director Dutcher reviewed survey results regarding internet speed and availability in the city. 6)Alice's Road Corridor Widening Phase 5 engineering agreement —Public Works Director Gibson gave a brief overview on the project and related engineering. 7)Alice's Road Corridor Widening communications plan —Marketing and Communications Director Evans discussed signage,partnerships,use of social media outlets,and a communications timeline in order to keep the public informed during the Alice's Road Corridor Widening projects. i 8)Polk County Mutual Aid 28E Agreement (Public Works)—Public Works Director Gibson briefly discussed the proposed agreement. 9)Joint High School/Park Project traffic study agreement —Public Works Director Gibson reviewed the proposed agreement to determine street alignments in the project area. 10)N.Little Walnut Creek Drive improvements —Public Works Director Gibson discussed the proposed improvements and assessment plan. 11)Temporary food vendor,home-based occupation ordinances —Development Services Director Deets briefly reviewed potential changes to the zoning ordinance. 12)Comprehensive Plan update —Development Services Director Deets gave an update on progress made by the Comprehensive Plan Committee. 13)Legislative update —City Administrator Moerman briefly reviewed some proposed legislation of concern to the city. F.Comments Council Member Harrison moved to adjourn;seconded by Council Member Hughes.Ayes:All.Nays: None.Motion carried 5 —0.
