SPECIAL MEETING
May 30,2017
A.Call to Order —The special meeting of the Waukee City Council was called to order by Mayor Pro Tem
Bergman at 5:31 p.m.at Waukee City Hall,230 W.Hickman Rd.
B.Roll Call —The following members were present:Council Members Anna Bergman,Brian Harrison,
Shelly Hughes,Larry R.Lyon.Absent:Mayor William F.Peard,Council Member R.Charles
Bottenberg.
Also in attendance:City Administrator Tim Moerman,Development Services Director Brad Deets,
Human Resource Director Patty Holden,Fire Chief Glint Robinson,Police Sgt.Hector Arias,City Clerk
Rebecca D.Schuett.
C.Agenda Approval —Council Member Lyon moved to approve the agenda,removing item G;seconded
by Council Member Harrison.Results of vote:Ayes:Bergman,Harrison,Hughes,Lyon.Nays:None.
Absent:Bottenberg.Motion carried 4 —0 —1.
D.Public Hearings:
1)On an ordinance to amend Chapter 301,Zoning Ordinance,City of Waukee,Iowa,by
amending and replacing Chapter 301.8,General Regulations,Section P —Temporary Uses—
Mayor Pro Tem Bergman opened the public hearing and asked if any written correspondence had
been received;City Clerk Schuett replied in the negative.Development Services Director Deets
briefly reviewed the proposed ordinance revisions,which are not specific to but include fireworks
sales regulations.No comments were made by the public present.
2)On an ordinance to amend Chapter 301,Zoning Ordinance,City of Waukee,Iowa,by
amending provisions of the Zoning Ordinance regarding fireworks sales-related uses—
Mayor Pro Tem Bergman opened the public hearing and asked if any written correspondence had
been received;City Clerk Schuett replied in the negative.Development Services Director Deets
briefly reviewed the proposed ordinance,which permits fireworks sales in M-1 and M-1A zoning
districts.No comments were made by the public present.
E.Public Hearing Action Items:
1)Ordinance:Consideration of approval of an ordinance to amend Chapter 301,Zoning
Ordinance,City of Waukee,iowa,by amending and replacing Chapter 301.8,General
Regulations,Section P —Temporary Uses (introduction;first,second,third (final)readingsj
—Council Member Hughes introduced the ordinance and moved to approve the first reading in title
only,waive the second and third readings,and place the ordinance on final passage;seconded by
Council Member Lyon.Results of vote:Ayes:Bergman,Harrison,Hughes,Lyon.Nays:None.
Absent:Bottenberg.Motion carried 4 —0 —1.(Ordinance ¹2845)
2)Ordinance:Consideration of approval of an ordinance to amend Chapter 301,Zoning
Ordinance,City of ytraukee,iowa,by amending provisions of the Zoning Ordinance
regarding fireworks sales-related uses (introduction;first,second,third (final)readingsj-
Council Member Lyon introduced the ordinance and moved to approve the first reading in title
only,waive the second and third readings,and place the ordinance on final passage;seconded by
Council Member Hughes.Results of vote:Ayes:Bergman,Harrison,Hughes,Lyon.Nays:None.
Absent:Bottenberg.Motion carried 4 —0 —1.(Ordinance ¹2846)
F.Action Items:
1)Resolution:Consideration of approval of an ordinance approvingj ob description and pay
grade (Stormwater Administrative Assistantj —Human Resource Director Holden briefly
reviewed the position,adding that the Communications Workers of America (CWA),Local ¹7102,
AFL-CIO,had reviewed the job description and approved the position and starting pay grade.
Council Member Lyon moved to approve the resolution;seconded by Council Member Hughes.
Results of vote:Ayes:Bergman,Harrison,Hughes,Lyon.Nays:None.Absent:Bottenberg.
Motion carried 4 —0 —1.(Resolution ¹17-253)

Council Member Harrison moved to adjourn;seconded by Council Member Lyon.Ayes:All.Nays:None.
